5 November:
Constitutional Committee of Constituent Assembly (CA) has decided to form a committee of experts for drafting a new constitution in place of CA. The meeting of the constitutional committee held today has taken this anti-people decision. It was already calculated that so called high level political mechanism was/is going to exclude the elected sovereign body, the CA. It had already detained the CA and it was advancing to abort it any time. Now the mandate and the aspiration of the people have been aborted since today. Six hundred and one representative of the those people from marginalized and discriminated region, caste, ethnicities, Muslim, Madhesh and dalits are made jokers and the handful leaders have grasped authority in their hand. It is a ‘miraculous’ and ‘democratic’ coup d’etat for peace and constitution.
It is no doubt that Indian ‘experts’ will be summoned to draft constitution for Nepalese people which was the ‘spirit’ of 12-point understanding made in Delhi. Analysts say that the constitution has already been drafted in Delhi and the so called leaders are now creating a favourable environment by declaring to exclude entire CA from its essential task of writing constitution.
Calculating the future protest, the leaders and the heads of the government are preparing to declare emergency when the imported constitution is made public. The emergency will not be declared in the name of stopping protest, but it will be declared in the name of implementing BIPPA (Bilateral Investment Promotion and Protection Agreement) signed by PM Bhattarai and imposed unilaterally by South Block. A very thin voice has been heard from the CA members that they are saying the team of the expert should be inclusive

Dahal aka Prachanda in New York : Its objectionable says Buddhists - Report from Red Star
5 November:
Pushpa Kamal Dahal aka Prachanda is in New York with his visiting team including his son and cousin. The aim of the visit is to collect donation for the Lumbini Development Project and make religious publicity of Lumbini tourism as it has said. Lumbini is the holy place for all the peace loving people of the world in general. However, it is the original holy place for Buddhists and those who follow Buddha religion. Dahal comes from Hindu religion. He is a Hindu born Brahmin and from purely Hindu Brahmin caste.
Because of his familial religious background, Buddhists are opposing his activities and denying him to respect in the rank of a monk. They claim that it is very objectionable and it is a form of interference in the internal affairs of Buddha religion. They are claiming that Christians are penetrating through a Hindu born leader. They ridicule him by saying that ‘it would better for him to be a Christian than a Buddhist’. What is hidden behind this mockery and what is the actual thing they want to say, but they repeatedly say that it is very-very objectionable for them. Analysts say that the leaders of the developing countries are being bridges to fulfill the interest of the imperial powers. Therefore, suspicions can not be denied openly.
But, the political analysts say that Dahal is in New York visit after signing anti-people and anti-nation agreements to make imperials happy. Some others say that ‘he is not making any publicity of Lumbini and Lord Gautam Buddha; rather he is making his own publicity to be Prime Minister’. Both the analyses are not far from the facts. The objection of Buddhists, on the one hand, not to make cover of Buddhism for his own interest and collecting New York opinion, on the other, for appointing him in the Premiership of the nation are interconnected, say diplomats.
Occupy London Statement on Today’s November 5th March
This afternoon, OccupyLSX convened a rally outside St Paul’s Cathedral. Those speaking included Caroline Lucas MP, Bruce Kent and Josie Long. Once the speakers had concluded, a call was made for those attending to march to Trafalgar Square, the end point of the 2011 Jarrow March, to show solidarity with those there. In the event, this turned out not to be possible.
Our march was escorted by police, who led those assembled not in the direction of Trafalgar Square, but towards Whitehall. Given that police were onsite at St Paul’s on Saturday morning to warn us that any attempt to march in the direction of Whitehall (which was not our intention in any case) would be blocked, this is rather puzzling.
We understand that police are containing protesters under the terms of the Serious Organised Crime and Police Act 2005 (SOCPA). Section 132 of the Act states that any demonstrations in the vicinity of Parliament require authorisation, which must be applied for a minimum of seven days before the planned action.
OccupyLSX have learned tonight that authorisation for a demonstration in Parliament Square was applied for and granted well before that 7-day time limit. We understand that veteran activist Chris Coverdale is in possession of two separate authorisations for protest, in the names of Democracy Village and Make Wars History. These two documents – and only one would be required – explicitly state that permission for a demonstration of “no more than 15,000 people” has been granted by police, under the terms of the Act. What is happening in Parliament Square is not, therefore, an “unlawful protest” under the terms of SOCPA.
This afternoon, Chris Coverdale attempted to join the demonstration at Whitehall, with his authorisations (which he has in writing) in hand. He was prevented from joining the others assembled, even though police had the opportunity to see both of his authorisation documents at first hand. Occupy London understand that Mr Coverdale will be applying for a judicial review of police action on Monday.
In the meantime, we advise anyone arrested today to ensure that police are made aware that they are taking part in an authorised demonstration under SOCPA rules.
Should you witness an arrest or want support, the GBC Legal hotline is 07946 541 511. In the event of arrest, we recommend you do not rely on the duty solicitor but call one of the following:
Bindmans: 020 7833 4433
HJA: 07659 111 192
ITN: 020 8522 7707
Update – 8pm
The kettle has now been dispersed. We understand that there have been 9 arrests, at least one on SOCPA grounds.
The Question is of Correct and Incorrect line – Mohan Baidya “Kiran”
This interview with Red Star was before cancellation of latest central committee meeting of UCPN (Maoist) has Prachanda had to go to attend Buddha birthplace Lumbini promotion meeting in USA !
What priorities for a Party Chairman with the UCPN (Maoist) in serious crisis !
It shows Prachanda's total disrespect for the party and it's decisions something which Prachanda has been exhibiting since the fall of the first UCPN (Maoist) Government of which he was Prime Minister
Democracy and Class Struggle
Interview in Red Star
Why are you opposing all the activities of your party chairman Com. Prachanda along with 7-point agreement?
First of all, Seven-point agreement is the decision made to dissolve People’s Liberation Army (PLA). I want to clarify that the PLA has its significant role in establishing the republic. The role and contribution of PLA contributed in the process of changing the entire Nepalese society has been under estimated and devaluated. Therefore, we are here to oppose the agreement and to make chairman correct his weaknesses.
Second, we are putting our clear opinion in the meetings of our party committee to take decision for respectable integration of the army. But, the agreement has been made against it. Our party leadership has signed this agreement. We have clearly put it in the central committee meeting that the agreement is wrong and we would like to put our protest even in the meeting of high political mechanism. We have humbly requested the leader to take decision in this issue in coming central committee meeting; but he rejected and went against the party decision.
We put our opinion in the high level meeting of the political parties and we are protesting.
How will you go ahead, then? Have you developed any plan and programme?
We are not going to replace any body from the party. What we are going to do is that our party chairman Prachanda has committed serious weaknesses. The demand of our own is that we want him to correct his mistakes. We are going to request him to correct the mistakes and dismiss such weaknesses at once.
We are not against the concept of agreement but we are against wrong agreements. If leadership does not agree, we carry it down among the people. We will be forced to develop plans and programmes if the leadership does not think to make correction.
If so, are you opposing only to oppose? International institutions are highly regarding the agreement ?
Admiration to the agreement is only by the ruling class. Only imperialists, expansionists and their puppets are admiring it. Nepalese people and the people of the world are not admiring it. Workers, peasants, women, janajaties, dalits, Madheshi, Muslim and the marginalized are not admiring it. They are in favour of respectable army integration and a new constitution addressing their aspiration. What the stand of the people is that constitution should be made at first and the process of the integration of army should be taken into action after it. Therefore, people are with us not with Chairman of our party.
We are opposing the agreements because they all are interconnected and are against people and the nation. Latest agreements 4-point Agreement, BIPPA (Bilateral Investment Promotion and Protection Agreement) and the 7-point Agreement are against the independence and integration of Nepal.
Therefore, we condemn these all.
PLA commanders and the soldiers are welcoming the decision mentioned in the 7-point agreement, why?
It is wrong to say that all the commanders and the soldiers are welcoming it. Rather, it is true that there is mixed reactions from the cantonment sites. We are also collecting the information and talking with the commanders and the soldiers in the cantonments. Commanders and the soldiers are not satisfied and they are opposing.
Is the protest technical or it is linked with the line of party?
It is related with the question of party line. However, many people think that we are going against the line and majority of the party. Actually, confusion and rumour have been created. But the truth is that we are standing in favour of the party, party line and change. The party leader, which is called institutional actor, which is breaching the line of the party, decisions of the party and deviating from changes that is expected by the people. This is a serious misfortune! We are protecting the general line of the party. We are talking what our party has taken authentic decisions in each meeting. We are fighting against fraud.
What will happen in the central committee meeting that is going to be held tomorrow?
Tomorrow is future. Many things can be changed tomorrow. In the history, the revolutionary leadership has been changed into liquidation, opportunism and they have shifted into the pole that is the pole of the enemies of the people. We can find such examples in the history. The leaders fighting for democracy have declared themselves a king after winning power.
We can take the example of our own country Nepal. UML was revolutionary in the past. It had raised the flag of revolution in any time. Today, it’s not necessary to take examples from outside. Our leadership, that led the revolution, is not deviating from the revolutionary task; serious questions are being raised here. The question is not of majority and minority but the question is of correct and incorrect. If leadership takes incorrect line and path, we are in favour of Nepalese people and majority of the party is with us.

World People's Resistance Movement condemns seven point deal between three major parties and Madhesi front
Speaking to Red Star Nepal friday, One of its member has denounced it as capitulation of PLA and deception to the people.
She said that capitulation has begun when 12 points agreement drafted in New Delhi in 2006.
“PLA has been nearly 6 years in prison known as cantonment, it is shame for the people and the revolution.” She added, ” I believe, revolution is triumph or death, no middle ways, no surrender and no selling principles. I have always support Kiran.”
“Maoist supremo Prachanda and Prime Minister Dr. Baburam Bhattarai has verged towards to the revisionist camp.” She added, ” Solidarity to the People and Nepalese Nationalism is must in this critical situation.”
‘7-point pact against PLA’
SURKHET, NOV 03
At a time when people from various quarters have lauded the seven-point agreement reached on November 1, a faction of PLA combatants cantoned at Dasharathpur-based sixth division camp in Surkhet district has expressed strong reservations over the same.
At a press meet in Birendranagar on Thursday, the PLA men close to party’s hard-line faction led by Vice-chairman Mohan Baidya said the agreement would be counterproductive for the leaders if they failed to correct it at the earliest.
Assistant commander at the division Durga Prasad Chaudhary claimed that Tuesday’s agreement signed between the political parties was not in favour of PLA integration, instead it was against integration.
“The seven-point agreement is the greatest punishment and humiliation to former combatants as it dissolves the PLA. It is not integration. It is just a recruitment process in which PLA is given 6,500 quotas,” Chaudhary told the reporters in the meet.
He said the party leadership should realise the impact of the agreement, which was signed sidelining a large section of the cantoned PLA men. “The voice against the agreement is itself a voice of revolt. The leadership has no alternative but to correct the deal,” he added.
Stating that the media covered just one-sided news of the division, Chaudhary said the press meet was organised to dispel such doubts and misrepresentation of PLA men’s views. He claimed that the leaders merely inked the agreement that was drafted by “unseen force”.
