Solidarity to the political prisoners in struggle at Maghaberry prison

We express our solidarity to the political prisoners in struggle at Maghaberry prison, in Lisburn, Northern Ireland. The prisoners are in struggle for three weeks now, since their detention conditions have been severely aggravated.

Prisoners are locked in their cells 23 hours a day, they are stripped searched every time they leave their cells, access to the phone is being restricted, they have to eat their meals in their cells. After one of the prisoners had been moved to the Punishment Block, and due to the brutality of the warders, the other prisoners wrecked their cells as a protest. As a result, they no longer have access to running water and sanitation facilities. One day, after they had left their cells for the single permitted hour, a liquid was thrown over their beds, so they had to sleep on the floor. The prisoner in punishment has been refused access to all visits, to the phone, and to the showers. These are just some examples of the daily brutality that is practiced at Maghaberry.

The prisoners ask the end to degrading stripped searching and ask for the right to free association.

Many people remember only too well the treatment meted out to POWs in the 1970s and early ’80s and they are not prepared to allow this situation take the same sad route.

Support Revolutionary Transformation in Nepal: Oppose Imperialist Intervention!

May 1st in Nepal: rumblings of People’s Movement-3.

On International Workers’ Day, the Unified Communist Party of Nepal (Maoist) [UCPN (M)] mobilised between 500,000 to a million supporters to demonstrate on the streets of Kathmandu and then enforce a general strike around the country. The peaceful strike was called off after 6 days because of irresponsible acts of the Nepalese puppet government, colluding to instigate violence on the peoples’ peaceful struggle, and the difficulties this was causing for working people. But the passion and enthusiasm of these hundreds of thousands of people for a New Nepal heralds the beginnings of the Third People’s Movement. Women, different ethnicities, dalits and the oppressed classes took to the streets in support of a federal, democratic, People’s Republic in Nepal.

The people were not only out in support of a New Nepal, but out of anger against the current government, the corrupt and undemocratic representatives of the feudal and comprador capitalist classes. They were on the streets out of anger against the continued influence of the old feudal army and royal family. They were on the streets out of anger against the continued meddling in Nepal by the Indian expansionists and their imperialist backers, the USA and Britain in particular.

The demonstration was organised and protected by the Young Communist League (YCL), the Maoist youth organisation which is proving itself to be the great hope for the future New Nepal. But with the constitution deadline of 28th May fast approaching, both the opportunities and the dangers for the revolutionary movement are reaching ever higher levels.

Capitalist Economic Crisis and the Threat of War

The situation in Nepal is becoming more polarised between the revolutionaries and reactionaries. And internationally, the imperialist system of monopoly-capitalism is experiencing a time of acute crisis. Economic recession has wreaked havoc across the face of the planet. The resistance of the people of Greece against EU/IMF neoliberal intervention which seeks to destroy that country’s public sector is just the tip of the iceberg. And the imperialists’ fear of a double-dip recession or of even more severe depression has not been allayed. In the US, Barack Obama was elected to provide a ‘human’ face to imperialism after the naked greed and aggression of the Bush administration. But the struggle to maintain unchallenged power in the world continues to drive US policy at home and abroad.

In Britain, the expenses scandal and the recent election has laid bare the corrupt and undemocratic nature of the British ruling class. Unemployment has reached 2.5 million and the fragile Conservative-Lib Dem coalition is readying itself for huge cuts in public spending, cuts which will inevitably fall squarely on the shoulders of working people, while the banking elite gets away scot free.

And with all of this, the occupations of Iraq and Afghanistan continue, and the environmental devastation of the planet is allowed to push forward at ever more voracious levels.

The imperialist system is one of monopoly capitalism and economic recession is an inbuilt feature, which no bank manager or politician can prevent. And historically one of the major ways for the imperialist countries to emerge from economic crisis has been war. Obama was elected as a politician in opposition to the War on Iraq, yet US troops remain in Iraq, where the huge embassy provides a permanent base for US imperialism and Iraqi casualties continue to mount. Obama has also enthusiastically pursued a heightened attack on the people of Afghanistan, a war with no end in sight. In Britain, there is virtually no debate on the nature of the War on Afghanistan, which is pursued by all the major parties. And the threat of war against Iran in particular, but also countries such as Yemen and Somalia, is still high.

Principal contradiction: the threat of Indian ExpansionismIn these circumstances the prospect of a Maoist-led New Democratic state in Nepal is unacceptable to the imperialist powers and to India, the local aggressor. No effort is wasted in trying to show the futility of seeking a different system and that all efforts to this end are doomed to fail. But a People’s Republic of Nepal would act as a beacon of hope for oppressed people throughout the world.

In India the state has launched a war against its own people, called Operation Green Hunt. Aimed at crushing the opposition of tribal people and their allies in the Communist Party of India (Maoist) to the exploitation of India’s natural resources by foreign multi-national corporations, Operation Green Hunt is a major new stage in the Indian state’s war against its people. Needless to say, a New Nepal would have particular ramifications for the massive number of oppressed people in India and the continuing people’s struggle there.

At this juncture of the Nepalese revolution there are of course numerous contradictions and questions which have arisen. While the international situation continues to be objectively favourable for the revolutionary forces, with the ruling classes of many countries embroiled in economic and political crisis, the absence of either a powerful global proletarian movement or any socialist states is a problem for the Nepalese revolution. Nepal is a small, poor, landlocked country situated between the huge powers of India and China. Nevertheless, as the internal situation is decisive, the UCPN(M) is continuing to mobilise the masses, unite all who can be united with and split the enemy in an effort to advance the massive revolutionary movement of the people to victory.

Having led a People’s War for ten years and united the bourgeois parties against the monarchy in the Second People’s Movement of 2006, the UCPN(M) has greatly increased its influence in Nepal’s urban centres, not least Kathmandu. Because of the peace accord, the People’s Liberation Army (PLA) is confined to cantonments around the country, but it nevertheless remains an independent armed force of the people. In the election of 2008 the Maoists won by far the largest number of seats in the Constituent Assembly, the body which is responsible for the drafting of a new constitution.

But as the erstwhile unity against the monarchy has fallen apart in front of our eyes, the situation is polarising between the revolutionaries, led by the UCPN(M), and the representatives of the status quo, the feudal and comprador capitalist classes and their parties, Nepali Congress and CPN-UML. These classes are united with the goals of Indian expansionism and US imperialism, aiming at all costs to prevent a New Democratic Nepal.

As the revolution continues to advance through many twists and turns, it is crucial for the people around the world to support the people of Nepal in deciding their own future. The meddling in Nepal’s affairs by other countries must be condemned.

It is therefore imperative to support the people of Nepal and unite all who can be united with in opposition to Indian expansionist and US and British imperialist intervention in Nepal!!

Comrades, Friends, Brothers and Sisters,

On this day, the Poor Righteous Party of the Black Nation warmly extend our strong and militant salute to you, our brothers and sisters of the UK, who have bravely gathered at the embassy of the evil empire to raise the demand for justice of our Brother Mumia Abu Jamal.

We join with you in this righteous protest and we wish it success.
Sisters and Brothers! We greet you from inside the belly of the beast! We bring to you revolutionary greetings straight from the city of brotherly love, the city of our brother Mumia. Philadelphia, among the largest urban areas in the US is a city known for its history. We want you to understand the rich context from which Mumia emerges.

Philadelphia, it may be recalled, was the first capital of the nascent slave-owning republic eventually called the United States of America as well as a central “base area” for the abolitionist movement and the Underground Railroad which, in the 19th century, boldly challenged the inhuman institution of chattel slavery. It was in the city of Philadelphia that African people in the Western Hemisphere formed their first autonomous schools, universities and houses of worship. In the 20th century it was Philadelphia that witnessed the first large scale Civil Rights protests outside of the South under the leadership of the great Cecil B. Moore. It was here in Philadelphia that the Revolutionary Action Movement (RAM), the ideological forerunner to the Black Panther Party, was formed and headquartered.

Philadelphia is the city of unusually brutal fascist police repression. It is a city that under its first elected Black mayor, perpetuated a genocide against innocent men, women and children with the 1985 bombing of the MOVE commune and subsequent destruction of the surrounding Black working class neighborhood. It is a city in which the vast majority of its Black, Brown, Red, Yellow and poor working class whites live beneath the poverty line. It was 14 year ago, in the city Philadelphia, not far from where Mumia grew up, that our brother and Chairman Comrade Tommy Joshua Al-Raifq and his comrades began to unite the working class youth of the Black and Latino ghettoes, reforming them and arming them with revolutionary thought and organization.



Such is the rich soil from which our brother Mumia springs.

Sisters and Brothers! Please know that your noble efforts on this day has been publicized among Philadelphia’s most oppressed and that your righteous protest is appreciated by the masses in the shelters, ghettoes, housing projects and barrios of Philadelphia.

Sisters and Brothers! By your action today you have at once brought our hearts and minds closer to each other despite the distance of land, water and imperialist recognized boarders.

Sisters and Brothers! You are proving today that an injustice anywhere is an injustice to all and that international solidarity of the oppressed is a material reality.

Sisters and Brothers! We want you to impress upon you how the railroading of our brother Mumia concentrates both the counterinsurgency war against our people’s revolutionary movement and the practice of State sponsored Genocide used against of the working class and oppressed nationalities within US borders.

Yes sisters and brothers, it is a policy of GENOCIDE that is being carried out in a most systematic way against the working class and oppressed nations of North Amerika, but it is certainly not unique to North Amerika alone.

We see the sheer horror brought by predatory US imperialism in Iraq, Afghanistan and throughout Africa, Asia, South and Central America. The war against the masses’ living standards all over the world, the rapid erosion of social services won by hard fought struggle, the imposition of permanent unemployment, the militarization of the state, the criminalization of resistance, the repression of the youth, the inflaming of fascist and racist sentiments among the masses, and the pitting of workers and nationalities against other--all of these too are forms of genocide sisters and brothers.

In addition to the imprisonment of millions of working class people, mostly Black and Brown, there are over 300 US political prisoners, most of whom, like our brother Mumia, were active militants of the New Afrikan (Black) , Puerto Rican, Chicano independence and revolutionary anti-imperialist movements.

So sisters and brothers, as you raise the name of our brother Mumia we ask that you to not forget Mumia’s comrades, the Move 9, Leonard Peltier, Sundiata Acoli , Dr. Mutulu Shakur, Jojo Bowens and Russell Maroon Shoatz, who are among some of the longest serving (time in) political prisoners in the U.S.

And as we collectively raise the demand for justice for our brother Mumia and all political prisoners, we must redouble our active support the various struggles that led to their imprisonment in the first place.

As our tireless sister and comrade Pam Africa, always points out, it will take a movement and the power of the people united to save the life of Mumia. We must keep up the fight unceasingly.

Sisters and Brothers! Today is a day of victory in this protracted march. By gathering here today, you have sent a tremendous message to the Amerikan government and the progressive masses of North America. By gathering here today you speak truth to power. By gathering here today to save the life of one, you help to save the lives of many. By gathering here today you challenge a dying Empire based on the degradation of man, woman and child. By gathering here today you strengthen the international united front against oppression, imperialism and war.'

Sisters and Brothers! You represent, in our opinion, the best of Europe; because you choose to oppose the murder and tyranny of the most bestial power known in history, while standing with the vast majority of oppressed people.

Within our brother Mumia is the triumph of the spirit of revolution over the counterrevolutionary machine which seek to crush life itself. The historical founder of our movement, Dr. Huey P. Newton once said “The ideas that can and will sustain our movement for total freedom and dignity of the people cannot be imprisoned, for they are to found in the people, all the people, wherever they are. As long as the people live by the ideas of freedom and dignity, there will be no prison that can hold our movement down. . . .The walls, the bars, the guns, and the guard can never encircle or hold down the idea of the people. And the people must always carry forward the idea, which is there dignity and there beauty.”

In conclusion, we ask that everyone under the sound these words now turn and embrace the your brother and sister standing next to you and around you in Peace and fraternity, for it is our bonds, our trust, our love for each other, and our unbreakable solidarity, exemplified by our Brother Mumia, that will ultimately prove decisive in the very difficult battles ahead.

On Multi-party Competition by Dhruv Jain



Dear Comrades,

One of the most controversial aspects of the current Nepali party line has been their advocacy of "multi-party competition", which often as been conflated with "multi-party democracy". Today I had the privelege of spending a little time with Comrade Basanta of the International Division, and he clarified some points of the proposal.

Marxism-Leninism, and subsequently Maoism, has demonstrated that when properly applied is an appropriate theory for the capture of State power, however, time and again revolutionary forces have been unable to sustain the revolution and have been unable to defeat the counter-revolution. Tthere are clear and apparent limitations to the currently existing MLM theory on the question of how to sustain the revolution, furthermore, arguments that there needs to be a undoing of the division of manual and mental labor are correct but this takes time and the problem remains in the short-run. Thus, the Nepali Maoists advocate a form of 'multi-party competition' under the dictatorship/democracy of the proletariat as a possible of way of dealing with the problem. However, it must be noted that within the Party there still remains a lot of debate about the proposal and its application, and it definitely is not being advocated as 1) the only answer to the problem of how to sustain communism and 2) as a universally-applicable theory.


Comrade Basanta put this question into a historical context by explaining that Comrade Lenin himself acknowledged that the capture of state power was easy, as compared to the building and sustainability of socialism. Comrade Stalin weakened the focus on continuing the revolution after state-capture as he believed that the class struggle within the USSR had ceased, and that the only enemies were external ones. This of course proved erroneous as revisionism is not an external threat, but develops internally (jn the case of Russia it was Stalin's own right-hand man Khruschev). Comrade Mao Zedong recognized and theorized the problem and launched the GPCR, but was unable to adequately to articulate how to methodologically deal with the problem, and this is the theoretical/practical juncture at which the communist movement is left at.


Comrade Basanta argued that after the capture of State power there will remain national and international contradictions, and that one political revolution cannot wipe away all of the remnants of class-based or feudal society, and their cultural/social articulations. Furthermore, international contradictions caused due to imperialism will also continue. And, thus the Maoists propose that a United Front under the leadership of the Communist Party be formed between those forces that have an anti-feudal and anti-imperialist character, effectively an alliance of workers, peasants and the nationalist bourgeoisie. Within the parties of this alliance there can be competition, whilst having a dictatorship over the ruling class parties, and this would be ensured through the constitutional framework. Comrade Basanta noted that even in China there was an alliance of parties with the CPC, however, they were forced to play a subsidiary role and there was no competition between them. The Nepali Maoists believe that the class unity and centralism against reactionary elements will only be strengthened through multi-party competition. Furthermore, they believe that this will ensure that the masses remain galvinized in the post-state capture situation.


Marxist revolutionaries around the world must take up the question of how to sustain the revolution after state-capture seriously and debate how to do so? The Nepali Maoists have provided one possible solution and that too must be vigorously debated and considered. Let a hundred flowers bloom, let a hundred schools of thought contend!

GN Saibaba of RDF India interviewed by Geraldina Colotti of Il Manifesto



We release the interview to GN Saibaba, vice-president of the Revolutionary Democratic Front of India, by Geraldina Colotti for the Italian daily Il Manifesto. The interview has been realized thanks to the promotion of the International Department of the CARC Party, that translated it.

1) May you give me some biographical and professional information about you? Which is your current political role? Do you live and work in Andhra Pradesh State?

Ans: I started my social activism during my student days, starting from 1989. I was associated with a revolutionary student movement called Radical Students’ Union (RSU) which originated in 1980 in the state of Andhra Pradesh. This student body mobilized hundreds of thousands of students on all social and political issues along with that pertaining to students and educational institutions. It gave the historic call of ‘Go to Villages’ to the students. This call actually revolutionised the urban spaces in Andhra Pradesh. This organization was banned by the government in 1991. A number of revolutionary student leaders were killed in cold blood by the police/armed forces of the state. Later on I started working in an anti-imperialist organisation formed at the all India level called All India Peoples’ Resistance Forum (AIPRF). This anti-imperialist organization worked to mobilize hundreds and thousands of people all over the country in major rallies and demonstrations against Dunkel draft, WTO, suicide deaths of farmers, against imperialist wars and all other major pro-imperialist policies of Indian rulers. The AIPRF in 2005 merged with other similar organisations to form Revolutionary Democratic Front (RDF). It is a federation of revolutionary people’s organizations like workers, peasants, youth, students, women and revolutionary cultural organizations across India in 13 states. In most states, its members and main functionaries are arrested and incarcerated. Hundreds of its functionaries either suffer in prisons or work in different forms. But it still works among the people vigorously. Its members are being branded as having links with CPI (Maoist) just because it also believes in revolutionary transformation of Indian Society. But then an overwhelming majority of the Subcontinent does so.

Presently our organization is involved in mobilizing democratic voices against a major military offensive that the Government of India (GOI) has initiated on the indigenous people of the country, called the Operation Green Hunt (OGH).

I am an assistant professor of literature at the University of Delhi. I originally come from Andhra Pradesh but for the last one decade am settled in New Delhi.

2) What are the activities of the Revolutionary Democratic Front of India?

Ans. This front, as has been mentioned above, is a federation of revolutionary mass organizations working at grassroots level. While each of the constituent organizations works among the various sections of the people on their issues, to revolutionise them as per the understanding of New Democratic Revolution (NDR), the front focuses on larger political issues pertaining to all these sections at state and country-wide level. The RDF understands that NDR is the stage of democratizing the society by smashing the feudal and imperialist shackles. This also involves raising the consciousness of the people who are kept in backwardness by the semi-feudal, semi-colonial and reactionary social set-up that have emerged out of two hundred years of colonial rule and continuing imperialist plunder. The RDF believes that militant mobilization of basic classes of the people is the only way to democratize the South Asian Subcontinent. RDF also involves in building and participating in the larger United Fronts of different democratic and anti-imperialist forces in the country.

3) What do you think about the Naxalite guerrillas? May you tell me on which bases and context the naxalite movement has been able to develop for such a long time?

Ans. The Naxalite movement emerged in the late 1960s as a response to the most oppressive Semi-Feudal, Semi-Colonial State that is put in place after the transfer of power from the British colonialists to the Indian feudal and comprador ruling classes. The Naxalite movement should also be seen as a process that permanently changed the political scenario of the peoples’ movements by defining and establishing the path of Indian revolution. The word Naxalite came after the name of the village where the first steps towards armed mobilization was initiated under the leadership of Charu Mazumdar. In May 1967 a village called Naxalbari in Jalpaiguri district of North Bengal rose in revolt. Simultaneously, under the leadership of Kanai Chatterjee, the poor peasants and tribal / indigenous people bordering the states of Bengal-Bihar started organizing themselves. This region also developed into a mighty revolutionary movement. This path-breaking event is also the beginning of the polarization of the revolutionary forces on one side and the revisionist forces on the other from among the communist parties and groups that existed by then throughout India. That’s why it was called the Spring Thunder. No sooner than the revolt of the tribal peasants in North Bengal shook the world did the sparks of Naxalbari spreading the prairie fire of revolution in as many as 600 regions in India. The nature of the communist movement in India has completely changed with the rise of the Naxalbari revolutionary peasant struggle. The Indian revolutionaries for the first time understood the nature of Indian revolution. Revolutionaries started organizing the more oppressed sections of the rural peasantry- the landless and poor peasants, which in Indian context meant the dalits and adivasis of the vast backward countryside. The RDF works among the wider sections of the masses spreading the revolutionary message.

Ever since the Naxalbari rebellion, the poorest of the poor have come to the centre-stage of the peoples’ movement in India. With the state responding to the movement in brutal ways the protracted peoples’ war has started taking deep roots among the oppressed masses that have raised the alarm of revolt amidst brutal repression. From this process emerged the Naxalite guerilla, the symbol of the Revolutionary Peoples’ Army.

The trajectory of the development of the revolutionary movement in India has many contours. While the late sixties was the period of emergence of the revolutionary movement, the decade of seventies saw several splits among the revolutionary forces. Then the decade of eighties saw the establishment of revolutionary movement in different areas in isolation from each other and formation of major revolutionary parties and their growth. The decade of nineties saw coming together of major revolutionary forces by developing common understanding through concrete practice punctuated with great sacrifices of the rank and file and working towards formation of an all India revolutionary party. From the year 2000 onwards we can see the fruits of this process which threw up a mighty revolutionary stream organizing the poorest of the poor and standing before the state as a formidable force. It is true this process was long and the path was torturous. The movement has been able to consolidate and grow over the last four decades as it uncompromisingly fought long drawn battles against revisionism and neo-revisionism.

4) According to the Minister of the Interior, the Maoist party controls more than 200 districts. Is it true? What does such control consist of? Are there liberated areas as happened in Nepal during armed resistance?

Ans. The Minister of Interiors, Mr. Chidambaram exaggerates the expanse of the movement with a view to demonise it. However the fact is that the revolutionary movement has certainly grown in the vast regions of central and eastern parts of India with a strong influence in several other regions including the urban spaces. The CPI (Maoist) party has never declared any liberated bases. But in areas like Dandakaranya, the revolutionary masses have started their own local governments destroying the reactionary regime. They have established their own instruments of self-rule with a self-reliant economy and a people-centric model of development. There are certain similarities that one can see between the Nepalese people in the course of their revolutionary development with what is taking shape in Dandakaranya, Orissa, Jharkhand and West Bengal in India. But each of the countries has their own specificities in moving forward towards achieving revolutionary social transformation.

5) Indian government set off Operation Green Hunt but it told that it does not want to use the same ferocity as it has been done in Sri Lanka against Tamil Tigers. How do things really stand?

It is true that the government gave to the chiefs of the villages hundreds of mobile phones for making them denounce the guerrilla fighters? Did it work?

Ans. In fact the OGH is inspired by the success of the genocidal war on the Tamil national minorities of Sri Lanka. The same model is now being sought to be implemented by the Indian government, whereby it has deployed over 250,000 armed troops backed by aircrafts to fight against the people of the country. Actually soon after the Manmohan Singh government was elected back to power in May 2009, Mr Chidambaram spoke of a military campaign ala Sri Lankan war to be fought on the most backward regions of the Indian subcontinent. The war of genocide on the Tamils of Sri Lanka was fought by Rajapaksa regime with the help of Chinese ruling classes. Now the war of genocide is perpetrated on the poorest of the poor in India with the help of US imperialists who have been providing logistics support and even are part of the plans drawn for this war. The intentions are clear. This genocidal war is fought to break the resistance of the indigenous people who are not allowing the plunder of their natural habitat for the super profits of the imperialist corporations.

In fact the Sri Lankan war theatre became a bone of contention among the imperialists and their lackeys in South Asia. US wanted its foothold in the island to have geo-strategic upper hand in the Indian Ocean. The China-Russia axis with Pakistan as its accomplice wanted to be in the military campaign so much so that in the Post-war reconstruction China has got the rights to rebuild the strategic port at Trincomalee. It was natural for the Gendarme visions of the Indian State to be part of this genocide. The Indian government’s active role, though playing second fiddle to the US in suppressing the Tamil national movement in Sri Lanka is not fully known to the world outside. The Indian national security advisor and several top officials flew to Sri Lanka in coordinating Rajapakse’s war on Tamils and also supported the war in material means. Moreover it also had the most important role of diverting the huge population of Tamils in India from channelizing their energy into single stream of militant upsurge that could have turned decisively the situation in the subcontinent. It thereby learnt a great deal from the Sri Lankan genocide.

The Indian government initiated a fascist vigilante gang called Salwa Judum prior to the initiation of OGH. Lumpen elements along with state forces armed to teeth unleashed mass murders on the revolutionary masses of Dandakaranya since 2005. This was planned in accordance with the American policy of Low Intensity Warfare and Strategic Hamlet which was experimented in Vietnam and other places in 1970s. 644 villages were burnt down, vacated with a view to hand over the mineral rich areas to a number of multinational companies for mining as per the Memoranda of Understanding (MoUs) signed. While thousands of people were killed and tortured, women were raped, about 70,000 of them were forcefully shifted to government-run camps with the money provided by private corporations. These startling facts of the involvement of comprador business houses in India funding this murderous campaign to facilitate unbridled access to land, forest wealth, pearls, diamonds and minerals were acknowledged in an earlier government report which the latter found it embarrassing that they buried it! Another 300,000 people were forced to migrate out of this region but people fought heroically the Salwa Judum and in the next three years defeated this Low Intensity War and many returned back to the villages. The Salwa Judum was a complete failure. Now the government has come up with a direct war in the place of LIW. This is when you can see the mobiles and arms are given to the lumpen and gangster groups trained and reared by the Indian Army and paramilitary forces aided by big capitalists.

The Indian ruling classes have been waging war on the people of Kashmir and North Eastern national liberation movements for the last sixty ears. Now this war has extended to the central and eastern parts of India. The US imperialists and their Indian compradors have a big plan to enter into Nepal to suppress the revolutionary movement there. US imperialists are fighting major wars on the peoples in South Asia, Southeast Asia and the Middle East. True to their nature, the rulers of the subcontinent are acting as agents of the US. The US has occupied Afghanistan in 2002 soon after 9/11 and continuing the war on people and now extended it to Pakistan. Everyday bombing several regions of Pakistan in its so-called War Against Terror.
In a way we can see South Asia becoming a major theatre of imperialist wars alongside the Middle East. OGH should be understood as a part of this larger war of imperialist forces mired in a deepening economic crisis of its own creation craving for a much more violent loot of resources as the only way to facilitate the insatiable greed of moribund capital—that of ‘maximum surplus’. However, South Asia has also been a storm centre of revolutionary and national liberation movements. This is very important and central for understanding what will be the future trajectory of configuration of people’s resistance.

6) In Nepal, the Maoist communist party of Prachanda supported the demands for independence of the native peoples. Which part has the demand for independence or identity in naxalite Communists’ program?

I can’t represent Indian Maoists and speak for them. I can only tell you from what is there in their documents and what they speak in the public domain. In the past few years their visibility in the public domain is particularly significant and heard by a large cross section of the people.
The Indian Maoists since 1970s have been supporting a number of National Liberation Movements. They support the Kashmiris, Nagas, people of Manipur, Assamese, Mizos, people of Meghalaya, and a number of other the National Liberation Movements for self-determination and independence from the yoke of Indian occupation and exploitation. They reiterate that their support is unconditional and absolute. They have been building their relationship with each one of them which have made the Indian rulers panic.

The Maoists in India state that a number of indigenous communities may develop national consciousness particularly in the context of neoliberal exploitation which has pushed them into near extinction. In such conditions indigenous people like Jharkhandis, Gonds, the people of Kamtapur, Gorkhaland and various other tribes have raised their banner of revolt against the Indian rulers for autonomy/separate statehood/secession. The CPI (Maoist) supports all these movements and continuously works to build relationship with all of them.

The indigenous people of India are called the Adivasis. They are the most oppressed sections in the subcontinent. Many of the areas in which the Maoist movement has grown from strength to strength are areas habited by the adivasis. It is by being part of the most exploited, oppressed and mistreated sections of the people that the Maoists have intensified the class war in the subcontinent.

The CPI (Maoist) also support the dalit struggles for self-respect and dignity. At the bottom rung of the Indian caste system are the dalits who belong to various untouchable castes. They don’t have any rights and have little resources at their disposal. They constitute 15 percent of the Indian population. They have not been allowed to read and write for thousands of years. It is only during the British colonial rule that some of them were allowed to get educated. But the colonial policy of the British made them find their lackeys among the Brahminical upper caste rulers and became instrumental in the consolidation of caste system as part of the complex process of production and reproduction of the colonial state. As a result, even today the dalits remained overwhelmingly illiterate doing only menial jobs. The CPI (Maoist) primarily works among them.

7) How do you consider the position of India within imperialism?

India is an important ally of the imperialists particularly the US imperialists from the beginning. The Indian ruling classes allied with former Soviet Social Imperialism also but then this aspect is secondary—a feature that was contingent upon the domestic necessities of rehabilitating the revisionist left of the times the legacy of which is the one that we can see in the states of West Bengal, Tripura etc. At the moment due to the policies of liberalisation, privatisation and globalisation they are the principal ally of US imperialists. In the contending geo-political power-game in south Asia, the European Union, Russia, and China are not at the centre. But they are also stronger contenders. The US is at the Centre because it has emerged as the main exploiter successfully spreading the war, the principle tool of imperialism, from Afghanistan to Pakistan and beyond. The US has foisted a puppet regime in Afghanistan to fight people there; it makes Pakistan fight a war on their own people and Indian rulers to wage a war against the poorest of the poor of the country. At the same time the US is also alarmed by the increasing economic might of China and a rejuvenated Russia both with increased military teeth as well. These forces have also become major contenders in the subcontinent though the US is still desperately trying to hold on to its position as the undisputed economic super power through naked military aggression.

India is and wants to be a big bully within South Asia. It intervenes and seeks to suppress all nationalities and nations in South Asia. This is what is called Indian Expansionism in South Asia. Some forces take it as Indian Imperialism. In fact, Indian Expansionism basically is controlled and tempered by US imperialism in this continental region.

8) Is Communism rising again only among poor and outcaste masses? What does it means Marxism-Leninism-Maoism in India today?

Communism as a future vision for humanity saw a setback in reception among the world’s people after the reversal of Soviet and Chinese Socialist experiments. But never in history had this vision become invisible as there is no alternative to human progress. I understand this as part of the class struggles at international scale as there has been no part of the globe that remained in isolation after capitalist production system as a chain—imperialism—overlapped all human societies on the globe. Five hundred years of history of capitalism is only a tiny part of development of human societies. Each of the earlier human development epochs sustained much longer periods with gradually reduced length of life like Primitive society, the slave mode, and feudalism one after the other with of course having specificities of its own in each continental region of the world.

Capitalism has the shortest life of all these epochs as the next epoch whatever the name you can give it (communism) emerged at least as a concept 180 years ago in concrete form with the rise of Marxism as the true scientific materialist outlook that could comprehend the future of human societies. Since then, the class struggles world over, if one ventures to see, manifested in the ultimate analysis between capitalism and socialism the gateway to communism.

I don’t think communism is particularly rising among the poor and outcastes alone in these turbulent times of aggressive imperialism that is also called known as neo-liberalism or globalization by some. There is certainly a greater awareness among the poorest sections now in India than ever before, if one can dare to read the writing on the wall. But communism has not ceased to attract the minds of a wide variety of sections that fall under exploitation of the rulers or that could not escape the structural violence of the crisis of moribund capital. Communism continues to attract the imagination of some individuals from among the exploiting classes even though initially as an ideal in India and world over.

In contemporary India, people from among the middle classes constitute a good chunk who understands communism as the achievable objective and bourgeois liberal humanism as palpable instrument for justifying unbridled exploitation of a handful of oppressive rulers in any country. All this is not wistful optimism but a concrete reality if one has a keen eye. One would agree with me in a much easier way if I say the same thing in the case of Nepal.

The working class of India is in much disarray as each of the revisionist parties tailing behind the reactionary ruling classes kept them in their grip and became responsible for pushing them to the right wing forces. I don’t mean to say the entire working class in India is entrapped in the same situation. The working class of India is internecine with peasant-like life on one hand and the labour aristocratic doldrums on the other.

9) Is it true that more of 30% of Maoist party members are women? Have they roles in most important leading organs? How do Maoists deal with the issue of gender?
Understandably CPI (Maoist) has the highest percentage of women in their rank and file compared to any other political party in the country including the bourgeois ruling parties. As per reports announced by the CPI (Maoist) women constitute 30 percent of their members. But one doesn’t know not because there is any suspicion about their statement as theirs is entirely an underground party. According to openly available facts in some areas women constitute 40-50 percent of their cadres and leaders.

There are a good number of women’s organisations that are said to be the frontal organisations of CPI (Maoist). The Indian state is eager to brand every people’s organisation as being the frontal organisation of the Maoists. Two largest women’s organisations with 50,000 and more and 100,000 or more active membership respectively are Nari Mukti Sangh (Organisation for the Liberation of Women) and Krantikari Adivasi Mahila Sangh (Revolutionary Tribal Women’s Organisation).

10) Which analysis do you have about Indian politics after latest elections?

The elections for the Indian Parliament (Lower house, Lok Sabha) were held almost a year ago (April- May 2009). The ruling coalition United Progressive Alliance, UPA led by Indian National Congress with significant changes of forces within it came back to power. But there is no mandate for any single party or coalition that truly emerged out of these elections to rule the country.

With the permutations and combinations of the game of numbers, the Congress managed to cull out a simple majority while the parliamentary left being left out and more right wing forces being taken in the UPA formed the Government at the Centre.
Election in India is a big farce with a huge spending of money more than that spend for that spectacle in the US! The evident right wing party BJP and its alliance NDA remained out of power for the second consecutive term, which created a big rupture within it. But the anti-people and pro-imperialist policies of both the coalitions have more telling similarities than any marked differences. Perhaps there is only the game of semantics as regards the differences that are there. It won’t be an exaggeration to say that most of the members of both the coalitions have sold their differences by the river! If NDA had come to power it would have made hardly any difference. The genocide of the poorest of the poor would have been the same.
The only difference is that one coalition overtly and aggressively professes fascist ideology the other covertly does the same. But then, on the ground the same genocide continues with more and more adivasis being hunted and killed, Muslims being branded as terrorists and witch hunted, farmers being pushed to commit suicide and youth being robbed of jobs, left without education and livelihood and land and resources being mortgaged out for a song.

11) Indian government let loose on the plunder of the resources, giving rise to the resistance of native populations as the Adivasis. Which is the position of Naxalites? Which alliances they did with the forces that do not support the guerrillas?

The native people or the adivasis have become the target as their habitats—their lands and forests—have immense mineral wealth. Though the plunder on their resources had started in a major way with the advent of the British colonial rule, and after the Indian rulers stepped in the corridors of power on behalf of the imperialists the fresh plans of near total plunder today cannot happen without throwing out millions of adivasis from their natural habitats. This has become clear a year ago when the Home Minister P Chidambaram stated the most Don Quixotic like proposal that in the next 20 years he wants to see the 80 percent of the country’s population shift to urban areas! Now less than 30 percent of population live in urban and semi urban spaces in India and this process took more than hundred years. Certainly masked in this longing dream of the people populating urban spaces is a cold and calculated murderous plan to open up their habitats forcefully for the worst ever violent xploitation of the mineral and forest wealth.

The adivasi people have been now resisting under the leadership of Naxalites or Maoists. They resisted the British encroachment for 200 years and never allowed the colonialists to enter their areas. The adivasis have a great tradition of armed resistance at least for the last 2000 years. Now the resistance has turned into a formidable one with the Government heavily deploying Security Forces declaring a war on people of Central and Eastern parts of India. Maoists and other Naxalite parties have firmly decided to stand by the indigenous people and other marginalised sections in these regions and all other places that constitute 85 percent of the Indian population.

CPI (Maoist) has wrote a letter to all revolutionary parties and democratic individuals on 10 September 2009 appealing to collectively resist the military offensive on them let alone the millions of tribal people. A number of joint fronts have come up all over India wherein from Gandhians to NGOs and Marxist- Leninist groups to individuals have been protesting this major military offensive. Some leaders from ruling parties including from the ruling coalition expressed their concern and protest against Operation Green Hunt. A number of civil and human rights organisations have come to demonstrate against this genocidal war on people. Democratic individuals, academicians, writers and artists have been voicing their protests throughout the country.

12) Which is your position as regard movements as the Talibans’ who fight Indian government founding themselves on Islamic radicalism? Do you think that alliances based on anti-imperialism could be established?


Taliban and other political Islamic mobilisations have basically emerged on the scene in various countries in the absence of a strong revolutionary communist movement at the international level and also in the milieu of intense and most brutal exploitation of labour and resources of various global regions and peoples by the imperialist forces. Though these feudal forces are oppressive in nature, at the moment they are resisting US imperialists. One can’t be blind to this reality. This doesn’t mean that they are real anti-imperialist forces and they also stand by the people of their countries. They are exploitative forces.

In times of deep crisis like the one we are living through one can’t dismiss the possibility of an alliance with forces of political Islam along with the broad front of forces to smash imperialism the number one enemy of the people of the world and the predator of the planet-earth. It is the people of these countries who will decide about the feudal forces including forces of political Islam as per how they should be fought against. But imperialists like the US should never be allowed to occupy or declare war on these countries in the name “punishing the terrorists” and “war on terror”. Also to simultaneously condemn these forces alongside the marauder imperialists doesn’t lead us anywhere.

13) Which main objectives could be established for a possible truce with the government and for a program of the Communists?

Revolutionary communists anywhere in the world in any period in history never refused to enter into a dialogue with the ruling classes of their time and space. They see negotiations and dialogue as part and parcel of the struggle to lead the society ahead. They see that class struggle continues in times of outright war and relative peace. But it is the ruling classes that refuse to come across the negotiating table as they don’t find answers for their brutal criminal activities and exploitation.

Sometimes truce becomes necessary for both sides in the class struggle. This has happened in the history whether a class struggle is led by communist revolutionaries or national liberation forces.

The revolutionaries in India today, in the face an all out war, declared that they are prepared for a dialogue responding to the statements issued by the Home Minister of India. But he initially put a condition that the CPI (Maoist) should give up arms. When this was questioned by the media and intelligentsia he changed his voice and started asking the Maoists to ‘abjure violence’. This is sheer hypocrisy and arrogance to deliberately stop any such possibility of a dialogue as the Home Minister himself knows that violence is perpetrated by the state and not by the revolutionaries. The Government of India imposes the condition of ‘abjuring violence’ on the CPI (Maoist) but it asks the CPI (Maoist) not to impose any conditions! In these circumstances what we can see is that the ruling establishment in India today is not prepared for a dialogue with the revolutionaries not because they are in a position of strength to address the gravest problems that the people are facing but because they don’t have any resolution of the crisis with them. They are afraid of the revolutionaries that what the latter offer as the alternative will attract the people and openly people at large will support the revolutionaries.
The revolutionaries prepared themselves for a dialogue in case the ruling regime enters into a concrete ceasefire agreement and releases the leaders incarcerated in prisons who would participate in the dialogue. The revolutionaries have declared openly that they are ready for truce for the Government’s war on millions of people, particularly the adivasis, has already turned out to be a major genocide. They declared that they want to avert this massive suffering and bloodshed in the most backward regions of the country.

14) The scholar Samir Amin tells that we need to start again from the failure of Bandung Conference? On which forces Communists could rely today?

Bandung Conference raised serious issues of national self-determination, self-reliance and peaceful co-existence of nations. But today we see a world which is caught in wars, genocides and suppression. The issues addressed by Bandung Conference are still valid but imperialism and Soviet Social imperialism along with their collaborators drastically undermined the very essential core of the issues of Bandung Conference. Today when the heightened onslaught of moribund capital in the form of Globalisation has opened up further theatres of war throughout the world there are the apologists of imperialism and their local lackeys who will insist that the days of the Sovereign State are over not to say that of the validity and the legitimacy of the National Self-Determination Struggles. Today there is this hype created about the so-called ‘Global Village’. But the fact of the matter is that the state in the industrialised west and in the oppressed countries have become increasingly stronger with it turning into a so-called ‘maximum security state’ or the ‘securitised state’ teethed with several draconian anti-people internal security laws so as to stifle any form of dissent. Where the State has vanished is only in the arena of the social sector which has been thrown open at the mercy of the blood thirsty hounds of market.

In the past twenty years the aggressive policies of Liberalisation, Privatisation and Globalisation imposed on the oppressed nations and working class of the world by the imperialists sharpened the national self-determination struggles. Exploitation of the oppressed countries sharply increased. Within the oppressed countries the national and ethnic minorities have become more oppressed with the unlimited loot from within and from the imperialists. With this unbridled and heightened exploitation many national liberation struggles acquired momentum. In South and South East Asia alone dozens and dozens of national liberation movements have intensified their struggles.

The occupation of Afghanistan and Iraq and later expansion of war to Pakistan shows the route the imperialists are taking. Now the war on people in Sri Lanka and in India are inspired and guided by the imperialists for the loot of natural resources.
The communist revolutionaries, national liberation forces and sections of political Islamic forces along with all anti-imperialist and democratic forces in each country and across the continental regions, if not internationally right now, immediately have to come together in alliances in order to face the present onslaught of the imperialist forces.

15) How do you consider the situation in Nepal, on internal level and in dynamics of the relations between China and India?

The internal situation in Nepal is grave. The revolutionary masses of Nepal are taking long strides while the ruling classes in collaboration with Indian expansionists and US imperialists have been trying to derail the revolutionary process under the leadership of UCPN (Maoist). The Indian rulers worked and toppled the Government lead by the Maoists and installed a puppet regime in Nepal with a view to halt the process of framing a new constitution through the elected Constituent Assembly. The ruling forces of Nepal so far successfully prevented any steps towards opening democratic debate among the masses in evolving a People’s Democratic Constitution. The old state is still intact though Monarchy was smashed. The US imperialists and the Indian expansionists are quite active in preventing the revolutionary social transformation of Nepal. The revolutionary forces of Nepal working along with their people are seriously involved in evolving new strategies and tactics to defeat the evil designs of the Indo-US war mongers, while the Chinese regime is closely observing the dramatic events unfolding every day. In these circumstances, any attack on Nepal by Indian and US establishments will trigger a major conflict in South Asia with China entering the scene in a decisive way. After what US is doing in Pakistan, China will not tolerate further if US intervenes through India in Nepal, which will upset the already vulnerable geopolitical balance in South Asia.

16) During the electoral campaign the Naxalites blocked many trains? Which was the reaction of the population? May you tell us some episode?

The spokesperson of CPI (Maoist) has clarified on this issue in a rejoinder to Sumanto Banejee’s comment in Economic and Political Weekly vol. XLIV, no. 38, Sept. 19, 2009, pp. 73-77. Let me quote him here about an episode of hijacking a train:
The first untruth – or distortion, if one would like to call it so – is the so-called hijacking of the train. Either to sensationalise in order to add some colour to drab news stories, or with the evil intention of projecting the Naxalites as the biggest threat to internal security and thereby to provoke the rulers to raise and deploy more central forces in Maoist areas, the media intentionally magnified and exaggerated the incident. A mass protest in which a few hundred people stopped the passenger train proceeding from Barkakhana to Mughalsarai at Hehegada station in Latehar district of Jharkhand for four hours is made into a sensational hijack! If one news channel flashes the news thus, no other such channel wants to be left behind and the story goes on and on, non-stop for 24, 48 or even more hours, depending on the interest it generates among the viewers….

Even if one gave a little thought to the meaning of the word “hijacking” one would not become such an easy prey to the media sharks. From where had the Maoists hijacked the train? Had they diverted it from its usual route by forcing the driver or guard? If not, how could one describe this as hijacking? ...

It must be emphasised that the so-called hijacking by protestors who stopped the train by squatting on the tracks for four hours is not related in any way to the call for boycott of elections issued by the Central Committee of CPI(Maoist). As made clear by the spokesperson of our party in Jharkhand soon after the incident, the protest was organised as part of the bandh demanding a judicial enquiry into the brutal, cold-blooded murders of five village youth by the Central Reserve Police Force (CRPF) personnel in Badhania village that falls under Barwadih PS in Latehar district. The five youth were picked up within an hour after the mine blast triggered by Maoist guerrillas killed two CRPF men on the morning of the 16th of April. The villagers were shot dead within two hours after the CRPF had lost its men in the ambush by Maoists. The fake encounter generated widespread protests throughout the state for almost a week in some places. The top police brass had to publicly concede that it was a fake encounter and by the end of the month three top police officials were removed from their posts as a direct fallout of this brutal incident. Thus, at least now it should be clear that the train was held up in Hehegada by unarmed protestors to object against the fake encounter, and not, let us repeat, for boycott of polls.

17) Which is the situation and how much strong are Communists in the miners?

Revolutionaries have their presence among the coalminers in Singareni Coalfields (South of India) and Eastern Coalfields. Once revolutionaries were the main and central force in Singareni Coalfields, but that movement was crushed to a great extent. Even then it still survives.

Apropos the other mining sectors are concerned, we don’t know exactly the situation. The reason is that most of the revolutionary movement in India is underground. Mining takes place mainly in the regions where the revolutionary movement is also strong. But it is very difficult to discern all the details and expanse of the activities as these areas are inaccessible to the urban activists and state doesn’t allow social activists from urban areas to move freely in the areas of intense revolutionary movement.

18) Which is the presence of the Naxalites in the factories and their program?


Various Naxalite parties work among the factories and they have their programmes among the workers. In 1980’s and 1990’s various Naxalite parties have strong presence among the Industries both in the Metropolitan cities and other industrial belts. Now their organisations among the industrial workers have come down drastically. Revolutionaries always tried to organise unorganised sector, while organised sector has been dominated by revisionist and reactionary trade unions.

CPI (Maoist) has a detailed perspective document which they follow closely to develop their work among the workers and others sections of urban middle classes. We could see their attempts to organise in industrial belts surreptitiously in a major way, despite the state’s attempt to smell their presence and crush the working class movement. However now we can see the beginning of a mass upsurge of industrial belts and townships with recession hitting hard every nook and corner of this vast country with 80 percent of the population living with less than half a dollar per day on an average in a year.

Labour aristocracy, lumpenisation and enslavement of labour force by the right-wing forces have been predominant in the past two decades. But the present trends of militant working class movements that are breaking out are highly hopeful.
Along with this should be seen the opening up of the huge retail sector in the Indian economy to the Multi-National Corporations. This will simply wipe not less than 40 million jobs in the length and breadth of the country. And the kind of turmoil that is awaiting the urban and rural India is for one to wait and see.

19) Who do you think could be considered supporters and allies of people mass resistance and struggle for an alternate kind of development in the advanced capitalist countries?

In advanced capitalist countries, alliances of working class and democratic and progressive middle class sections including intelligentsia on one hand and the migrant workers from the oppressed country on the other are important.

Anti-racists, anarchist and anti-war forces generally constitute the democratic sections of the societies in advanced capitalist countries.

What is necessary today in the imperialist countries is to build strong Marxist-Leninist parties. It is time for such parties to take up campaign straight away on socialism as the only alternative dispelling decades of propaganda against socialism and socialist projects undertaken by the working class since Paris Commune to the historic strides made in China. It is also important to unlearn the mistakes made while making these revolutionary strides and armed with that insight move forward.
It is important for the working classes of the advanced capitalist/ imperialist countries to develop deep relations with the revolutionary movements of the oppressed countries.

20) What do you think about the axis of progressive countries in Latin America that talk about of “21st Century Socialism” their own way?

South America has been witnessing huge changes in their struggles and new dimensions have been brought to light. The terms that are being used like “21st Century Socialism’ or ‘Bolivarian Socialism’ are some kind of terminological shifts that indicate petit-bourgeois tendencies of radical politics, though they also represent a desire to invent new language for the revolutionary movement. But some of the top level leaders and those forces which have come to take up power on behalf of the people reduce the radical movements into social reformism without taking the class struggle ahead and heighten the struggles against imperialism.

There is an urgent need for close relations to be made among the struggles of the three continents—Asia, Africa and South America—to understand each other and share their experiences in order to build a strong anti-imperialist movement world over as these three continents have been exploited by the imperialists from the classical colonial era to the present day imperialism including its latest phase of Liberalisation, Privatisation and Globalisation.

Justice Department pushed to probe case of death row inmate Mumia Abu Jamal

WASHINGTON (FinalCall.com) - For the second time in just five months, 150 supporters of Mumia Abu Jamal marched to the U.S. Justice Department to demand both a civil rights investigation and a meeting with the department's Civil Rights Division Director Thomas E. Perez.

The April 26 march and rally at New York Ave. Presbyterian Church—where President Abraham Lincoln often worshiped—was held just two days after Mr. Abu Jamal observed his 56th birthday, still confined on Pennsylvania's death row, where he has been held for more than 25 years.

In 1982 Mr. Abu Jamal was convicted of murdering Philadelphia police officer Daniel Faulkner, in a trial which Amnesty International, the NAACP, and dozens of human rights organizations and observers around the world have condemned as patently unjust.

“We know—we heard all the talk about what was going on—about the racist judge, the (incompetent defense) attorney who did not know what he was doing, we know about that,” said the Rev. Patsy Jenkins from the prison ministry at New York's historic Riverside Church April 26.

“We knew it was a conspiracy-they've been doing it for years and years. It's time for us to get up and mobilize. So many people do not know about Mumia Abu Jamal. This man, who has been a voice for the voiceless, an activist, a socially responsible person who's concerned about his people and righteousness, has been locked up in solitary confinement in a cement box for almost 30 years for something he did not do,” the Rev. Jenkins continued. “That's why we are here today.”

Organizers of the Campaign for a Civil Rights Investigation of the Case of Mumia Abu Jamal presented the attorney general's office with the second installment of petitions, now totaling 40,000 supporting their demands.

Mr. Abu Jamal's supporters insist there has been “a conspiracy to silence Abu Jamal's voice and ultimately to execute him, despite extensive evidence of his innocence and the fact that he never had a fair trial or appeals process,” the committee said in a statement.

Advocates cite an ongoing conspiracy in the case, which began long before the December 1981 incident with Officer Faulkner. It dates back to 1968 when, at age 14, Mr. Abu Jamal was a founder of the Philadelphia chapter of the Black Panther Party for Self Defense. More than 800 pages of files and surveillance records were accumulated prior to 1978, even though there was no evidence of Mr. Abu Jamal being involved in any criminal activities.

Led by the FBI, White law enforcement authorities all over the country—and in Philadelphia—implemented COINTELPRO (Counter Intelligence Program). They routinely set out to “expose, disrupt, misdirect, discredit, or otherwise neutralize the activities of Black nationalist hate-type organizations and groupings, their leadership, spokesmen, membership, and supporters, and to counter their propensity for violence and civil disorder,” FBI Director J. Edgar Hoover wrote in 1967. His purpose was to “prevent the rise of a Black Messiah.”

As a teenager in the 1960s and 1970s, Mr. Abu Jamal might have fit that description. “Mumia Abu Jamal—as Black Panther—showed the same level of writing skills and articulation skills that he shows now,” Dr. Todd S. Burroughs, assistant professor of media studies at Morgan State University told The Final Call. “And I say that as someone who's looked pretty carefully at his Black Panther writings and at some of the statements he made as a Black Panther.

“Mumia represented the Philadelphia chapter at the memorial service of Fred Hampton—as you know, last December that was the 40th anniversary of the assassination of Fred Hampton, the Chicago Black Panther, by the Chicago police.

“So, he showed the same skills at 14, 15, 16, that he now shows at 56,” Dr. Burroughs continued. “So, he was followed very closely by the FBI. The FBI actually made clippings of every article that mentioned him, and every article that he wrote under his byline for the Black Panther newspaper,” he said.

The campaign to have the Department of Justice conduct a full civil rights investigation continues to gather support around the world, including: Noam Chomsky, Cornel West, Ruby Dee, Angela Davis, Alice Walker, former U.S. Attorney General Ramsey Clark, and Henry “Skip” Gates.

Prominent international labor groups and leaders, representatives of major religious denominations, as well as respected non-government organizations like the Center for Constitutional Rights, have all lent their support to the call for a full civil rights investigation of Mr. Abu Jamal's case.

“This campaign is one of direct action. It is not a one-shot demonstration or about waiting for Eric Holder or Thomas Perez to grant us what is just,” Pam Africa, convener of the International Concerned Family and Friends of Mumia Abu Jamal said in a statement. “We will be out there relentlessly fighting for what the Department of Justice is mandated to do: guarantee the civil rights of every individual, not just wealthy and powerful senators such as Ted Stevens (R-Alaska),” she said.

Victorious but Incomplete Revolution

Nepalese Revolution is a victorious but incomplete revolution. The responsibility for completion of the revolution has fallen upon the shoulders of UCPN-Maoist. The gradual development of the favourable situation for the completion of the revolution has made the historic task more responsible. It has been main duty, the duty that is rarely found as an extraordinary task of proletarian class, to fulfill the revolution confidently without hesitation.

Revolution: Victorious but incomplete-

Every revolution has its meaning that it teaches an interesting and valuable lesson to all the people in a short period with unexpected Zigzag way it takes ahead and its radical consequences.

People’s War was an accidental zigzag to break the parliamentary tedious scandal. Initiation of the People’s War unmasked the parliamentary uncontrolled loots and dishonesty, which was forcefully imposed over the labourious people with the help of charismatic words like ‘democracy’, ‘development’, ‘competition’ and ‘wellbeing’ of the people, ‘Peace’ etc. PW had exposed all the misdeeds that created an environment to exploit the people under clamour spread by the preachers of parliamentarianism.

In course of its development, PW had targeted the state power in its centre. The main objective of PW was to make the people owner of the state power by crumbling the thousand year old centralized state power of feudalist and the comprador capitalists down. The people; woke up by the initiation of PW and inspired and encouraged by the continuation of the PW, actively participated in war and due to the historic incessant struggle, they became able to dissolved the local power of reaction. They defeated local tyrants, feudal lords, landlords and the usurers. In course of military resistance, People’s Liberation Army was formed and organized. People’s justice system was built and the People’s economic-cultural systems were begun simultaneously. The combination of education, health and development-construction began and thousands of revolutionary whole-timer cadres were developed. Along with the victorious process of PW, Nepalese people for the first time got glorious opportunity to be the owner of the People’s Power from local to base-area level. They got freedom from local tyrants, feudal-lords, landlords and the puppets and the usurers. Women, dalit, nationalities and the repressed castes and the regions got freedom from hundreds of years old exploitation and repression.

As the king took step of coup over the parliament in 2005, the parliamentary parties involved in the united front formed by UCPN- Maoist and only after the formation of the front the whole country advanced ahead towards the Constituent Assembly and Republic of Nepal according to the proposal proposed by the then CPN-Maoist in the period of People’s War. Under the leadership of PW and in the help of People’s Movement-II, the election of the CA was successfully completed and the then CPN-Maoist (UCPN-Maoist) became victorious as the largest party in the CA. Then, Republic of Nepal was declared. It was a political revolution, which had been possible due to the PW. On the basis of the total sum, we can say that PW is the victorious war.

In the election of CA, the anti-people class; which was already defeated in PW, was defeated again shamelessly in the election of CA, the peaceful ideological struggle. The feudal lords, puppets, comprador capitalists and their representative parliamentary forces; which considered people nothing, were destroyed and smashed into the dust through the mandate given by the people. Nepalese people justified that the people are the history makers in practice. It was historically justified that all the illusions and the arrogances of the reactionaries could be made dust. However; misfortune! The defeated class is still in central power and it is pretending as if it is the owner of the state power.

PW has been postponed while implementing the joint-tactics of republic (with parliamentary parties). At this time, some of the achievements have been shadowed or dissolved to create base for the agreement and co-work with parliamentary parties. People’s Power has been dissolved, People’s Liberation Army has been confined into cantonments and People’s justice system has been postponed. Communes, co-operatives, Hospitals, educational institutes, industries have been unsecured. Thousands of whole-timer cadres are spending their miserable lives. The complexities of transition are being increased even in the victorious revolution.

Power sharing in the state power has transitional character in itself. The Nepalese people had expected that UCPN-Maoist and parliamentary parties would send their representatives in the bodies of the state power like administration, law, judiciary, diplomatic, economic, security and the given tasks would be conducted competitively in favour of people. The agreement was held on this understanding. However, the parliamentary parties have been unsteady and they are acting dishonestly. At the moment, UCPN-Maoist has no representatives in any of the bodies of the state power. The presence of the representative of Maoist is like zero in administration, judiciary, economic and diplomatic sectors. All these sectors are filled with the representatives of parliamentary parties. This shows that the agreement has been breached, people’s expectation has been scorned and the rights of Maoist and the people have been encroached. On the other hand, the possibilities of the public services have been ended. This clearly shows the stronghold of counter-revolutionary tendency in the state power.

In essence, feudal and comprador class is counter-revolutionary class. This class has not been committed in forward going people’s republican agreements yet; rather it was compelled to accept agreement and transition due to the fear of the defeat of its own class. Therefore, it is making its best efforts to transfer revolution into counter revolution. It dismisses all the agreements in the help of state power and goes against the people openly. The defeated feudal and comprador capitalists, along with its puppets, its representatives and extreme parliamentary elements are in power and exercising the counter-revolutionary activities. These elements are making their efforts to make administration oppressive than to be public. They are trying to change the judiciary into patronages of the criminals and defeat the people instead of serving them. They are changing police administration into oppressive mechanism of the state power than making it public service mechanism. The economy of the country is made to be oriented to serve comprador and usurers than making it people-oriented. The struggles of the people against these have been taken as protest and the violence of the law and the whole state mechanism is being made prepared to deploy against the peaceful protest of the people. All these characteristics clearly show that the Nepalese revolution is incomplete but victorious. It is victorious incomplete revolution.

The left responsibility for the completion of revolution

Revolutionary class does not fight only against ruling power; rather it fights against the whole exploiting class which exploits the workers and labourious class inhumanely. Proletarian class does not struggle for the change of the rulers, another instead of one or a group against another; however, it fights for the establishment of proletarian class as the owner of the state power by kicking out the exploiting class. The truth has been explained in reference to French State Revolution by Karl Max and the expression is equally appropriate till now as it was before. Clarifying the struggle handled and run by communards of France, Max had said that the objective of the revolution was not only to remove the Monarchy but its aim was to establish and develop the proletarian state power by over-turning the bourgeois class state power. In the present context of Nepal, some of the elements; which are more or less influenced by the parliamentary ideology are trying to make the Nepalese people and revolutionary to harass by arguing that the suitability of the revolution accelerating ahead is not more important due to the end of monarchy. This parliamentary logic has no relationship in the present context of Nepalese revolution and its revolutionary objectives. Moreover, its ‘argument’ has no relation with Maoist people’s revolt. The objective and its relation were to end the exploiting class, not only the monarchy, and make the people owner and ruler of the country. Even today, the revolutionaries should grasp this truth.

The objective of revolutions or peoples new democratic revolution in the context of Nepal is to make people ruler. However, it may take its way through fragments one after another. The revolution may be completed by defeating one power in a certain period and another in other certain period. This truth has similarity even in our Nepalese political context; which was explained in an excellent way by Lenin in his work in reference to February Revolution and October Revolution. Lenin clearly explains that Russian Socialist Revolution was completed in two phases due to the socio-political situation of the nation existed at that time. After first phase February revolution, bourgeois became the owner of the state power by eliminating monarchy and proletarian class could not be the owner at that time.

As the Russian bourgeois class also maintained its state power against the people and the problems of the people remained not only same as they were before and became worse; the 2nd phase revolution became compulsory for them and, as a result, the proletarian class became the owner of the state power in place of bourgeois after final victory. It is equally true in our nation too.

The monarchy of the Nepal was ended because of the strength and the strong organization of proletarian class and it was ended along with the declaration of federal republic. However, this phase of revolution was unable to make the proletariat owner of the state power. Here in Nepal, the place of monarchy has been taken by bourgeois class. The condition of the nation is going to be ruined more and more. The bourgeois rulers have applied oppressive method of reign. The sector of the people’s livelihood is perplexed. National sovereignty has been weakened. Therefore, the people are reaching near to the conclusion that new people’s democratic revolution under the leadership of proletarian class is inevitable in the country. This has paved the way with its reliable strong foundation towards the second phase of Nepalese revolution. The revolution will fulfill the expectation and aspiration of the people for change.

Revolution is not a natural phenomenon that happens due to the objective situation of the revolution. It needs objective situation and subjective force for its completion. The revolution cannot be completed if the subjective force is not consolidated or ready even though the objective situation is fully prepared or ripen. In this situation, the possibility of revolution fades away. For example, bourgeois, feudal lords and comprador -bureaucratic capitalists are weak and they are in crisis and people also are willing to take power in their own hand. The centrist forces are also convinced that the revolution is necessary. However, if there is not any leadership with the revolutionary ideology, willpower, policy and plan, the revolution can not be done. This reality was pointed out by comrade Mao Tse Tung in China in the revolutionary process of New People’s Democratic Revolution and he provided the solution of it. He explained that the task and responsibility of the proletarian class and the revolutionary party is determined according to the objective situation. He says, “The first and foremost task of the proletarian class and revolutionary party is to struggle for the completion of revolution in the eve of the revolution.”

Proletarian class always struggles; however, these struggles are not similar with that which is done in some certain period. Generally, the struggles are different than similar. We should take them differently according to time and space. The struggle should be of special quality which is done in a special situation that is in favour of revolution. That type of struggle can change the revolutionary possibilities into reality. The proletarian class has sacrificed for smaller or bigger struggles and the sacrifice has special importance in some extent. The alliance of feudal and comprador class has become more oppressive that was established after the end of monarchy. This class is not in the condition to solve the problems of the nation and its people. This situation (crisis in exploiting class) should not be taken as a simple thing by the revolutionary and proletarian class. It needs a special type of struggle for change. As we adapt the version of Mao, we should take it as the struggle to ensure victory of the people.

The task of the proletarian class is determined by the revolution, characteristics of revolution and on the basis of possibilities. The tasks and the responsibilities from Marx, Lenin to Mao about the success and failure of revolution helps to determine the present tasks of workers and labourious people. Our tasks are being determined by the situation and possibilities created by the situations. The present tasks of UCPN-Maoist are as follows:

1. Build united front of all the nationalist, republican, leftist and progressive forces under the leadership of proletarian class.

2. Consolidate the unity of exploited class, nationalities, region and gender.

3. Write people’s constitution according to the mandate of the people.

4. Conduct the struggle against the anti-people and anti- nation activities of parliamentary parties like Nepali Congress, UML etc and take initiative to form the government under the leadership of UCPN-Maoist according to people’s mandate.

5. Handle the struggle of national independency against the intervention of foreign powers, especially Indian Expansionism.

6. Build a New Army by fusing both the armies (People’s Liberation Army and Nepal Army) on the basis of equal status.

7. Implement the power allocating principle in the mechanisms of administration, judiciary, security, diplomatic, economic and others.

8. Handle struggle to use the black money earned by corrupts and smugglers in favour of people and the nation.

9. Provide special right to women, dalit and youth.

10. Struggle for sound trading of education and health.

11. Implement revolutionary land-reform to maintain landless, homeless and Kamaiyas (who are confined into bonded labour).

12. Indoctrinate the workers, dalits, peasants, nationalities and women with correct political-ideological policy and programme.

13. Consolidate the party into vanguard of proletarian class and revolutionary party.

14. Struggle against price-hike, corruption and insecurity.

16. Accomplish the Nepalese revolution by making the transition period short for building People’s Republic.

17. And, at least, transfer the state power from the hand of bourgeois into the hand of Revolutionary United Front of patriots, republicans and leftists.

18. The above mentioned tasks are the task to be fulfilled by the proletarian class and Nepalese people in the present context. This task cannot be a simple task because the future of Nepal and Nepalese people lies on it. This task and responsibility should be handled and led without delay. For that, we should make the revolution success.

Our task & possibility:

Nepalese proletarian vanguard has got extraordinary task to fulfill. The task is to be fulfilled in the period of in the intense struggle of revolution and counter-revolution. Is it possible?

Principally, it is true that the complexities and the knots of the political struggle and class struggle can be untied by the revolutionary & scientific proletarian class and its vanguard. This has been justified in practice. When the proletarian class is unified with the labourious people, people get their leadership and proletarian class, as the leader, removes the obstacles, dilema and un-decision making. So far as the context of Nepal is concerned, UCPN-Maoist is the most conscious, organized and warrior class. In course of 15 year class struggle and political struggle, unprecedented victories and successes have been established and organized.

Building of People’s Power, Constituent Assembly and the establishment of republic have been possible due to this proletarian class and revolutionary party. Therefore, the accomplishment of the incomplete task is not out of the reach of proletarian class and UCPN-Maoist. The possibility for peace and change by leading the political situation ahead is only by the proletarian class and its friend forces and UCPN-Maoist.

As we have already explained that the parliamentary forces are breaching the mandate, agreement, understanding and abusing the state power against people. The anti-people forces have repeatedly recited the words “democracy”, ‘peace’, ‘parliament’ and others for spreading illusions among the people. This class has inner intention to labialize UCPN-Maoist as it was in the war period. This class has continuously attacked over our party, our ideology, leadership, plan and programme. It is making its effort not to give any chance to UCPN-Maoist and laborious people at any cost. Its effort shows that the state power would remain in its hand and it would not go into the hand of proletarian class or UCPN-Maoist even by mistake. However, the political situation of the country shows that it will be the foolish activity of parliamentary philistines.

As UCPN-Maoist got victory in Constituent Assembly as the largest party, the treacherous activities and the violation of the agreements and understandings by the parliamentary forces have made the condition of the people and the nation more critical and full of suffering. This clearly shows the transformation of parliamentary forcers into regressive forces. Parliamentary forces like Nepali Congress and UML are without vision and agendas. They have no other than the agendas put forwarded by UCPN-Maoist and they are very weak and displaced basically. This shows that the parliamentary-regressive forces have reached near to their defeat though they are trying to give illusions to the public.

Contrary, UCPN-Maoist has a strong possibility to complete the task. It has many bases to fulfill its historic task:

1. It has correct ideology: Marxism-Leninism-Maoism.
2. It has unavoidable proposals related to politics, economy, social, education, health and employment.
3. It has consolidated and established leadership.
4. It has more than 4 million voters and more than 10 million supporters and well-wishers in the country.
5. It has more than 10 thousand whole-timer cadres.
6. Its agendas are well established and even Nepal Army, administrators and bureaucrats are influenced by them.
7. It has patriots, republicans and leftists around it to form united front.
8. It has developed its independent and balanced international diplomatic relationship. We can confidently say that this relationship will help to accomplish the left-task of revolution.

Conclusion:

Each and every revolution is power-centered. The revolution conducted and led by proletarian class is also power-centered. Therefore, the central objective of UCPN-Maoist is to establish people’s state power under the leadership of proletarian class (workers and peasants in the context of Nepal.)

The question of state power is still left to be solved in the central level though UCPN-Maoist has solved the question of local people’s power in the process of People’s War. Specially, the process of solving the question of people’s central power has been postponed since after the agreement and co-operation with parliamentary parties for the implementation of common tactics of republic. However, the transformation of the central state power has been stopped due the abuse of power after the stronghold of parliamentary parties like NC and UML because they are abusing it to stop peace and advancement. This has brought the struggle between revolution and counter-revolution on the surface.

It is impossible for the proletarian class to hand over all the unprecedented devotion, sacrifice and dedication on the feet of the bourgeoisie. And at the same time, it is not possible for proletarian class to go back without changing and transferring the characteristics of the state power from bourgeois to proletarian, as Marx says, making people owner of the state power establishing in place of bourgeois.

In the content of Nepal, as Lenin have said, Nepalese revolution is proceeding ahead from first phase (power to bourgeois) to the second phase, where power is transferred into the hand of proletarian class from bourgeois. If we know the situation, as Mao has said, that is being nearer to the victory of the people and defeat of anti-people forces, we can accomplish our incomplete task. The same situation is in Nepal. There is no doubt that the possibility for accomplishing revolution by proletarian and its vanguard UCPN- Maoist in Nepal is inevitable. ï
