Dr. Gene Sharp is 83 years old and was born in North Baltimore, Ohio. Sharp never married or had children and according to an article in the 2007 November/ December issue of the Ohio State University Alumni Association Newsletter the healthy octogenarian lives and works out of his Boston, MA, home. This article is unique in that it provides details about Sharp’s private life not easily found.

In certain circles (mainly consisting of leaders who are not buying into the U.S. economic scheme) Sharp is a famous guy, renowned the world over as one of the leading guru’s of nonviolent resistance, he is a prolific writer on the subject of nonviolence starting with his 1951 masters thesis titled “Nonviolence: A Sociological Study” and 1968 doctoral dissertation titled “The Politics of Nonviolent Action: A Study in the Control of Political Power” He is currently the senior scholar at the Albert Einstein Institution which according to their website Sharp founded in 1983. The AEI website goes on saying, “The Albert Einstein Institution is dedicated to advancing the study and use of strategic nonviolent action in conflicts throughout the world. It is committed to the defense of freedom, democracy, and the reduction of political violence through the use of nonviolent action.”

The Wikipedia entry for AEI says Sharp spent time in prison as a conscientious objector during the Korean War but when examining both his curriculum vita and publication’s list (available for download at the AEI website) it seems unlikely since the Korean War ran from 1950 to 1953 which is exactly the time Sharp was finishing his Master’s thesis noted above. Surely a person of such renown around issues of nonviolence would include on his CV incarceration as a conscientious objection to a war as he is quite willing to share stories about his early experiences attempting to desegregate lunch counters in Ohio. His CV also does not mention his work with A.J. Muste, which the Wikipedia entry also mentioned.

Sharp has a long history at the Center for International Affairs according to his curriculum vita downloaded from the AEI website Sharp’s first research fellow position at the Center for International Affairs ran from 1965 to 1972. In 1965 Sharp began a portion of his career at the Center for International Affairs (CIA) Harvard University where he has worked for over three decades alongside other foreign policy’s notables such as Samuel P. Huntington and other past directors for the Central Intelligence Agency (CIA).

The following excerpt was taken from the introduction of the anti insurgent classic “Counter Insurgency Warfare – Theory and Practice” written by David Galula under the auspices of the Center for International Affairs in 1966


“Created in 1958, the Center fosters advanced study of basic world problems by scholars from various disciplines and seniors officers from many countries. The research at the Center, focusing on the processes of change, includes studies of military-political issues, the modernizing processes in developing countries, and the evolving position of Europe. The research programs are supervised by Professors Robert R. Bowie (Director of the Center), Alex Inkeles, Henry A. Kissinger, Edward S. Mason, Thomas C. Schelling and Raymond Vernon.”

Each of these men with the exception of Raymond Vernon worked in or has an official affiliated the Central Intelligence Agency (CIA). Robert R. Bowie was the Deputy Director of the CIA from 1977 to 1979. Thomas C. Schelling also identified as working in the CIA served for a number of years on the board of the AEI. Finding information on Sharp is a task. It’s almost like he doesn’t exist. He is practically unknown in the English language press while certain leaders around the globe are very well versed with his work.

In the aforementioned Ohio State Alumni article Sharp is called the “most famous guy you’ve never heard of” This article makes two important points about Sharps work in that they give a sense of where Sharp has gone with his research. In spite of his impressive publications list this article which is obviously pro-Sharp points out, “Friendly critics lament that Sharp has not submitted his work—a massive collection of articles, arranged by topic—to rigorous academic testing… But Sharp believes in his ideas. He thinks he has developed a whole new theory of politics.” This point is probably the most startling of all. It is also a good clue as to why Sharp has stayed out of the cross hairs of other academics mostly because his ideas seemed to have been developed implemented and debated primarily within the arena of military tactics.

The very next paragraph sheds some interesting light on what is perhaps the most important point of all in dealing with Sharp’s theory of power. It is this theory or “new understanding” as Sharp puts it that supposedly helps us to understand how non violence can be used to effect political change. The author explains Sharp’s position on power:

The theory can be stated simply: Power, even in the most closed and brutal dictatorship, depends on consent. Ordinary people can band together to withdraw their consent. Movements succeed when they refuse to resort to violence, since the regime always possesses superior instruments of violence. Ergo, the future of democracy and freedom depends on nonviolence.

His description of how society and particularly tyrants rule in society is taken directly from Gramsci’s theory of Hegemony. According to Brian Martin who provides one of the few academic analysis of Sharps work, “Sharp defines political power, which is one type of social power, as the “totality of means, influences, and pressures – including authority, rewards, and sanctions – available for use to achieve the objectives of the power-holder, especially the institutions of government, the State, and groups opposing either of them.” So obedience and belief is key to how power works in society. It is obedience to the power structure, Martin’s analysis of Sharps theory of power goes on to say about why men obey their rulers “that there is no single answer, but that important are habit, fear of sanctions, moral obligation self-interest, psychological identification with the ruler, zones of indifference and absence of self confidence among subjects.”

Throughout his career Sharp has avoided serious academic scrutiny. He has no articles published with in academic journals and rarely cites within his own work. Even in the above mentioned article by Martin (1989), which is one of the few available that specifically offers an analysis of Sharp’s theories the author writes in the opening paragraphs that his “analysis is done in the spirit of sympathetic criticism.” This friendly analysis does not, however, keep Martin from pointing out the obvious Marxist progenitors of Sharps “original” theories. Martin though does point out “It is not by chance that Sharp regularly refers to Stalinism and Nazism. His examples of challenges to authority largely concern situations which are widely perceived as oppressive by contemporary Western political judgment.”

The heart of Sharp’s argument is that power is taken. It cannot and will not be given or handed over in fact cannot be, but that only through a decisive, planned, structured and boldly implemented strategy of action people can take control of their situation and break the tyranny of dictators. Sharp’s close associate Col. Robert Helvey describes his first encounter with Sharp this way in the forward to Helvey’s book titled “On Strategic Nonviolent Conflict: Thinking about the Fundamentals” published by the AEI in 2004,

“While I was attending Harvard University as an US Army Senior Fellow at the Center for International Affairs in 1987-88, toward the end of my thirty year career as a US Army Infantry Officer, I met Dr. Sharp during a meeting of the Program for Nonviolent Sanctions. He introduced his subject with the words: “Strategic nonviolent struggle is about seizing political power or denying it to others. It is not about pacifism, moral or religious beliefs.”
The premise of Sharp’s work the taking of political power and the promotion of nonviolence as the main strategy of struggle are for the AEI clearly not based on a morality of nonviolence. This is an interesting position since it is quite clear that the AEI uses the image of Gandhi and other leaders of nonviolent movements in the 20th century to front the organization’s ideological image.

Sharp is a reformist, a liberalist who seeks to up hold the rule of law by conducting change within a society as lawfully as possible. The mission statement of the AEI makes this clear when it states a part of the mission is to “defend democratic freedoms and institutions,” and ever increasingly curious position for those who claims to be against state repression. With the constant enmeshing of capitalism and democracy the economic oppression of much of the worlds population and the use of Law/Force/Violence to uphold those “democratic freedoms and institutions” as if they can only be granted this way, is another chink the armor of non violence theory propagated by Sharp and others.

For purposes of this discussion we will look at the most widely translated and distributed piece produced by the AEI, “From Dictatorship To Democracy – A Conceptual Framework of Liberation.” During this examination a consideration of the organizing methodology and discussion of power in terms of the ability of organized and motivated elements of civil society within a given country to face and overthrow a dictatorship without the use of violence or military force.

This booklet contains some very good general advice for organizing a revolution or coup. Sharp is clear that the advice is purposely general. He starts from a very simple premise. Dictatorships are bad. People should overthrow them and replace them with democracies, because democracy is good for business. However, while there may be a general agreement that dictatorships are bad, even though it must be pointed out that Sharp does not go into great detail about how to identify a dictatorship. Ideological agreements about the nature of may be a little harder to come by. Sharp also seems very careful to limit his criticism and identifications of dictators to communists and his criticisms of colonialism especially colonial powers are as non-existent as his class analysis. It is little wonder Gene Sharp is more famous in the 30 other languages than English.

His most widely discussed book was not written to be scrutinized academically. It is an organizing manual with cold hard advice about the mobilization of the masses in any given society. The author’s claim as to how he arrived at his conclusions is questionable but the advice on how to arrive at his stated goals appears sound. So the crux of any criticism levied at Sharp and his work cannot necessarily be about the organizing methodology. Questions for him should center on the misrepresentation of this theories as original to himself and this colleagues.

In analyzing Sharp’s booklet, first published in “Bangkok in 1993 by the Committee for the Restoration of Democracy in Burma in association with Khit Pyaing (The New Era Journal)” that is considered by most to be and eighty eight page distillation of his most important work the conclusion anyone must come to is that by his own words he has discovered new theories of power centering on obedience and consent. Sharp uses the rhetoric of revolution to contextualize reform and in doing this he doesn’t really break any new ground with practical organizational advice but he does raise some provocative and troubling questions by challenging without any supporting documentation the historically documented success of armed struggle in overthrowing dictatorships since World War II. His theories of obedience appear straight out of Marxist theory; particularly that of Antonio Gramsci and his theories of power echo Foucault profoundly. Finally, even the organization of his revolutionary structure, his magnum opus submitted to millions across the globe is based deeply on Maoist methods and theories of guerilla warfare and insurgency.

Careful consideration of these claims shows how difficult it is almost impossible to talk about social change or revolution without contextualizing it within a Marxist vocabulary. Why is this and what problems does it present for Sharp? Saul Alinsky in his seminal work “Rules for Radicals” lays out the ideological problem within the opening chapter, “The have-nots of the world, swept up in their present upheavals and desperately seeking revolutionary writings can find such literature only from the communists, both red and yellow. Here they can read about tactics, maneuvers, strategy and principles of action in the making of revolution.” Alinsky is pointed about the fact communism and communist theory was seen at the time as “synonymous with revolution”

The footnote below from Alinsky’s introduction is also important both to the work of Alinsky and Sharp as it help us to understand the anti communist milieu where these two made their careers. Certainly any contemporary of Alinsky whom time has shown shares some similar passions in the field of organizing mass movements would be at the very least familiar with this book. The footnote is a quote from U.S. Supreme Court Justice William O. Douglas written for the Center for the Study of Democratic Institutions Occasional Paper No. 116, and it sets for us and ideological stage of mental competition not so subtly present in the theoretical aspirations of Sharp. O’ Douglas writes:

On trips to Asia I often asked men in there thirties and forties what they were reading when they were eighteen. They usually answered ‘Karl Marx’; and when I asked them why, they replied, ‘we were under colonial rule, seeking a way out. We wanted our independence. To get it we had to make revolution. The only books on revolution were published by the communists.’ These men almost invariable had repudiated communism as a political cult, retaining, however, a tinge of socialism. As I talked with them, I came to realize the great opportunities we missed when we became preoccupied in fighting communism with bombs and with dollars, rather than with ideas of revolution, of freedom, of justice.
While it is impossible to say for sure that Sharp read Alinsky’s book it is safe to say the likelihood is high. Capitalism may have triumphed in the minds of some but it is apparent that for many decades Communism as a critique of capitalism was the refuge of the oppressed. A stronghold of theory for the emancipation of humankind from economic slavery, how should that understanding impact our view of Gene Sharp and the Albert Einstein Institution? Sharp is a theoretical ventriloquist. The dummy he uses to misdirect his audience with is his program of nonviolence that under certain desperate circumstances looks like revolution and with some help can talk, but will never walk on its own. It moves with the fingers and hand of Capitalist interest on the levers in its back. This is the curse of democracy, being to closely associate with capitalism until they have become in the minds of many synonymous.

The reality of Sharp’s booklet when put into the cold hard light of the day is that dictatorships and democracies will have not have moral dilemmas, problems about eliminating the opposition (Chile and Guatemala are both excellent examples of the widespread use of violent repression by U.S. backed “democracy” movements). It would perhaps be interesting to see how Sharp’s ideas about nonviolence could be applied to enact revolutionary change within the United States by and organized Xicano Movement.

How can the organizational and “political defiance” theories of Sharp and his military advisor Col. Robert Helvey broadcast by the National Endowment for Democracy (NED) throughout the Second and Third World, and through its funding of the Albert Einstein Institution impact freedom struggles with the borders of this country or throughout the America’s. Their attempted misdirection of nonviolent direct action away from the moral underpinnings of Tolstoy, Gandhi, King and Chavez have, within their Cold War paradigm of anti communism/pro capitalism, attempted to remove the question of power, democracy and capitalism from the crucible of revolutionary struggle and in fact maybe attempting to redefine and question the very basis of force (Gewalt) in revolutionary theory and its legitimate application to oppression.

Political Defiance then, in Sharp’s estimation, can only be effective as counter balance to what he calls the “centralizing effects of violent sanctions” He goes on here and through out the booklet boldly equating nonviolence with democracy by saying, “the use of the technique of nonviolent struggle contributes to democratizing the political society in several ways.” The equation of nonviolence with democracy or democratic movements is a particularly troubling move on Sharp’s part, because if nonviolence equals democracy then violence must equal communism or dictatorship, which in Sharp’s lexicon are the same thing.

Understandable considering his age, association and intellectual collaboration with some of the worlds foremost anti communist thinkers at the Center for International Affairs. Troubling though since Sharp attempts to equate democracy with peace when in fact the violence of Marxism has been a reaction against both capitalist and democratic aggressions on economic and military fronts. It is important to keep in mind Marxism as a theory is first and foremost a critique of and reaction to capitalism as an economic system, it stands to reason then any real world actions taken on the part of Marxists are expansions of that critique.

Taking these points into account it would seem a legitimate question for all to consider is the future of revolution. There is more at stake in this discussion than simply whether or not nonviolence is more effective than violence as a political solution to despotism, as if despotism could be universally defined. The real stake in this affair is the Marxist heritage of revolution. How will future generations understand change, revolution and communism? Who will be the interpreters of that legacy and its present day manifestations? As a function of Capitalist democracy limited to reform agreements between oppressed workers and industrialists or as an authentic discourse creating the vocabulary and the practices surrounding it can lay legitimate claim to real change. Since Sharp has chosen to couch his theories in the theories of Marxist liberationists it is equally important to examine his organizing methodology for similar roots.

To help frame the discussion around Sharp’s methodological recommendations we must first look at his claims of originality   in regards to his theory of action. Since it is clear that contrary to his contentions these are not new theories of power but in fact draws deeply from Marxist theory in determining not just how revolution should take place but how we as “democrats” should think and talk about it. To do this it is important to understand the foundation of change inherent in Marxist thought. Mao Tse-Tung writes,

Marxist philosophy holds that the most important problem does not lie in understanding the laws of the objective world and this being able to explain it, but in applying the knowledge of these laws actively to change the world. From the Marxist viewpoint, theory is important, and its importance is fully expressed in Lenin’s statement, ‘without revolutionary theory there can be no revolutionary movement.’ But Marxism emphasizes the importance of theory precisely and only because it can guide action. If we have a correct theory but merely prate about it, pigeonhole it and do not put it into practice, then that theory, however good, is of no significance.
The reason generations of freedom fighters have turned to Marxist theory for guidance in their efforts to overthrow colonialism is that Marxists make revolution. Sharp gives his opening four points in the beginning pages of this booklet he writes a short but familiar four point list of steps to a liberation struggle. These four points are,

One must strengthen the oppressed population themselves in their determination, self-confidence and resistance skills,
One must strengthen the independent social groups and institutions of the oppressed people,
One must create a powerful internal resistance force: and
One must develop a wise and grand strategic plan for liberation and implement it skillfully.
Just like his definitions of power and consent Sharp continues to draw directly from Marxist theory (specifically Maoist) in fashioning an organizing structure for nonviolent overthrow. The development of dual power structures or creating shadow governments for the purpose of challenging the hegemony of the state is a well-documented and widespread practice. The basis of resistance in Sharp’s writings is the withdrawal of consent (to be ruled) by the populace, “as the above discussion indicates, liberation from dictatorships ultimately depends on the people ability to liberate themselves.” Taking a look at the writings of Mao Tse Tung brings home some of the evidence of this extensive plagiarism.

In Mao’s essay “Political Mobilization for the War of Resistance” he puts forward four specific points for the political mobilization of the common people. The similarities between Sharp’s main points written between 50 and 60 years after Mao continue to mount especially in light of the fact Sharp’s allegedly original theories begin and end with the political mobilization of the people. Mao writes,

“What does political mobilization mean? First, means telling the army and the people about the political aim of the war. It is necessary for every solider and civilian to see why the war must be fought and how it concerns him … Secondly, it is not merely enough to explaining the aim to them; the steps and policies for its attainment must also be given…there must be a political programme … Thirdly, how should we mobilize them? By word of mouth, by leaflets and bulletins, by newspapers, books and pamphlets, through plays and films, through schools, through mass organizations and through our cadres … Fourthly, to mobilize is not enough … we must link the political mobilization for the war with the developments in the war and with the life of the soldiers and the people, and make it a continuous movement.”
Sharp has taken the heart of this statement - the political mobilization of the population and reconfigured it (without proper recognition) to end before hostilities erupt. His contention that political mobilization coupled with massive civil disobedience will bring oppressive governments to their knees is based on the experience, blood and victories of others who have fought this struggle with guns. The rest of the booklet is a not so subtle rehashing of basic guerilla theory. The idea, “success is most often determined not by negotiating a settlement but through the wise use of the most appropriate and powerful means of resistance available” is a view point shaped by centuries of anti-colonial resistance and active physical opposition to the invasion of lands in Asia, Africa and the America’s by European powers and the formulation of a philosophy to combat that military oppression.

Sri Lanka: Nirj Deva, MEP and crimes against the environment in Sri Lanka

In the war affected Northern Province in Sri Lanka, massive amount of waste oil which is generated from the electricity power station situated in Chunagam is poisoning drinking water in the surrounding area. 

Due to this environmental disaster, several families are displacing in search of clean water and land.

Already Sri Lankan government’s  planned militarisation threw a large amount of population out of their home.

The government of Sri Lanka doesn’t not want to take any action or talk about this on going environmental disaster as this could be part of their genocidal agenda.

More over the power plant is directed by a well known British politician.

The company which owns the power plant, MTC Walker plc’s one of the directors is Nirj Deva, MEP of conservative party and the well known power broker in UK.

Conservative party which pretend to promote environmental measures to protect the world allows their  MEP commit the crime against environment just to make profit.

Labour party which opposes conservative is proud being silence on this crime.

British public should be ashamed as one of their representative is committing crime against the environment and humanity.

US-VENEZUELA RELATIONS AND THE PUNTO FIJO PACT by Jesus Rojas





The political dismantling of the “democratic security doctrine” applied from 1959-1998 in Venezuela began when Commander Hugo Chávez became President and started a new era of relations between the State and Venezuelan society.  

The systematic application of repressive methods designed by the State Department of the United States based on Hemispheric Security Doctrine that was applied in Venezuela and Latin America came to an end.

The understanding of these doctrines, their origins, the ways in which state resources, including the use of force, were used to dominate the people, and violate human rights, illustrates how these methods were and still are the materialization of colonization processes. Today the circumstances and methods are different, but the goals of the United States remain the same as during the Cold War. 

There are some documents showing the relationship of Romulo Betancourt with CIA and U.S. State Department to discuss issues relating to the situation in Venezuela before 1958.It is said that in December 1957, Betancourt met Serafino Romualdi, head of the Labour Relations Office for Latin America and member of the AFL (American Federation of Labour), CIA official and South American Affairs Coordinator at the State Department.

What was discussed at that meeting is not documented but it is believed that they planned the New York Pact between Betancourt, Rafael Caldera and Jovito Villalba that began a process of political interference by the U.S. in VenezuelaThe political practice after signing the New York Pact of Punto Fijo and the management of the Betancourt Government of 1959-1963 and successive governments until 1998 provide insights into what may have been said at that December 1957 meeting.

On the political level Venezuela`s stability was cemented in 1958 with the Pact of Punto Fijo a pact that was signed by the three main political parties of the time, the social-democratic Acción Democrática (AD Democratic Action), the Christian Democratic Comité de Organización Política Electoral Independiente (COPEI) and the small leftist Union Repúblicana Democrática (URD). 

The essence of the pact was to share power and resources among the pact`s signatories and to exclude any challengers. Part of the reasoning for the pact was, first to ensure political stability by excluding more radical groups. Second, AD which was almost certain to win the 1958 presidential election, realized that it had to share with at least some of the other parties, if it wanted to avoid a repeat of 1948 coup that overthrew its democratically elected president Romulo Gallegos. 

In 1948 AD governed alone and dominated all branches of governments, excluding all challengers, which then led them to support a military coup against Gallegos, which eventually led to the Marcos Pérez Jiménez dictatorship. The stable Punto Fijo arrangement though rapidly led to rigidity (Crisp, 2000, 173) and political apathy.

Chávez would later rail against the arrangement, blaming the pact for practically everything that was wrong with Venezuela during those years. It is important to highlight the New York Pact of Punto Fijo provide its background and allude to the damage it`s done to Venezuela and other Latin American countries. 

President Chávez, in 2004, ended the neo-colonial relationship between the U.S. and Venezuela by ending the training of Venezuelan military and police with the Institute for Security Cooperation in the Western Hemisphere, former School of the Americas. 

History has vindicated “el comandante” Chávez and the Commission for Justice and Truth - which along with the Ministry of Popular Power for Communication and Information - have the important responsibility of spreading information on these documents.

It should be noted that on Monday November 19, 2012, the Vatican`s Congregation for the Doctrine of the Faith had ruled on October 4, 2012 that Father Roy Bourgeois, founder of School of The Americas Watch (SOA Watch), had been canonically dismissed from the Catholic Church as a result of his decision of not recanting his support for the ordination of women as priests (November 2012).

This fragment is just a sample of a tenacious fight for the American people which has carried out against the atrocities committed during dozens of years by the governments of the United States against the peoples of Latin America in implementing security policies that lackey governments have assumed as their own. 

Father Roy Bourgeois and other promoters advocated for removal of this instrument of terror where over 70,000 Latin American officers were trained in the methods of terrorism and violation of human rights from the 50s to today. The above note referred is just a sample of how repressive state institutions to subsume individuals within the cloisters of injustice are articulated.

Father Bourgeois was a goal of the Department of State since the 90s when he began his crusade against the School of the Americas with social justice movements and defending human rights in the United States. 

That is the reserve with which Venezuela and other countries of the hemisphere intend to carry out, socially, politically, economically, culturally engaged actions.  

Thanks to the work of SOA Watch in use of the right to Freedom of Information Act, some newspapers in USA have echoed the calls of these organizations defending human rights.

Today Venezuela is also raising the banners of justice and democratic rule of law, especially through the Commission for Truth and Justice, which is the continuation of years of struggle for human rights.

Lenin established the characteristics of the Party of the new type, combating the undermining influence of the old revisionism that generated bourgeois workers’ parties based on the workers’ aristocracy, the union bureaucracy, parliamentary cretinism, and adapted to the present order. 

Chairman Mao Tsetung developed the construction of the Party around the gun and put forward the construction of the three instruments.

PCP

The Communist Party of Peru develops the revolution in Peru as a part of the world proletarian revolution applying the International Line. We consider that it is necessary to start from our Maoist principles in order to solve new problems in this stage of the world revolution, the strategic offensive.

 It is an urgent necessity that the Communist Parties firmly uphold and apply our ideology of today; there are problems of understanding concerning the fundamental point of Maoism: the power, the conquest and defence of the power for the class; the new power is born and sustained through the barrels of the guns, and it is furthermore subject to the fluidity of the people’s war as the military theory of the proletariat.

Another point is the construction of the militarized Communist Parties. The Party is the vanguard of the proletariat for initiating and leading the people’s war. The struggle against revisionism is another issue that we think is necessary to discuss; the new brand of revisionists put forward that the new power can coexist with the old reactionary power, according to Prachanda who sold out the revolution in Nepal.

Other revisionists attempt to revise our ideology of the proletariat, looking for the good in bourgeois ideologies, supposedly “distilling” them, in order to adapt them to the new stage of strategic defensive, proclaimed loudly by Avakian, Öcalan and others. All of them converge in sowing capitulation and dragging the communist parties to elections, invoking new conditions, thus renouncing our Maoist principles. Revisionist leaders who have run away repeatedly from the debates put forward by the PCP and through the contacts with the MPP.

The development of a correct handling of the two line struggle within the Communist Parties, that have initiated or are going to initiate people’s war, is important. The red faction must unmask and crush contrary lines; the communists must prove their condition by upholding, defending and applying Maoism. We communists must grasp the slogan May Maoism Go On to Take Command of the New Great Wave of the World Proletarian Revolution!

We call the Peruvian people and the world to grasp the masterful Speech of Chairman Gonzalo, which serves as a combat weapon to understand the international situation and the tasks it demands of the communists, to fulfill pending tasks.

INTERNATIONAL SITUATION

Chairman Gonzalo starts from Lenin’s thesis to judge the situation in the world: “Imperialism’s economic relations constitute the core of the entire international situation as it now exists. Throughout the twentieth century, this new, highest and final stage of capitalism has fully taken shape” and from the fact that the distinction between oppressing and oppressed countries is a distinctive trait of imperialism.

Therefore, to see the present situation we cannot start from the fundamental contradiction of capitalism, because we are in its highest and last phase, imperialism.
 
The international situation reaffirms what Chairman Gonzalo and the PCP established concerning the crisis of imperialism, concerning the collusion and struggle between the imperialist powers, concerning the plans for capitulation and revisionist “peace accords”.

The plan of yankee imperialism is to maintain the exploitation and misery in the oppressed nations and incorporate Russia and Eastern Europe to prolong its hegemony as sole gendarme.
 
We see the same contestants as in the 1st and 2nd World wars, yankee imperialism is unfolding more than a hundred wars through its Special Operations Command. Their “experts” emphasize that Moscow, New Delhi and Peking are about to create a new world order.

The deployment of yankee military forces is to encircle and swallow Russia and China using the masses as the arena of combat.

Andrew Bacevich Turse, a retired colonel of the U.S. Army, says: “the utilization of Special Operations forces during the Obama years has decreased military accountability, strengthened the ‘imperial presidency,’ and set the stage for a war without end.”.

The government of the genocidal Obama is killing en masse with missile and chemical weapons bombardments against the peoples of Afghanistan, Yemen, Iraq, Pakistan, Somalia, Libya, and Syria.

Timothy Gatto, in the portal “The People’s Voice”, says: "the wars we [the U.S.] have been fighting in the Middle East have been for resources, mostly oil. When something happens in other parts of the World that are devoid of resources, we invariably ignore it",“If the country isn't in a strategic area, or it has no resources we want, we ignore whatever is happening there”.

The head of the headquarters of the Armed Forces of Iran, Hasan Firuzabadi, says: “The takfiri group Islamic State of Iraq and the Levant (ISIL) is a trick of the regime in Israel (and of the U.S.), trying to create a safe margin for the Zionists. The ISIL terrorists, with the support of the Israeli airforce, have attacked several locations in Syria in 2013-14”. Concerning this point, keep in mind that McCain led a meeting in Syria in May 2013.

In the Middle East the reactionary world press promotes the formation of an international coalition against the Islamic Emirate, a runt created by yankee imperialism with the objective of destabilizing the whole Middle East, expel the people of Gaza, ethnical genocide in Iraq, the creation of a pro-yankee government in Syria as the antechamber to the new redivision of the world.

The international situation is sharpened with the economic crisis of imperialism, deepened in 2008 with the plans of the “emerging new world order” (BRICS) and principally with the struggle of the peoples that develop in the oppressed nations, that has exacerbated the collusion and struggle of the imperialist powers.

In this situation yankee imperialism tries to prevent the initiation of people’s wars in the world, trying to restrain and derail the people’s wars initiated in Peru, India, Philippines, Turkey with the help of the revisionists; to prevent the triumph of the proletarian revolution and the development of earth-shaking cultural revolutions that continue the sweeping away of imperialism from the face of the Earth.

Concretely, they desperately fear that Maoism goes on to take command of the New Great Wave of the World Proletarian Revolution, in an armed sea of masses led by Communist Parties. European experts predict that the humanitarian expenses in the world will rise to 18 000 millions of dollars for 2014. They continue with their policy of making trouble and failing.

Facing this situation, we reaffirm ourselves in upholding the omnipotence of the revolutionary war, that is the people’s war, as the highest military theory of the proletariat, outlined by Chairman Mao and that must be specified to each type of country, be they imperialist or backward countries. Thus, the world people’s war is the correct response that serves to prevent the imperialist war, or if this becomes a fact, transforming it into people’s war. But as communists we wage war to destroy the war through the war and establish the “lasting peace”.

ON THE COMMUNIST PARTIES

The Communist Movement has made way in struggle against the positions of the bourgeoisie in the bosom of the proletarian movement. Marx and Engels fought Bakunin, Dühring and others. Lenin fought and crushed the revisionism of Kautsky, Bernstein, Plechanov that emerged from the 2nd International. Comrade Stalin fought the revisionism of Trotsky and his henchmen. Chairman Mao fought against the restoration of capitalism in the USSR, against Khruschev’s revisionism, against the revisionist thesis of “peaceful coexistence”, the revisionism of Teng, Liu, Lin Piao, Tito, Thorez, Togliatti. It was Chairman Mao who led two great milestones of the world proletarian revolution: the Chinese revolution in 1949 and the Great Proletarian Cultural Revolution (1966-1976).

In this process it was Chairman Gonzalo as Great Leader of the Party and the Revolution, and of the Central Committee of the Communist Party of Peru, who in hard struggle carried out the reconstitution of the Party in 1970, defining Maoism as the new, third and higher stage of Marxism; that had repercussions in the RIM, which assumed Maoism in spite of the opposition from the expert sophist Avakian from the RCP.

Facing the arrest of Chairman Gonzalo and the inflexion in the Party, a ROL was structured, led and nursed by CIA agents, who organized in the prisons, preparing them to lay the foundations for the “4th stage of the Party”, renouncing the people’s war, and calling for handing over the weapons and the People’s Committees like Prachanda did later, proclaiming that there are no conditions, that we are in the strategic defensive, among other nonsense belonging to their parliamentary cretinism.

            Today the PCP, maintaining the course of the revolution in spite of not having the Great Leadership close, and confronting the inflexion, continues in its development and advance, being forged in its all-out struggle against revisionism, combating all capitulation here in Peru and on the international level combating the new revisionism of Avakian and Prachanda, and the capitulationism of Öcalan and others.

So the black heads are outlined, they are the new standard bearers that attempt to revise Maoism, raising the black banners of capitulation; they have become the promoters of yankee imperialism, for it to continue as world gendarme. It is up to the revolutionary organizations to implacably bombard the headquarters of revisionism; we communists march forward over this pus.

The Communist Parties of the world must assume their condition in this period; this must be concretized in initiating and developing the world people’s war. The people’s war in Peru, India, Philippines, Nepal and Turkey has developed in an uneven way.

This whole ardent struggle of communists, of the peoples’ heroism, as well as the spilled blood of its best sons and daughters, shows clearly to the world that the proletariat struggles ceaselessly for its emancipation; we communists have the obligation to firmly hold on to and start from our principles to command The New Great Wave of the World Proletarian Revolution! led by MAOISM, crushing the banners of capitulation and peace accords.

In the PCP we start from what Chairman Mao established concerning the need to build the three instruments of the revolution: Party, Army and United Front interrelatedly. It was Chairman Mao who solved the construction of the three instruments in a backward, semifeudal and semicolonial country, through the people’s war. Concretely, the construction of the Party around the gun, and that it is the heroic combatant that leads its own construction, that of the Army and of the Front.

We firmly apply the militarization of the Communist Parties and the concentric construction of the three instruments. The militarization of the Communist Parties is a political guideline that has strategic content, being the “whole of the transformations, changes and adjustments that are necessary to lead the people’s war as the main form of struggle that creates the new state”; therefore the militarization of the Communist Parties is the key to the democratic, the socialist and the cultural revolutions.

On the ideological-political base, the Party simultaneously builds the organizational, in the midst of the class struggle and the two line struggle, all within and serving the armed struggle for the conquest of power, and we link the whole process of construction to the fluidity of the people’s war, starting from the fact that “fluidity in the war and in our territory produces fluidity in all fields of construction in our base areas” as Chairman Mao says.

We consider that it must be built in this way because we are in the strategic offensive of the world proletarian revolution; we are experiencing the sweeping away of imperialism and reaction from the face of the Earth in the next 50 to 100 years, an epoch characterized by violence, in which all kinds of wars are expressed. We see how the imperialists and all the reactionaries are militarizing more and more, militarizing the old states, their economy, developing wars of aggression, trafficking with the struggles of the peoples and aiming for a new world war, but since revolution is the principal tendency in the world, the task of the Communist Parties is to uphold the revolution and realize the main form of struggle: the people’s war, to oppose the counterrevolutionary world war with revolutionary world war.
We must ward off the capitalist restoration.

When the bourgeoisie loses power it introduces itself inside the Party, uses the army and tries to usurp the power, destroy the dictatorship of the proletariat to restore capitalism.

Therefore, the Communist Parties must militarize themselves and exercise the all-embracing dictatorship of the three instruments, forge themselves in the people’s war and strengthen the armed organization of the masses, the people’s militia, so that it may swallow the army.

Therefore, every militant is forged in the people’s war and against every attempt at restoration.

We would like to reiterate that we are marching towards a militarized society. Militarizing the Party we realize a step towards the militarization of society, which is the strategic perspective for guaranteeing the dictatorship of the proletariat. The militarized society is the armed sea of masses that Marx and Engels talked about, which protects the conquest and the defense of the conquered power.

We take the experience of the Chinese revolution, of the anti-japanese base in Yenan, which was a militarized society where everything came from the mouths of the guns, Party, army, state, new politics, new economy, new culture. And thus develop war communism.

In conclusion, the Communist Party is the vanguard of the proletariat for initiating or leading the people’s war, taking the Party as the axis of everything to build around it the army, and with these instruments, with the masses in people’s war, build around both of them the new state. That the militarization of the Party can only be carried forward through concrete actions of class struggle, concrete military actions. This does not mean that we only realize, exclusively, military actions of different types (guerrilla actions, sabotage, selective annihilations, armed propaganda and agitation), but that we must principally develop these forms of struggle to encourage and develop the class struggle instructing it with doctrine through actions, in these types of actions as forms of the principal struggle of the people’s war.

The Party, as has been established since Marx, Lenin and Chairman Mao, has the objective of conquering the power and defending it, and is inseparably linked to the people’s war, be it to initiate it, develop it or waging it to defend itself; a Party sustained by the masses, be it by the people’s war itself as a war of the masses or by the United Front which, being a front of classes, is based on the majority of the masses.

A Communist Party is not for going to elections and governing to exploit the people with old reactionary state sustained by the reactionary armed forces like Prachanda and Öcalan peddle; the new state comes from and is sustained by the guns, the joint democracy does not come from parliament.

The PCP is forged in the struggle against revisionism since its foundation.

Concerning revisionism we stress that it is the outpost of the bourgeoisie in the ranks of the proletariat, and that to fight imperialism one must fight revisionism, since they are two sides of the same coin. Lenin emphasizes that revisionism aims to divide the union movement and the political movement of the proletariat and that it generates the split in socialism.

In times of revolution new organizations must be made, we must set up clandestine apparatuses for the mass work. Therefore the heads of revisionism have been defined and their positions unmasked.

We categorically reject those who put forward that the masses do not want the revolution or that the masses would not support the people’s war. The problem is not in the masses, because they are ready to rebel, but in that the Communist Parties assume their duty to lead them to rise up in arms.

We combat and separate ourselves from those positions that today argue for the “accumulation of forces”, that put forward calmly bringing the masses together through the use of the so-called “democratic spaces” or the use of legality; an accumulation of forces that does not correspond to this moment of the international and national class struggle, there is no room for it in the type of democratic revolution that we unfold, and in the socialist revolution it would have other characteristics since we are in a revolutionary situation in uneven development in the world.

We are against and we condemn the opportunist positions of bringing the masses to tail behind the big bourgeoisie, for the road of elections or for armed action under the command of a superpower or power.

The Central Committee emphasizes the decisive importance of maintaining the course until our final goal. Therefore we have considered it necessary to specify concerning these points and continue the debate in order to embody our proletarian ideology. The International Communist Movement will be built in the midst of people’s wars and struggle against revisionism.

Finally, once more we call all the communists and revolutionaries of the world to maintain the course of the people’s war, to denounce and crush the plans of reaction and imperialism, and to demand the public presentation of Chairman Gonzalo, live and direct. We reaffirm ourselves in the call of our Great Leadership, to continue the people’s war, to culminate the democratic revolution, conquer the power in the whole country and continue until our final goal Communism.

En celebración de este día del Ejército Popular de Liberación y el aniversario del nacimiento del Presidente Gonzalo, el Movimiento Popular Perú dirige sus más calurosos saludos comunistas al heroico proletariado y pueblo peruano, a todos los militantes y combatientes de nuestro Partido y nuestro Ejército Popular de Liberación, así como a todo el proletariado internacional, todos los pueblos oprimidos y a los comunistas y revolucionarios del mundo. Dirigimos un saludo especial a los comunistas y las masas que desarrollan las heroicas guerras populares y luchas armadas en India, Filipinas, Turquía y otros lugares. Nos reafirmamos en nuestra sujeción firme, voluntaria, consciente e incondicional a nuestra Jefatura el Presidente Gonzalo y su todopoderoso pensamiento, aplicación creadora de nuestra ideología universal a las condiciones concretas de la revolución peruana. Jefatura y pensamiento que es producto de todas las heroicas luchas del proletariado y del pueblo, la concreción de la experiencia de la lucha de clases y la guerra popular en nuestro país y en el mundo. Pensamiento que hoy sigue siendo aplicado por nuestro Comité Central, así manteniendo el rumbo de la revolución, aplastando a las líneas oportunistas de derecha y de "izquierda", avanzando en retomar lo perdido en las circunstancias complejas de superar el recodo.
 
Hoy, la reacción peruana bajo la dirección del imperialismo, principalmente yanqui, sigue con sus patrañas y calumnias contra el Presidente Gonzalo, contando con el negro apoyo de los revisionistas en Perú (la LOD y la LOI), así como del nuevo revisionismo a nivel mundial. Lo que queda es que no han podido utilizar al Presidente como han utilizado a Mandela, Prachanda y otros, para vender la revolución y promover la paz bajo las bayonetas, porque nuestra Jefatura y nuestro Partido son forjados en la ideología del proletariado internacional, el marxismo-leninismo-maoísmo, principalmente el maoísmo, y en su aplicación concreta el pensamiento gonzalo; forjados en la lucha a muerte contra el revisionismo y el oportunismo:
 
"Ya en el tercer Pleno del CC el Pdte. Gonzalo nos advirtió el peligro del surgimiento de una línea revisionista de la cual ya había indicios de su empollamiento; línea oportunista que se opondría a la conquista del Poder y nos dijo que si para ILA se tuvo que dar una dura lucha contra la LOD de ese entonces, con mayor razón aún para un salto más grande, como es la conquista del Poder, habría que pensar en una lucha más fuerte, estremecedora. Y los hechos una vez más le han dado la razón, pero lo que hemos vivido ha sido un parto de los montes, porque este aborto revisionista ha sido incapaz de sostener posiciones ideológicas y políticas en la lucha interna y simplemente han escindido el Partido con la ayuda de la misma reacción y probables agentes infiltrados, habiendose desbocado en forma galopante después de la detención del Pdte. Ahora en su desesperación, la reacción intenta otra vez con la patraña de una supuesta "huelga de hambre" del Presidente, lo que nos indica una vez más que hay una amenaza concreta contra su vida. Llamamos a todos los comunistas y revolucionarios del mundo a unirse con nosotros en ¡DEFENDER LA VIDA DEL PRESIDENTE GONZALO! y desenmascarar estos viles planes del imperialismo, la reacción y el revisionismo.
 
Algunos en las filas de nuestra clase se dejan engañar por el nuevo revisionismo, que sirviendo a los planes del imperialismo invocan la vieja tesis revisionista del "culto a la personalidad" para atacar al Presidente Gonzalo y al Partido Comunista del Perú. Así como Jruschov atacó al camarada Stalin, y los revisionistas anti-maoístas atacan al Presidente Mao y la revolución china con la misma tesis del llamado "culto", ahora algunos "maoístas" autodenominados atacan al Presidente Gonzalo y la revolución en Perú con la misma patraña: que la situación compleja del recodo, la traición de la LOD etc., son debidos a que "el PCP depende de un solo individuo". Así evitan la discusión sobre la lucha dentro de los Partidos entre línea proletaria y línea burguesa, y sobre el papel de los "acuerdos de paz" en los planes del imperialismo. En realidad, ven la cuestión de los jefes, de la dirección partidaria, no desde el punto de vista del proletariado, sino de la burguesía y la pequeña burguesía.
 
Quieren, como decía el gran Lenin: "contraponer, e n  t é r m i n o s  g e n e r a l e s, la dictadura de las masas a la dictadura de los jefes, es un absurdo ridículo y una imbecilidad. Lo más divertido es que, de hecho, en el lugar de los antiguos jefes que se atenían a las ideas comunes sobre las cosas simples, se destacan (encubriéndolo con la consigna de "abajo los jefes") jefes nuevos que dicen tonterías y disparates que escapan a todo calificativo." (V.I. Lenin - La enfermedad infantil del "izquierdismo" en el comunismo, 1920). Es decir, detrás de la "lucha contra el culto a la personalidad" siempre se encuentra los verdaderos motivos ideológicos y políticos; el viejo y conocido truco del "anti-autoritarismo" para reemplazar unas autoridades con otros, unos jefes con otros. El objetivo es imponer otra línea ideológica y política, pero no a través de la lucha de dos líneas abierta y honesta, como hacemos los marxistas, sino a través de maquinaciones y consignas tomadas de la propaganda de la ofensiva contrarrevolucionaria general del imperialismo.
 
Los comunistas partimos de la verdad marxista, materialista y dialéctica, que cada revolución, en sus luchas contra las clases explotadoras y contra el oportunismo en sus propias filas, genera sus jefes, y entre ellos uno que se destaca. Es una ley objetiva, y no contradice en ninguna forma los principios de la dirección colectiva y el centralismo democrático. El Partido no "depende" de ningún individuo. La Jefatura, así como cualquier otro militante del Partido, está sujeta a los acuerdos del Congreso y al Comité Central. Hoy, en la situación de la inflexión, después de perder Comités Populares, con la Jefatura detenida y con la disminución del Ejército, la militancia se forja en medio de la guerra popular con un gran y solido manejo de la ideología y con perspectiva histórica, el cual le permite ver y cumplir las tareas partidarias. El Presidente Gonzalo es Jefatura del Partido y la revolución, porque ha definido lo particular de la revolución peruana, y la ley particular no deviene de la ascendencia sino de la aplicación de principios. Pero bajo ninguna circunstancia se dirige la revolución desde la prisión. Como prisionero de guerra el Presidente está sujeto a las condiciones que impone la reacción, está en un proceso en el cual no tenemos el poder. Si tuviésemos nosotros un prisionero de guerra, habría sido distinto; estaría en proceso de hacerle ver que está en el campo de la revolución, y si tiene sanción se aplica, sino entra en proceso de reeducación ideológica. Por tanto no permitiríamos que un prisionero dirija la guerra contrasubversiva del Perú estando en nuestras manos; obviamente tendríamos que tomar medidas. Todo general quiere dirigir la guerra donde esté, pero éste se presta a lo que el enemigo impone más allá de lo que él quisiera. Consideramos que es por ello que la reacción no va a permitir que el Presidente dirija la guerra popular desde la cárcel, más si fomentaría todo tipo de capitulación. Para ello organizarían reuniones de “dirección nacional”. Partir de la realidad: la reacción aplica contrarrevolución y nosotros la guerra popular. Por ello la posición del Partido es exigir la presentación pública; así desenmascaramos la patraña del enemigo. De lo que el Presidente se pronuncie se tomará posición, se acatará en tanto se sujete a los principios partidarios.
La revolución no avanza por la espontaneidad de los comunistas.
