According to the world’s commercial press, Venezuela now lives in unprecedented chaos. According to this matrix of opinion, globally widespread, the country is collapsing, nothing works here, we live under a dictatorship, and the only way out is the removal of the government of current President Nicolas Maduro, for which a recall referendum is being driven.
All this is part of a war that is taken against the Bolivarian process, which has been trying to build a new society in this last 17 years. You cannot stop to consider that these changes are being made within the framework of a democratic system, where the vast majority of the population chose that path through a vote. The Bolivarian process is held genuinely through the popular vote.
Since President Hugo Chavez won in 1998, it has continually been holding open, fair and transparent elections and it is the people itself that have elected what we have. There is no imposition here. The government that was opened since then has brought a number of improvements to the population; that is unquestionable. Therefore it is impossible to speak of chaos.
The international right-wing hoped that with the death of Hugo Chavez and the arrival of Nicolas Maduro, everything built up over all this years, the progress of the revolution, would fail. But it was not like that. Maduro democratically won the presidency. The Bolivarian process went ahead, albeit with great difficulty, due to the continued harassment to which it was subjected, by the pressures and repeated attacks in all areas.
As a result of all that pressure was created a situation where there are problems. It is true that there is a very complicated difficult economic situation for the population. The declining oil prices internationally represented a blow to the national economy. Unfortunately, like before 1998, we remain a rentier country without our own production, and rely on imports for almost everything, even food.
The price of a barrel of oil fell to $20 as a result of manipulation of the stock exchanges trying to ruin Venezuela [as well as Russia and Iran, all major oil producers], having come to be about $200 at another time. This very largely dismantled the economy.
The big problem is that there is little domestic production, and most parts of it are bought out, so the state is at the mercy of these private companies, speculating at ease.
This shows a basic structural problem of the country that is still living off oil revenues and that leaves aside our own production.
Therefore, at this moment the government is promoting urban gardens as a way to gradually introduce a new culture, to exit from the oil rentier economy and not rely on imports.
Hence a very large part of the urban population has begun to produce pulses and vegetables in small home gardens: such as lettuce, tomato, onion, paprika.
These are principle palliatives to address the current crisis.
What the right-wing care least about is the people. All they want is to get rid of the Bolivarian government; therefore they implement all this policy of aggression against the revolution, food shortages, polarization, denunciations and chaos with which they inundate the entire media space. In short, if someone suffers with all of that, it is the same population they claim to defend and for whom they are supposedly worried. What drives the right-wing is the removal of president Maduro through a referendum; for it serves to the economic chaos that is occurring.
Shortages and inflation bring discomfort, no doubt. And indeed there have been protests from people, because shortages and long lines bother, that's clear. But what circulates through the mass media is false, it is an exaggeration.
Much of that discomfort is due to the provocateurs who incite the population, when they reach to the queues and shout against the government protesting against hunger as alleged proceeds of inefficiency of Maduro and this "Castro-communist dictatorship” that has subjugated us. Of course all these manipulations try to lead to despair; and somehow they succeed.
Then the press comes and speaks of chaos. There have been dead, it is true, but that is the result of those clashes that the provocateurs encourage. It is not true that there is an open repression against the population.
We are quite far from a repressive state that shoots against a population.
It can be seen that there is an intention of the international right-wing to stop any process of popular democracy or social progress that give prominence to the workers, so anything is done to stop these changes, such as those being carried out in Nicaragua, Bolivia, and Ecuador.
The idea is to get out of the way any process of change. We know that none of these are socialist governments in the strict sense of the word, but they drive improvements for the large popular majorities.
They are not governments that came through a socialist revolution, but they are against imperial policies.
This hurts the right-wing, and here in Venezuela, although the large companies maintain their business, they have gone out of the political leadership of the country.
That's something they do not forgive, and that is why the empire also reacts. In summary, this let us see that the economic right-wing want to handle everything, including the political sphere.
What they do not forgive is the intention of sovereignty.

“In the coming weeks a date will be established for the proceedings to be held at the Embassy of Ecuador in the United Kingdom,” states a communique released by Ecuador’s foreign ministry.
The Swedish government recently made a formal request to interview Assange in Ecuador’s London embassy, a shift in policy that could mark an end to the stalemate between Swedish authorities and the whistleblower.
Assange, 44, has been living in Ecuador’s London embassy since 2012 over fears of extradition to Sweden and ultimately political persecution in the United States due to his organization’s leaking of diplomatic cables. The WikiLeaks founder is wanted for questioning by Swedish authorities over rape allegations that reportedly took place in 2010, claims he has always denied.
Ecuador has repeatedly called for Swedish prosecutors to hear Assange’s statements over the rape allegations in its London Embassy and has long reiterated its willingness to cooperate with the Swedish justice system.
“For more than four years, the Government of Ecuador has offered to cooperate in facilitating the questioning of Julian Assange in the Ecuadorian Embassy in London, as well as proposing other political and legal measures, in order to reach a satisfactory solution for all parties involved in the legal case against Julian Assange.”
The WikiLeaks founder entered his fifth year inside the Ecuadorean Embassy on June 20 in conditions the United Nations has deemed arbitrary detention. Swedish and British authorities dismissed the U.N. ruling, which was made a day before the former requested to interview Assange in London.
Ecuador’s decision to continue to grant asylum to Assange has sparked friction with not just Sweden and the U.S., but also the U.K. But on Wednesday Ecuador’s Foreign Ministry was unequivocal in reaffirming the country’s support for both the U.N. ruling and the whistleblower’s continued asylym.
“These proceedings... do not affect the recent opinions and recommendations of the Working Group on Arbitrary Detentions of the United Nations (opinion 54/2015), which found that Julian Assange is being arbitrarily detained.”
“Ecuador's Foreign Ministry reiterates its commitment to the asylum granted to Julian Assange in August 2012, and reaffirms that the protection afforded by the Ecuadorian State shall continue while the circumstances persist that led to the granting of asylum, namely fears of political persecution.”

Assange hints murdered DNC staffer could've been Wikileaks source, offers $20k reward for info
The whistleblowing organization Wikileaks wants to catch those responsible for the murder of Democratic National Committee (DNC) staffer Seth Rich and are now offering a $20,000 reward for information.
The group’s co-founder Julian Assange suggested on Dutch television that if Rich is the source of the 20,000 emails exposing the party’s sabotage of the Bernie Sanders campaign in favor of Hillary Clinton, he may have been killed over it.
However, when asked if Rich was a Wikileaks source, Assange refused to comment, merely saying they were investigating the circumstances surrounding his murder.
Wikileaks tweeted about the reward on Tuesday for information leading to the “conviction for the murder of DNC staffer Seth Rich.”
Rich worked as voter expansion data director at the DNC before he was shot twice on his way home on July 10. He died later in hospital.
“If it was a robbery — it failed because he still has his watch, he still has his money — he still has his credit cards, still had his phone so it was a wasted effort except we lost a life,” his father Joel Rich told local TV station KMTV.
Assange made his comments on Dutch television show Nieuwsuur. When asked why he was commenting on Rich’s murder, he said,
“Because we have to understand how high the stakes are in the United States.”
Wikileaks offers a secure upload submission option in which no identifying data about a source is recorded, according to the whistleblowing website.
Under these circumstances, Assange and Wikileaks staff would not know who sent them the DNC emails.

On the night of 15th July, there was an attempt at a coup. Within a short space of time it became clear that the putschists lacked depth and that probably they were officers in the process of betraying one another. And before the putsch had been in progress for as little as two hours, the AKP government went over to the counter-attack, starting manoeuvres aimed at neutralising the coup. And by ensuring mass support, they dressed themselves up as "great democracy heroes".
All developments revealed the weakness of the coup and had the result of strengthening the AKP. Together with the coup's failure it became clear that it would essentially serve as a basis for attacks on the people and the would be confronted by these attacks.
Both the putschists and the AKP which came out against the putsch wanted to be strong enough to eliminate each other. And both shared the common characteristic of being enemies of the people and collaborators with imperialism.
Experiencing all this, what is essential for us is what attitude to adopt to such a coup or clash...
From the first moments, before the result of the coup was obvious, we considered that events were charged with hostility to the people. Every turn, every clash taking place in the front presented by the oligarchy bore the character of hostility to the people and action was taken on this basis, and the Halk Cephesi (People's Front) in particular sought to protect our neighbourhoods and institutions and adopt a correct attitude to both the forces of the oligarchy in conflict with one another, presenting this approach openly and clearly.
Wherever they were, our masses went into action showing willpower and a correct ideological approach... Their slogan was "Down with the oligarchy, long live people's power!" If they had a weapon they armed themselves with it, if not, they held stones and Molotov cocktails. But most important of all they went out into the streets armed with their hearts and consciousness and and acted with the determination to support the people and their neighbourhoods.
This is a Cephe (Front) tradition, the spirit of the Cephe. On the morning of 12th September (1980) with the advent of the fascist junta, revolutionary duties were put forward and the supporters of the Cephe went into action with the slogan, "The Junta Cannot Make The People Surrender", and following 15th July revolutionary duties were also not set aside, they showed readiness for new developments and went into action to repel fascist attacks.
Our belief is not and can never be that it is like a holiday for revolutionaries when the fascists are preoccupied with viciously fighting one another... And with the consciousness of establishing revolutionary people's power, their hearts beat for this and everything focused on this, was thought through and fought for...
Events Are A Fight For Power Within The Oligarchy Created By The Crisis Of The Oligarchy's Inability To Rule!
The basic reason for the coup is the crisis engendered by the oligarchy's inability to rule. It started as an AKP-Cemaat (translator's note, hereafter TN: Fethullah Gülen movement) clash, and from that day to this the political crisis reached the point where it not only deepened but drew other forces into the conflict... To establish a government on a sound basis, to form a government completely under its control, it finds itself in confrontation with every other sector. Because it is powerless. And being powerless there are no forces with which it can act together that it can trust.
Moreover, in the fight within the oligarchy the AKP lacks alternatives. No force alone has the strength to ensure stability in the name of the government. This being so, it is also a matter of the AKP's needs... Removing the AKP from power and installing in its place a powerful government, one of the methods for doing this was the coup, which came onto the agenda as their own internal contradictions reached their deepest point. And the coup was the product of these contradictions.
This was not clear in the first hours but while the coup was the culmination of developments, it was completely unable to take hold. This arose from the shallowness of the putsch.
They started a coup, but began to be afraid from the moment of starting it. Nobody saw any high-ranking general step onto the stage. Someone wanted to do something, but who it was and what they wanted to achieve were not at all obvious.
Some hours after the AKP went over to the attack, the putschists briefly occupied TRT (TN: state TV and radio broadcasting centre in Turkey). A group calling itself "Yurtta Sulh Konseyi" (TN: "Council For Peace In The Country") made a speaker read out an announcement, but they could not hold onto TRT long and lost it... For a time there were also attempts to occupy CNN Türk television but this too only lasted a short while, etc.
In brief, this putschist group was liquidated in a short time because it did not get the support it hoped for in the localities, and support was necessary. This being the case, it also resorted to massacres and shows of strength to get a result, but when this too was unsuccessful, it showed a complete lack of coordination and began to surrender.
They took fright, because the force they were relying on was imperialism. The imperialists were far from giving clear and open support but it appeared that if the putsch were successful they would support it, and perhaps had made this clear beforehand.
Statements by the USA in particular showed this clearly, in the first moments they used words like "we are following it" and referred to "sides".
For that matter, the statements by the putschists showed their ties to imperialism and also showed that they were not a force on the side of the people and therefore not acting out of concern for the people. This was particularly stressed in a statement they issued:
"The Council For Peace In The Country: Every precaution will be taken to meet obligations to the UN, NATO and all other international institutions."
The putschists announced that they were tied to the UN and NATO... And they announced these ties from the first moment. When the putschists announced that everything they would do would conform to what imperialism said, how could they be on the side of the people or concerned about the people? Or be concerned about the homeland? It is clear that they would be marching in lockstep behind imperialism while the people are left hungry.
Are the AKP, and Erdogan, who rushed to oppose the putsch in order to safeguard their own government, different from them? Certainly not. From their first statements too they felt the need to be on the side of the USA... Foreign Minister Mevlüt Cavusoglu gained support from the US State Department as the hours advanced, received support in a phone conversation from the US Secretary of State and declared while announcing this that his confidence was growing.
In the following hours too Erdogan felt on top of the situation. Obama also expressed open support and the AKP began to feel more confident in taking action...
OUR PEOPLE, DO NOT LET YOURSELVES BE USED AS A TOOL IN THE CLASH WITHIN THE OLIGARCHY!
Erdogan and the AKP's objective in calling the people out into the streets was to eliminate the coup by aligning popular support behind themselves and to cash in on opposition to the coup and sanctimoniousness about democracy.
Alongside this, with the aim of firming up its own grip on power, this mobilised mass of people was sent against revolutionaries and areas not under control in the coup environment, with the aim of eliminating the revolutionaries and strengthening their own grip on power.
For this reason they did not neglect to centrally direct and control calls to the people to go out into the squares. Central loudspeakers particularly situated in mosques so that prayer calls can be broadcast by muezzins were used to gather support by calling people out into the streets.
Behind these calls to people to go out into the streets lay the goal of crushing the putschists and carrying out an intimidation operation, and regaining the support of the masses on an anti-putsch basis.
While for a considerable time the AKP has used force to suppress every demand of the people for rights and has banned people and workers seeking rights from assemblies in the city squares, this time when its own rule was in danger it wanted the people to go out into the streets to protect its government.
In the first days of these calls by the AKP, while there was not a very great response seen from the AKP masses, other than from skull-capped fascists, there was some resonance obvious from certain circles in the name of "opposing the coup" and "supporting democracy".
The first shock of the putsch and in particular bombing by the putschists also boosted this effect. All bourgeois parties, including the HDP, lined up behind the AKP, explaining that they were against the coup, and they gave the AKP strength and confidence.
This fight is a fight of no interest to any section of the people. The oligarchy's own internal battle is a battle to determine who will be in government against the people. The AKP, which for months has been carrying out massacres in Kurdistan and defending them vociferously, is today cursing the massacres by the putschists. Any subject that is problematic for them they try to tear down.
Hardly a week had passed before they started to say it was the putschists who killed the Russian pilots etc. (sic) (TN: in fact one Russian was killed after he ejected from a plane shot down by the Turkish armed forces in November 2015.
The other crew member was rescued by the Syrian army. At the time Erdogan and the then prime minister of Turkey, Davutoglu, gave every indication of approving of the shootdown, but it may now suit Erdogan to blame the incident and the dramatic worsening of relations with Russia that followed on the putschists.) With classic AKP demagogy they seek to deceive the people.
The AKP is also, when it comes to hostility to the people and committing massacres, just as expert as the putschists.
From the first moments of the coup some minds were confused: some in opposition to the AKP supporting the putsch, or being positively inclined towards it, while for others opposition to it is being dressed up as being a defender of democracy - in fact both approaches are wrong... Because the putschists and the AKP are cut from the same cloth. Both are children of imperialism and hostile to the people. And being against the coup is not being a defender of democracy... Breathing life into AKP fascism cannot be explained as being a defence of democracy.
The people have no interests at all in this fight...
The sides engaged in the fight are such enemies of the people that one set bombed and raked with gunfire people who happened to be out in the streets at the time, while another set counted on calling out people into the streets to attack revolutionaries, and indeed attacks were carried out.
This is made clear by the fact that calls to go out into the squares were mainly directed at getting people who responded to head in the direction of neighbourhoods where revolutionaries are to be found.
For days AKP supporters have been attempting attacks on neighbourhoods, especially those inhabited by revolutionaries. This is certainly not a coincidence. If the AKP does this it is not done without a purpose. The AKP is turning its dogs loose on the people, and this is the product of its drive to intimidate them. Because the AKP knows that within the oligarchy, control in one form or another can be assured and its government can continue.
But the people are dangerous. And the people are very dangerous if they act together with revolutionaries and fight and take part in clashes under revolutionary leadership. So in an area where revolutionaries are present in an organised fashion, it is absolutely imperative to eliminate them. Otherwise, however much the government may strengthen itself, the greatest danger to itself will continue and there can be no safety for it.
For this reason, on the one hand it is continuing the dog fight within itself at the highest level, carrying out a clean-up operation within the state as a result of the coup attempt and turning this into an operation to ensure its own control, while on the other it is sending its dogs to assault our neighbourhoods in an effort to eliminate the revolutionaries.
THE CEPHE, SINCE THE BEGINNING AT THE SIDE OF THE PEOPLE, AND AT THEIR HEAD
Cepheliler (supporters of the Cephe or Front) were from the first moments of the coup in the streets and together with the people were organising popular resistance to fascist attacks. When news of the coup was confirmed, immediately after Cepheliler in the neighbourhoods where they live went out into the streets to protect their neighbourhoods and the people.
They reached for their weapons, taking hold of any kind of weapon they could obtain, but the most important weapon was their hearts, with the consciousness of being Cepheliler they went out into the streets... And in organising resistance they also experienced attack by fascist police... At midnight they were fighting both the putsch and the AKP's counter-putsch...
The masses the AKP gathered were sent to houses to attempt attacks on the people, and their attacks on revolutionaries were carried out in a determined fashion, but they knew their limitations and were driven off by those defending their neighbourhoods...
Dev-Gencliler (supporters of Revolutionary Youth) in Okmeydani went out into the streets, after being informed they began to engage in agitation, they met attacks directed at the neighbourhood, they patrolled the neighbourhood and at certain points provided security. At some of these security points they also drove off attackers.
In Gazi neighbourhood, the locals responded to groups at the entrance who spread to different areas, summoned there by mosque announcements, they worked to drive off these groups and fascist organisations who gathered there, in this way replying to the putschists and the AKP... Similar resistance occurred in Cayan, Kucukarmutlu, Bagcilar and other neighbourhoods (TN: all of these are districts in Istanbul). News was also received of similar occurrences in various areas of Anatolia...
The Cephe met the putsch in this manner and the following day showed the same consciousness and resolve, and this time prepared to act in a more organised manner.
At internal meetings, decisions were clarified and then acted upon, attitudes to the putsch and the AKP were then immediately communicated to the people concerning how to defend neighbourhoods, how to protect them from fascist attack and how to defend the people.
On the second day (Saturday) action was taken in a more organised fashion. Determination was shown as regards setting up barricades, where weapons would be placed and at what points intervention would take place.
Also neighbourhood small businesses were visited and informed of how mosque imams and their announcements were being used as a propaganda instrument. The mosque imams were given warnings, while the people and small businesses were summoned to resistance.
And indeed AKP-organised fascist attacks took place before much time had passed, but even as they got under way, interventions by the revolutionaries and the people forced the attackers to scatter.
The AKP organised with some difficulty a mass of people but with the leadership of revolutionaries, these were prevented from getting into our neighbourhoods, and those who had come to intimidate were themselves intimidated. At this point it was left to the police to launch attacks.
By the third day it was henceforth the fascist police that the AKP selected as the basis for attacking our neighbourhoods... It was not able to organise fascist mobs to attack them...
The basic cause of this is the Cephe's determination, and its basic viewpoint of never abandoning the people and having confidence in them.
While quite a lot of others were still hearing the footsteps of the coup and calculating "how can I escape?", the state of mind of Cepheliler was quite different. And this was such that it was only days later in Gazi, namely on Monday evening (18th July) that Sultangazi Solidarity, composed of the HDP and the great bulk of the "left", called on the people to take up duties against fascism... That is, days after people had been guarding their neighbourhoods and clashes had broken out...
They did not behave differently from how they had behaved at the time of the 12th September junta, abandoning the people and only thinking of their own skins...
In short, the Cephe together with the people, by organising resistance is conducting a correct and just fight. This is not to take a side in the fight within the oligarchy but to take conscious actions to organise people's war.
THE CRISIS IN THE OLIGARCHY IS NOT RESOLVED AND IT WILL DEEPEN
The fight within the oligarchy today, with the AKP holding onto government and using all its strength against the putschists and taking advantage of the opportunity to reshape the state as it wishes, does not mean that its crisis is at an end.
On the contrary, the crisis will only continue to deepen. The bosses have been warning the AKP, which has been shaking the foundations of the state as it has been constituted up to now. In statements they have made the EU and USA have clearly said, "Do not go too far."
With an already corrupted government with weakened foundations, an unrestrained purge aimed at installing new cadres in their place is going to cause problems and a great deal more thrashing around, and the government is not far from being shaken by even greater tremors.
The government of a neo-colonial country is weak. Because of its internal conflicts, it loses cadres and becomes powerless, entering a coma-like state.
Today, having overcome the putsch, the AKP feels wind in its sails and is waving its cutlass around, but the bosses are issuing warnings that in this state its life expectancy will not be very long...
And what worries them is that the oligarchic state's life expectancy is not much longer than that of the AKP's. And they see that their developing crisis will, in the end, benefit revolutionaries.
For governments that are enemies of the people, their greatest fear is people's war.
Today, despite all appearance of strength, they cannot succeed in getting large masses into the squares and the AKP is only left with its own narrow fascist cadre base. There is no reason why the AKP should not encounter even greater opposition from the people.
A government exploiting the people to the marrow and leaving them hungry is not in a condition to deceive the people much longer.
Observing a deepening economic crisis and today a period of fairly deep political crisis, there is no reason at all why it should not conclude in an even deeper social crisis. And this crisis will create conditions for a fight to be waged for people's power.
This is why every Cepheli has the duty to organise, to be better armed, to fight to arm the people at all times, in order to build up the people's war. The duty: to turn the deepening crisis of the oligarchy into organising the people for people's power. The duty: deepen the crisis of the oligarchy with the aim of building up the war.
OUR PEOPLE!
Let us organise in the ranks of the Party-Front in order to deepen the crisis of the oligarchy yet further. The Party-Front is the only organisation struggling against the oligarchy for people's power. The Cephe is the force that organises for people's war on the side of the people, despite all attacks by the oligarchy and by fascism. Without fighting against the oligarchy, which is solely responsible for the hunger of the people and for poverty, without tearing down all forces of the oligarchy, the putschists and the AKP, people's liberation is not possible. Let us fight against those responsible for hunger and poverty... Let us demand a reckoning from those responsible for our hunger and the tyranny we experience.
Kurds and Turks, Laz, Cherkess, Arabs, Georgians, all our people's liberation is through joint struggle and war.
The Party-Front is the force organising war.
Let us organise in the ranks of the Cephe, get armed and establish our own power through people's war!

India: Maoists welcome Soni Sori’s march, but without tricolour
In an audio statement released on Monday, the Central Committee [CC] of the outlawed Communist Party of India-Maoist (CPI-Maoist) has “appealed” to the tribal activist and Aam Aadmi Party [AAP] leader in south Chattisgarh, Soni Sori, to refrain from hoisting the national flag in the partially rebel controlled areas of south Chattisgarh. On Tuesday, Ms. Sori started a weeklong march from Dantewada in south Chattisgarh to hoist the national flag at Gompad village in the adjacent Sukma district. But following the Maoist “appeal”, it may not be very safe for her to march to Gompad and raise the tricolour on Independence Day.
“The police tortured you [and] the officer, Ankit Garg, [who] is responsible for attacks on you, are protected by the same tricolour and [thus] we would request you to refrain from raising it on August 15,” the Maoist audio statement said.
The statement further claimed that it is not only Ms. Sori but all the political outfits, including mainstream parties like the “Communist Party of India [CPI], or even the Congress”, and a host of civil liberties or women’s groups and journalists, that are routinely under attack by the security forces in south Chattisgarh.
“As you know, all these groups, who are mainly tribals, are targeted from all sides by a State, which is continuing with a multi-level oppression against the tribals. Is it reasonable for you to raise the flag of that State?” the statement said.
However, the statement, read by the spokesperson of CC, Vikalp Dandak, also underscored that the party welcomes Ms. Sori’s decision to march through Maoist-controlled areas to Gompad, where a villager was raped and killed recently.
“We do not oppose the march as it would highlight the atrocities committed by the security personnel, but just oppose the hoisting of the tricolour,” the statement said.

The Communist Party of the Philippines (CPP) today said the New People’s Army (NPA) must further expand use of command-detonated explosives (CDX) in launching tactical offensives against the reactionary armed forces, police and all its attached paramilitaries.
The Communist Party of the Philippines (CPP) today said the New People’s Army (NPA) must further expand use of command-detonated explosives (CDX) in launching tactical offensives against the reactionary armed forces, police and all its attached paramilitaries.
“The CPP and NPA reject the baseless demand of GRP President Rodrigo Duterte for the NPA to stop using CDX landmines which are legitimate weapons of war and are allowed under the Geneva Conventions and the Ottawa Treaty on Landmines.”
According to Duterte, he has long repeatedly told the NPA in Mindanao to stop using landmines which he claims are banned under international conventions. “Perhaps, he has not been closely listening to explanations about landmine conventions and distinctions made about different types of landmines.”
“The aim of the Ottawa Treaty banning anti-personnel landmines is to protect civilians from accidental explosions,” pointed out the CPP. The Treaty defines anti-personnel mines as those designed to be exploded by “the presence, proximity or contact of a person.”
“The explosives and landmines used by NPA are command-detonated or blasted manually, some with a battery-powered electronic trigger held by a Red fighter,” added the CPP. “CDX landmines, which NPA ordnance units manufacture carefully, will not explode simply if it is stepped on, tripped upon or kicked around.”
“Furthermore, CDX landmines are not laid out indiscriminately and are always manned or within the immediate proximity of the NPA unit that emplaced them,” pointed out the CPP. “There has yet to be an incident where a CDX landmine laid by the NPA was accidentally exploded by a civilian.”
“The NPA is very careful about using weapons that may accidentally hurt or injure civilians,” said the CPP. “Even indigenous booby traps such as punji sticks are used with discrimination and are not left unmanned.”
“Contrary to Duterte’s demand for the NPA to stop using its CDX landmines, the NPA and the people’s militias must further expand the use of such weapons,” said the CPP.
It added: “CDX landmines are a poor man’s weapon. These are mass-produced by people who have no recourse to the expensive rockets and howitzers of state-funded armies.
It is a weapon than can only be effectively used by those who have mastery of terrain. It must continue to be effectively and widely employed in waging mass guerrilla warfare.
The mass movement to manufacture CDX landmines must be stepped-up. Every unit of the NPA, including all units of the people’s militias, must have their own supply of CDX landmines, and must have the skill and plan to employ these as defensive and offensive weapons against the enemy.”
“CDX landmines have been proven to be highly effective weapons at thwarting the frenzied military offensives of the AFP,” said the CPP. “This is the reason why the AFP has been so adamant in its demand for the NPA to stop using CDX landmines to the point of mindlessly citing international prohibitions even without a comprehensive and clear understanding of those.”

JOSE MARIA SISON ON HISTORIC IMPORTANCE OF CULTURAL REVOLUTION
A New Stage in the Socialist Revolution
The Great Proletarian Cultural Revolution now unfolding is a great revolution that touches people to their very souls and constitutes a new stage in the development of the socialist revolution in our country, a stage which is both broader and deeper.
At the Tenth Plenary Session of the Eighth Central Committee of the Party, Comrade Mao Tse-tung said: to overthrow a political power, it is always necessary first of all to create public opinion, to do work in the ideological sphere. This is true for the revolutionary class as well as for the counter-revolutionary class. This thesis of Comrade Mao Tse-tung’s has been proved entirely correct in practice.
Although the bourgeoisie has been overthrown, it is still trying to use the old ideas, culture, customs and habits of the exploiting classes to corrupt the masses, capture their minds and endeavour to stage a comeback. The proletariat must do the exact opposite: it must meet head-on every challenge of the bourgeoisie in the ideological field and use the new ideas, culture, customs and habits of the proletariat to change the mental outlook of the whole of society.
At present, our objective is to struggle against and overthrow those persons in authority who are taking the capitalist road, to criticize and repudiate the reactionary bourgeois academic “authorities” and the ideology of the bourgeoisie and all other exploiting classes and to transform education, literature and art and all other parts of the superstructure not in correspondence with the socialist economic base, so as to facilitate the consolidation and development of the socialist system.

The Main Current and the Zigzags
The masses of the workers, peasants, soldiers, revolutionary intellectuals, and revolutionary cadres form the main force in this Great Cultural Revolution. Large numbers of revolutionary young people, previously unknown, have become courageous and daring pathbreakers. They are vigorous in action and intelligent. Through the media of big-character posters and great debates, they argue things out, expose and criticize thoroughly, and launch resolute attacks on the open and hidden representatives of the bourgeoisie. In such a great revolutionary movement, it is hardly avoidable that they should show shortcomings of one kind or another; however, their general revolutionary orientation has been correct from the beginning. This is the main current in the Great Proletarian Cultural Revolution. It is the general direction along which this revolution continues to advance.
Since the Cultural Revolution is a revolution, it inevitably meets with resistance. This resistance comes chiefly from those in authority who have wormed their way into the Party and are taking the capitalist road. It also comes from the force of habits from the old society. At present, this resistance is still fairly strong and stubborn. But after all, the Great Proletarian Cultural Revolution is an irresistible general trend. There is abundant evidence that such resistance will be quickly broken down once the masses become fully aroused.
Because the resistance is fairly strong, there will be reversals and even repeated reversals in this struggle. There is no harm in this. It tempers the proletariat and other working people, and especially the younger generation, teaches them lessons and gives them experience, and helps them to understand that the revolutionary road zigzags and does not run smoothly.

Put Daring Above Everything Else
and Boldly Arouse the Masses
The outcome of this Great Cultural Revolution will be determined by whether or not the Party leadership dares boldly to arouse the masses.
Currently, there are four different situations with regard to the leadership being given to the movement of Cultural Revolution by Party organizations at various levels:
(1) There is the situation in which the persons in charge of Party organizations stand in the van of the movement and dare to arouse the masses boldly. They put daring above everything else, they are dauntless communist fighters and good pupils of Chairman Mao. They advocate the big-character posters and great debates. They encourage the masses to expose every kind of ghost and monster and also to criticize the shortcomings and errors in the work of the persons in charge. This correct kind of leadership is the result of putting proletarian politics in the forefront and Mao Tse-tung’s thought in the lead.
(2) In many units, the persons in charge have a very poor understanding of the task of leadership in this great struggle, their leadership is far from being conscientious and effective, and they accordingly find themselves incompetent and in a weak position. They put fear above everything else, stick to outmoded ways and regulations, and are unwilling to break away from conventional practices and move ahead. They have been taken unaware by the new order of things, the revolutionary order of the masses, with the result that their leadership lags behind the situation, lags behind the masses.
(3) In some units, the persons in charge, who made mistakes of one kind or another in the past, are even more prone to put fear above everything else, being afraid that the masses will catch them out. Actually, if they make serious self-criticism and accept the criticism of the masses, the Party and the masses will make allowances for their mistakes. But if the persons in charge don’t, they will continue to make mistakes and become obstacles to the mass movement.
(4) Some units are controlled by those who have wormed their way into the Party and are taking the capitalist road. Such persons in authority are extremely afraid of being exposed by the masses and therefore seek every possible pretext to suppress the mass movement. They resort to such tactics as shifting the targets for attack and turning black into white in an attempt to lead the movement astray. When they find themselves very isolated and no longer able to carry on as before, they resort still more to intrigues, stabbing people in the back, spreading rumours, and blurring the distinction between revolution and counter-revolution as much as they can, all for the purpose of attacking the revolutionaries.
What the Central Committee of the Party demands of the Party committees at all levels is that they persevere in giving correct leadership, put daring above everything else, boldly arouse the masses, change the state of weakness and incompetence where it exists, encourage those comrades who have made mistakes but are willing to correct them to cast off their mental burdens and join in the struggle, and dismiss from their leading posts all those in authority who are taking the capitalist road and so make possible the recapture of the leadership for the proletarian revolution.

Let the Masses Educate Themselves in the Movement
In the Great Proletarian Cultural Revolution, the only method is for the masses to liberate themselves, and any method of doing things in their stead must not be used.
Trust the masses, rely on them and respect their initiative. Cast out fear. Don’t be afraid of disturbances. Chairman Mao has often told us that revolution cannot be so very refined, so gentle, so temperate, kind, courteous, restrained and magnanimous. Let the masses educate themselves in this great revolutionary movement and learn to distinguish between right and wrong and between correct and incorrect ways of doing things.
Make the fullest use of big-character posters and great debates to argue matters out, so that the masses can clarify the correct views, criticize the wrong views and expose all the ghosts and monsters. In this way the masses will be able to raise their political consciousness in the course of the struggle, enhance their abilities and talents, distinguish right from wrong and draw a clear line between ourselves and the enemy.

Firmly Apply the Class Line of the Party
Who are our enemies? Who are our friends? This is a question of the first importance for the revolution and it is likewise a question of the first importance for the Great Cultural Revolution.
Party leadership should be good at discovering the left and developing and strengthening the ranks of the left; it should firmly rely on the revolutionary left. During the movement this is the only way to isolate the most reactionary rightists thoroughly, win over the middle and unite with the great majority so that by the end of the movement we shall achieve the unity of more than 95 per cent of the cadres and more than 95 per cent of the masses.
Concentrate all forces to strike at the handful of ultra-reactionary bourgeois rightists and counter-revolutionary revisionists, and expose and criticize to the full their crimes against the Party, against socialism and against Mao Tse-tung’s thought so as to isolate them to the maximum.
The main target of the present movement is those within the Party who are in authority and are taking the capitalist road.
Care should be taken to distinguish strictly between the anti-Party, anti-socialist rightists and those who support the Party and socialism but have said or done something wrong or have written some bad articles or other works.
Care should be taken to distinguish strictly between the reactionary bourgeois scholar despots and “authorities” on the one hand and people who have the ordinary bourgeois academic ideas on the other.

Correct Handling of Contradictions Among the People
A strict distinction must be made between the two different types of contradictions: those among the people and those between ourselves and the enemy. Contradictions among the people must not be made into contradictions between ourselves and the enemy; nor must contradictions between ourselves and the enemy be regarded as contradictions among the people.
It is normal for the masses to hold different views. Contention between different views is unavoidable, necessary and beneficial. In the course of normal and full debate, the masses will affirm what is right, correct what is wrong and gradually reach unanimity.
The method to be used in debates is to present the facts, reason things out, and persuade through reasoning.
Any method of forcing a minority holding different views to submit is impermissible.
The minority should be protected, because sometimes the truth is with the minority.
Even if the minority is wrong, they should still be allowed to argue their case and reserve their views.
When there is a debate, it should be conducted by reasoning, not by coercion or force.
In the course of debate, every revolutionary should be good at thinking things out for himself and should develop the communist spirit of daring to think, daring to speak and daring to act. On the premise that they have the same general orientation, revolutionary comrades should, for the sake of strengthening unity, avoid endless debate over side issues.

Be on Guard Against Those Who Brand the
Revolutionary Masses as “Counter-Revolutionaries”
In certain schools, units, and work teams of the Cultural Revolution, some of the persons in charge have organized counter-attacks against the masses who put up big-character posters criticizing them. These people have even advanced such slogans as: opposition to the leaders of a unit or a work team means opposition to the Central Committee of the Party, means opposition to the Party and socialism, means counter-revolution. In this way it is inevitable that their blows will fall on some really revolutionary activists. This is an error on matters of orientation, an error of line, and is absolutely impermissible.
A number of persons who suffer from serious ideological errors, and particularly some of the anti-Party and anti-socialist rightists, are taking advantage of certain shortcomings and mistakes in the mass movement to spread rumours and gossip, and engage in agitation, deliberately branding some of the masses as “counter-revolutionaries.” It is necessary to beware of such “pick-pockets” and expose their tricks in good time.
In the course of the movement, with the exception of cases of active counter-revolutionaries where there is clear evidence of crimes such as murder, arson, poisoning, sabotage or theft of state secrets, which should be handled in accordance with the law, no measures should be taken against students at universities, colleges, middle schools and primary schools because of problems that arise in the movement. To prevent the struggle from being diverted from its main target, it is not allowed, under whatever pretext, to incite the masses or the students to struggle against each other. Even proven rightists should be dealt with on the merits of each case at a later stage of the movement.

The Question of Cadres
The cadres fall roughly into the following four categories:
(1) good;
(2) comparatively good;
(3) those who have made serious mistakes but have not become anti-Party, anti-socialist rightists;
(4) the small number of anti-Party, anti-socialist rightists.
In ordinary situations, the first two categories (good and comparatively good ) are the great majority.
The anti-Party, anti-socialist rightists must be fully exposed, refuted, overthrown and completely discredited and their influence eliminated. At the same time, they should be given a chance to turn over a new leaf.

Cultural Revolution Groups, Committees and Congresses
Many new things have begun to emerge in the Great Proletarian Cultural Revolution. The Cultural Revolutionary groups, committees and other organizational forms created by the masses in many schools and units are something new and of great historic importance.
These Cultural Revolutionary groups, committees and congresses are excellent new forms of organization whereby the masses educate themselves under the leadership of the Communist Party. They are an excellent bridge to keep our Party in close contact with the masses. They are organs of power of the proletarian Cultural Revolution.
The struggle of the proletariat against the old ideas, culture, customs and habits left over by all the exploiting classes over thousands of years will necessarily take a very, very long time. Therefore, the Cultural Revolutionary groups, committees and congresses should not be temporary organizations but permanent, standing mass organizations. They are suitable not only for colleges, schools and government and other organizations, but generally also for factories, mines, other enterprises, urban districts and villages.
It is necessary to institute a system of general elections, like that of the Paris Commune, for electing members to the Cultural Revolutionary groups and committees and delegates to the Cultural Revolutionary congresses. The lists of candidates should be put forward by the revolutionary masses after full discussion, and the elections should be held after the masses have discussed the lists over and over again.
The masses are entitled at any time to criticize members of the Cultural Revolutionary groups and committees and delegates elected to the Cultural Revolutionary congresses. If these members or delegates prove incompetent, they can be replaced through election or recalled by the masses after discussion.
The Cultural Revolutionary groups, committees and congresses in colleges and schools should consist mainly of representatives of the revolutionary students. At the same time, they should have a certain number of representatives of the revolutionary teaching and administrative staff and workers.

Educational Reform
In the Great Proletarian Cultural Revolution a most important task is to transform the old educational system and the old principles and methods of teaching.
In this Great Cultural Revolution, the phenomenon of our schools being dominated by bourgeois intellectuals must be completely changed.
In every kind of school we must apply thoroughly the policy advanced by Comrade Mao Tse-tung of education serving proletarian politics and education being combined with productive labour, so as to enable those receiving an education to develop morally, intellectually and physically and to become labourers with socialist consciousness and culture.
The period of schooling should be shortened. Courses should be fewer and better. The teaching material should be thoroughly transformed, in some cases beginning with simplifying complicated material. While their main task is to study, students should also learn other things. That is to say, in addition to their studies they should also learn industrial work, farming and military affairs, and take part in the struggles of the Cultural Revolution to criticize the bourgeoisie as these struggles occur.

The Question of Criticizing by Name in the Press
In the course of the mass movement of the Cultural Revolution, the criticism of bourgeois and feudal ideology should be well combined with the dissemination of the proletarian world outlook and of Marxism-Leninism, Mao Tse-tung’s thought.
Criticism should be organized of typical bourgeois representatives who have wormed their way into the Party and typical reactionary bourgeois academic “authorities,” and this should include criticism of various kinds of reactionary views in philosophy, history, political economy and education, in works and theories of literature and art, in theories of natural science, and in other fields.
Criticism of anyone by name in the press should be decided after discussion by the Party committee at the same level, and in some cases submitted to the Party committee at a higher level for approval.

Policy Towards Scientists, Technicians
and Ordinary Members of Working Staffs
As regards scientists, technicians and ordinary members of working staffs, as long as they are patriotic, work energetically, are not against the Party and socialism, and maintain no illicit relations with any foreign country, we should in the present movement continue to apply the policy of “unity, criticism, unity.” Special care should be taken of those scientists and scientific and technical personnel who have made contributions. Efforts should be made to help them gradually transform their world outlook and their style of work.

The Question of Arrangements for Integration With the
Socialist Education Movement in City and Countryside
The cultural and educational units and leading organs of the Party and government in the large and medium cities are the points of concentration of the present proletarian Cultural Revolution.
The Great Cultural Revolution has enriched the socialist education movement in both city and countryside and raised it to a higher level. Efforts should be made to conduct these two movements in close combination. Arrangements to this effect may be made by various regions and departments in the light of the specific conditions.
The socialist education movement now going on in the countryside and in enterprises in the cities should not be upset where the original arrangements are appropriate and the movement is going well, but should continue in accordance with the original arrangements. However, the questions that are arising in the present Great Proletarian Cultural Revolution should be put to the masses for discussion at the proper time, so as to further foster vigorously proletarian ideology and eradicate bourgeois ideology.
In some places, the Great Proletarian Cultural Revolution is being used as the focus in order to add momentum to the socialist education movement and clean things up in the fields of politics, ideology, organization and economy. This may be done where the local Party committee thinks it appropriate.

and Stimulate Production
The aim of the Great Proletarian Cultural Revolution is to revolutionize people’s ideology and as a consequence to achieve greater, faster, better and more economical results in all fields of work. If the masses are fully aroused and proper arrangements are made, it is possible to carry on both the Cultural Revolution and production without one hampering the other, while guaranteeing high quality in all our work.
The Great Proletarian Cultural Revolution is a powerful motive force for the development of the social productive forces in our country. Any idea of counterposing the Great Cultural Revolution to the development of production is incorrect.

The Armed Forces
In the armed forces, the cultural revolution and the socialist education movement should be carried out in accordance with the instructions of the Military Commission of the Central Committee of the Party and the General Political Department of the People’s Liberation Army.

Mao Tse-tung’s Thought Is the Guide for Action
in the Great Proletarian Cultural Revolution
In the Great Proletarian Cultural Revolution, it is imperative to hold aloft the great red banner of Mao Tse-tung’s thought and put proletarian politics in command. The movement for the creative study and application of Chairman Mao Tse-tung’s works should be carried forward among the masses of the workers, peasants and soldiers, the cadres and the intellectuals, and Mao Tse-tung’s thought should be taken as the guide to action in the Cultural Revolution.
In this complex Great Cultural Revolution, Party committees at all levels must study and apply Chairman Mao’s works all the more conscientiously and in a creative way. In particular, they must study over and over again Chairman Mao’s writings on the Cultural Revolution and on the Party’s methods of leadership, such as On New Democracy, Talks at the Yenan Forum on Literature and Art, On the Correct Handling of Contradictions Among the People, Speech at the Chinese Communist Party’s National Conference on Propaganda Work, Some Questions Concerning Methods of Leadership and Methods of Work of Party Committees.
Party committees at all levels must abide by the directions given by Chairman Mao over the years, namely that they should thoroughly apply the mass line of “from the masses, to the masses” and that they should be pupils before they become teachers. They should try to avoid being one-sided or narrow. They should foster materialist dialectics and oppose metaphysics and scholasticism.
The Great Proletarian Cultural Revolution is bound to achieve brilliant victory under the leadership of the Central Committee of the Party headed by Comrade Mao Tse-tung.
