Stop Encounter Killings In The Name Of Countering Maoism!

Public Statement

23 March, 2010
Countercurrents. org

We, the undersigned, strongly condemn the recent killings of senior CPI (Maoist) leaders Sakhamuri Appa Rao and S. Kondal Reddy in ‘encounters’ by the Andhra Pradesh police.

While the AP police have claimed that they were killed in gun battles in two different incidents in Prakasam and Warangal districts, there are strong grounds to believe that the two Maoist leaders were first arrested in Maharashtra, taken back to AP and then shot in cold blood.

The use of assassination, kidnapping and torture by the forces of the Indian State to contain the Maoist insurgency is not new or surprising but remains even now, as before, an illegal, immoral and reprehensible strategy.

Firstly, the use of such methods by the Indian police, paramilitary forces or army - under whatever pretext- go against basic provisions of the Indian Constitution and puts them on par with ordinary criminals or even terrorists. The fact that the Maoists do not believe in the Indian Constitution does not mean the Indian government should also abandon its commitment to the only consensus document that gives it its own legitimacy. The Indian State has a duty to uphold the Constitution, irrespective of the opponents it faces, and failure to do so robs it of its entire claim to represent ‘Indian law’.

Secondly, there is enough evidence to show that the use of such dirty methods, once justified by the political masters, unfortunately becomes a bad habit making the Indian security forces a threat to the lives of millions of ordinary Indian citizens. The fact that India has one of the world’s highest numbers of custodial deaths and ranks extremely high in the list of countries using torture is testimony to this dubious phenomenon. The people at the receiving end of such violations of law by the Indian State on a day-to-day basis are the Dalit, Adivasi, Muslim, poor communities as also the people of Kashmir and the North-East and this is completely unacceptable.

We demand that the Home Minister of India and the Indian government put an immediate end to the use of abduction, torture and fake encounter killings to tackle the Maoist and other armed insurgencies. Lawless governance and impunity for wrongdoers in uniform leads to loss of faith in democracy. The institutional failures that give rise to insurgencies also need to be understood and tackled in a political manner for any lasting solutions.

Haiti Demonstration at US Embassy in London 24th March 2010

The date March 24th was chosen for the demonstration on Haiti at the US Embassy to mark Marie Jeanne La Martiniere's contribution to the victory of Crete-a -Pierrot on 24th March 1802 during the Haitian Revolution and her award of the highest military honour.

Brother Cecil opened with a speech recounting the history of Haiti and the demand for reparations from France and the United States.

They demonstrators were demanding reparations for the US occupation of Haiti between 1915 to 1934 which arose as a result of President Vibrun Guillaume Sam’s government being overthrown.

In the same way that Italy has agreed to pay Libya $5 billion, stemming from the 30 year occupation which ended in 1943, the Haitians are asking the US government to consider a similar proposal.

The demonstrators were also demanding that France give Haiti reparations as a result of the 150,000,000 gold francs that were extorted from Haiti has punishment and payment for rebellion. Haiti is suffering in poverty and this is one of the root causes that has brought continuous oppression and poverty of the people

The Italian State settlement with reparations for Libya creates a precedent for Haiti said brother Cecil.

There were fiery speeches from brothers and sisters present including one from comrade Nickglais of Democracy and Class Struggle

Solidarity messages were read to the demonstration from Haiti and the United States. It was also noted by those present that there was an unusually high number of machine gun armed police present.

The demonstration demanded :

* End the Occupation

* End the Kidnappings

* Reparations Now

Tuesday, March 23, 2010

Demonstrate for Haiti outside US Embassy, 24 Grosvenor Square, Wednesday 24th March 2-7 pm

Did you Know that the French government extorted 150 million gold francs from Haiti just because they were bold enough to win freedom and independence from France in 1804.

We demand the immediate reparations for the people of Haiti

Since the recent earthquake that occurred on 12th January 2010 did you know that the United States has used humanitarian aid has an excuse to put Haiti under military occupation.

We demand the immediate end to this military occupation and increased genuine humanitarian aid for the Haitian people.

Did you kow that hundreds of children have gone missing since the earthquake ? The 10 Americans who were recently arrested have been let off for kidnapping Haitian children are the tip of the iceberg !

We demand an immediate end to kidnappings of innocent Haitian children

* End the Occupation

* End the Kidnappings

* Reparations Now

Comrade Azad is Safe - Press Release from CPI Maoist

Press Release March 21th, 2010

On March 20th, media published the news that com. AZAD, Spokes Person of CPI(Maoist) was arrested and there was a demand for his release. The information was passed on from DK Special Zone committee’s spokes person com. Gudsa Usendi and Com. Pratap, spokesperson of Central Regional Bureau of our party.

Com. Azad is safe. The information that he was under illegal detention was incorrect.

Com. Azad was supposed to meet com. Shakamuri Apparao @ Ravi in somewhere in Maharashtra. After learning the news of the martyrdom of com. Apparao, Azad did not reach there. Since he could not give feedback to the concerned comrades why he did not reach, there was this confusion. It is natural to get suspicion in the present conditions that Azad was under illegal custody of the notorious APSIB. Com. Shakamuri apparao and com. Kondal Reddy were caught in Chennai and Pune respectively and were killed in cold blooded fashion. Chidambaram knows their arrest and gave a go ahead to this brutal and fascist extra judicial killing.

It was genuine mistake from our Central Regional Bureau and DK Special Zonal Committee.

The incorrectness of the statement occurred owing to the conditions we are in.

In fact, com. Azad sent his replies to Chidambaram’s rubbish on “truce and talks” to media on 12th March. Unfortunately media has not covered.

We request the media to give ample coverage to this information to dispel the confusion. We leant that com. Azad mother had already submitted a memorandum to AP State Human Rights Commisson.

We extend our thanks to the organizations who responded with great concern to the news of arrest of com Azad and demanding his release.
