How did it happen that modern revisionists seize the power?

Extract from Programme of (New) Communist Party of Italy

The possibility to come back is inborn in the nature of socialist countries. To deny this possibility means to deny that class struggle continues also after the working class seized the power.

In general the socialist countries in the first phase of their existence made great steps on in the transformation of the property of means of production, the first of the three aspects of relations of production.

“We have essentially completed the socialist transformation of property”, Mao told in the Sixties. However, the individual property continued to subsist in little measure and the group property of workers still existed on a large scale (kolkhoz, communes, cooperative societies). Besides, it was largely unsolved the problem of eliminating the private property of everyone’s labour-force, also of most qualified labour force: technicians, intellectuals, scientist, etc. So it is as regards the first aspect of relations of productions In socialist countries, at the end of the first phase the mass of workers was still far from being able to direct itself.

It was still far from the condition, as Lenin told,in which “also a cook can direct State business”, also if they had made steps on towards this direction and, on historical plan, the material premises for realizing thus condition were fully set by capitalism itself. Until the members of population are not in this condition en masse, who directs is not a simple delegate to carry out a socially necessary function, replaceable with thousands of other people as much able as him at any moment. He disposes of a personal power that the great majority of other individuals are not able to exercise and that however is socially necessary: it cannot be simply suppressed as anarchists uphold. So it is as regards the second aspect of relation of production and of superstructural relations.

At the end of the first phase, the socialist countries were still far from being able to realize a distribution “to everyone according to his needs”, even if they made some steps on towards this direction and, on historical level, already the capitalism itself fully set the material premises to realize this condition. As much this condition is not carried out, in order to accomplish his duties who directs has at his disposal life and work conditions the other members of population do not have en masse. The distribution “to everybody according to quantity and quality of its work” creates by itself great differences among individuals, tends to re-establish relation of exploitation and besides makes thousand small openings to violations of the principle itself. So it is as regards the third aspect of relations of production and the superstructural relations.

In socialist countries, in the first phase of their life there were made great steps on in putting culture, art and science at workers’ service, so as the cultural, artistic, scientific patrimony could serve to workers for understanding and solving the problems of their spiritual and material life. However culture, art and science still were sectors where the bourgeois conception largely predominated. Intellectual, artists and scientists considered themselves as special people and from many points of view lived a secluded and privileged life.

The mass of population still benefited little of cultural, artistic and scientific patrimony of society. In every one of the fields above indicated there was a cutthroat struggle between bourgeoisie and working class. In socialist countries bourgeoisie is essentially constituted by that part of leaders of the new society (of party, State, mass organizations, public administration and other social institutions) that opposed that transformation and follow the way of capitalism.

Their presence makes grow trends and dreams of restoration.Such trends and dreams unavoidably lead to attempts of restoration. This is an objective datum that will continue to exist during all socialist era and in all socialist countries.

What does it makes this possibility real? The mistakes of the left wing. Those mistakes accumulated and weren’t corrected, and so became systematic till they constituted a line of establishment or restoration and suffocation of germs of Communism and allowed promoters and supporters of restoration to take the direction.

Mistake is possible in every new and unprecedented experience. The deep study of the experience of socialist countries and the fraternal collaboration with the communists of the first socialist countries will give the communists the possibility of not doing the mistakes done in first socialist countries and generally of doing less mistakes.

The two lines struggle in the communist party, the consciousness of class struggle, the knowledge of bourgeoisie in socialist countries, the practice of criticism and self-criticism and, in general, the teachings about class struggle within socialist society outlined in Maoism will allow the future socialist countries to go further on.

The main reason why the revisionist regimes collapsed at the end of the Eighties is the general crisis of capitalist world. It did no more allow continuing the slow and gradual erosion of socialism. The bourgeoisie that ruled socialist countries was no more able to face the debt contracted with the banks and international financial institutions.

It was not able to mobilize the masses of socialist countries for facing the consequences of annulling foreign debts and ended with selling out commodities and resources of socialist countries in the imperialist market, so making plunge the internal economical crisis that transformed in political crisis.

The bourgeoisie of imperialist countries needed new fields of investment, new revenues and markets. Besides, it faced with growing difficulty to the action of disturb the socialist countries were bringing in their relations with the masses of imperialist countries themselves and with semi-colonies and in the relations among the imperialist groups themselves. So,the bourgeoisie had to go for broke. It has been a painful match for the masses, but very risky for the bourgeoisie. It threw the mask and now the struggle between the two classes and the two ways is again open in all socialist countries.

Prachanda hopeful for a 'Maoist-led national govt' soon

Maoist chairman (Prachanda) Pushpa Kamal Dahal on Thursday again reiterated his earlier claim that a 'national unity government' will soon be formed under the leadership of the Maoists.

Stating that a national government "having representation from all political parties" is necessary to prepare new constitution and take the peace process to a logical conclusion, Dahal said that the Maoists, by virtue of being the largest party in the Constituent Assembly, should lead such a coalition government.

Dahal has, however, already said in previous occasions that he is not interested in heading the Maoist-led government.

Speaking to the journalists at Biratnagar Airport before flying to Dharan with other senior party leaders to participate in the regular program the party organizes for its cadres, he claimed that Foreign Minister Sujata Koirala's decision to skip the prime minister's India visit has shown that Nepali Congress is not satisfied with the present government.

"This and failure of the government to renew the trade treaty with India has made it evident that the present UML-led government has been a failure," Dahal said, adding that he has intensified discussion with other political parties for the formation of the Maoist-led coalition government and that the talks so far have been 'positive'.

Dahal including senior leaders Mohan Baidya, Dr Baburam Bhattarai, Ram Bahadur Thapa and Narayan Kaji Shrestha headed to Dharan today to train activists of Kochila, Kirat and Limbuwan state councils

Maoist chairman Prachanda returns from Europe

Tuesday, 18 August 2009 18:37

Maoist chairman Pushpa Kamal Dahal (Prachanda)returned to Nepal wrapping up his nine-day trip to the UK, Russia and Belarus Tuesday

Chairman of Unified CPN (Maoist) Pushpa Kamal Dahal speaking to journalists after his arrival from his Europe tour at Tribhuvan International Airport, Kathmandu, Tuesday, Aug 18 09. Dahal had gone to the UK on August 9 at the invitation of Samyukta Nepali Morcha to train his party supporters on the latest strategy adopted by the party after the central committee meeting.

During his visit, Dahal addressed interaction programmes organised by various Nepali organisations in UK, Belarus and Russia.

Speaking to reporters on his arrival at the Tribhuvan International Airport, Dahal said the Nepali Diaspora in Europe wants a national government under Maoist leadership. "They are of the opinion that peace process cannot reach a logical conclusion without a Maoist-led government," he added.

He was accompanied by his spouse Sita and son Prakash during the trip.

Former Prime Minister Dahal, who returned to Nepal shortly after Prime Minister Madhav Kumar Nepal left for India, said he would strive to form a national government under the leadership of his party.

Stating that there is a possibility of serious political confrontation if the current impasse persisted, Dahal said he would start dialogue with leaders of other parties to find a consensus.

He also argued that the stalemate in the parliament is not because of his party but because of the refusal of the ruling coalition to debate the President's move in the House. nepalnews.com

Poor prospects for continuation of peace talks given Arroyo government's lack of sincerity -- CPP

Monday, 17 August 2009
By CPP Information Bureau

The Communist Party of the Philippines seconds the pessimism of National Democratic Front of the Philippines (NDFP) Negotiating Panel Chair Luis Jalandoni with regard to the prospects of the peace talks between the NDFP and the Government of the Republic of the Philippines (GRP), which are supposed to be held starting the end of August. Gloria Arroyo's Executive Secretary Eduardo Ermita was not telling the truth when he said that their government is bending over backwards just to make sure that the peace talks may proceed.

All along the GRP has been showing bad faith in complying with the agreements during the informal preparatory talks last June 15. Like Comrade Jalandoni, we observe that the GRP seems to be scuttling instead of paving the way for the resumption of formal peace talks.

One of the most important points in the June 15 agreements is the lifting of the GRP's unilateral suspension of the JASIG (Joint Agreement on Safety and Immunity Guarantees), the unconditional release of illegally imprisoned NDFP peace talks panel members, consultants and staff and the dropping of trumped-up charges against them. The NDFP has listed at least 22 peace panel negotiators and consultants who still have to be released according to agreements, before peace talks can proceed.

The GRP has dishonestly given itself credit for the recent releases of NDFP peace panel consultants Elizabeth Principe and Randall Echanis.

Yet, Principe's release was not because of any GRP intercession but simply because the court ordered her release after all trumped-up charges against her have been dismissed. The Nueva Vizcaya Regional Trial Court dismissed last July 6 the last of six cases against her and ordered the Philippine National Police (PNP) to immediately process her papers and release her. But instead of releasing her, the PNP tarried by forwarding her papers to the Armed Forces of the Philippines (AFP) "for comment"--in clear violation of the court order. The AFP tried to block her release, but she finally saw freedom on July 21, while on hunger strike to protest her further detention. Other NDFP consultants and staff members on hunger strike with her to demand their release were Randall Echanis, Eduardo Serrano, Eduardo Sarmiento, Prospero Agudo and other fellow political detainees.

Another NDFP consultant who has been subjected to trumped-up charges, Randall Echanis, was also released this week. But his release is limited to six months or only during the duration of the peace talks. It is utterly foul and malicious that the GRP is making him a hostage of the peace talks.

Aside from the GRP's acts to make difficult or impossible the release of other detained NDFP consultants, the reactionary regime continues to arrest and jail NDFP consultants in blatant violation of the JASIG, as in the case of Alfredo Mapano who was arrested in Cagayan de Oro on August 1 by joint police and military operatives and brought to the PNP Maharlika Detention Center. The arresting officers claimed that they were not aware that Mapano was covered by the JASIG. They know about it now, and yet he remains to date under detention.

All these violations on the part of the GRP shows that it is not really sincere in pursuing the peace talks. Until the GRP shows true compliance with agreements it has made with the NDFP peace panel, we do not see any likelihood that the peace talks will proceed within the term of a regime that keeps on violating agreements and shows no sincerity at all in the peace process. There may be better prospects for the peace talks under a future regime.

“Do not take part in the puppet regime’s presidential and local council elections!”

“Do not take part in the puppet regime’s presidential and local council elections!”
10 August 2009. A World to Win News Service. Following are excerpts from a July leaflet by the Communist (Maoist) Party of Afghanistan.

Dear people of our country!

As you know the second round of the puppet regime’s presidential election and local council elections will be held in late August. The reactionary- imperialist show has already started. We call on all of you: Do not take part in the puppet regime’s presidential and the local council’s elections!

We issue this call because:

First of all: Many people believe that participation in this election will be even less than last time, and that only a very small minority of the population will vote. Our people have the right to react to the upcoming elections with indifference. They experienced the results of previous elections: more murdering bombardments, the deepening and spreading of the regime’s corruption, homelessness, unemployment, poverty and hunger among the toilers…

Under no circumstances sell your votes, either individually or as a group… resist even if you are faced with threats by regime officials and forces or those of the criminal warlords who may belong to different regime gangs…

We in turn see it as our responsibility to resist any sort of superficial or real threats and also struggle against any kind of trading votes by any means available, or at least to expose such cases.

Secondly, like this regime’s previous elections, this campaign, the publicity accompanying it and other aspects will be politically backed, financed and even directly carried out by the occupiers, who are also taking responsibility for its security. The whole election process is firmly controlled by the occupiers…

Taking part in this election means approving the occupation of the country by the reactionary foreign imperialists and also approving the rule of the puppet regime…

Thirdly: the situation today for our country and our people is not basically different than it was during the Soviet social-imperialist occupation and the rule of their lackeys at that time. During the resistance against the occupiers 2.5 million people were killed and millions more suffered pain and grief in many forms, such as homelessness and exile… We did not suffer all that and drive out the Soviet social-imperialists only to allow in the U.S. imperialists and their lackeys. Taking part in this election would mean disrespect for those martyred in the war of resistance against the Soviet social-imperialists and forgetting the suffering and grief that war imposed on our people…

Fourthly: the ruling puppet regime is completely corrupt and plundering. It would be no exaggeration to say it is the most corrupt regime in the history of Afghanistan. Its character cannot be altered by changing its top managers. But your participation in this election, even in the most limited way, would allow this corrupt regime and its corrupted managers to claim that they are elected by the people to continue their corruption and plunder.

Fifthly: most of those who make up the puppet regime are same the criminals who previously belonged to the Khalq and Parcham parties (the pro-Soviet parties who ran the country during the Soviet invasion), the jihadis (the Islamic fundamentalists supported by the West to fight the Soviets) and the Taliban (the extreme fundamentalists in power before the U.S. invasion). Most of the presidential and local council candidates are the same kind of people. The whole process of preparations for this election indicates that open deals have been made, involving deception and widespread fraud, so that the very same ruling criminals, with some small changes, can remain on top. The scandal and disgrace in this respect is such that even many presidential election candidates are talking about boycotting the election. In this situation those who take part in this election spectacle, even with “good intentions”, are seeking to cover the fetid smell of a deep swamp with perfume. This is not possible – the only thing to do is dry up the swamp.

We particularly call on the country’s workers and peasants: Do not take part in the regime’s elections! This regime is the backer and supporter of a bunch of feudal and capitalist exploiters. One of the main goals of this election is to maintain and strengthen the chains of exploitation that bind you hand and foot. Your participation in this election would mean nothing but politically serving your class enemy. Avoid such service to your enemy!

We call on the masses of oppressed girls and women of Afghanistan: Do not take part in the regime’s elections! The imperialist occupiers and their puppet regime are using the woman question to serve their occupation and the selling out of the country. Have a look at the regime from top to bottom! Are not the overwhelming majority of the present regime representatives and the presidential and local council candidates in the second round unrepentant, sworn chauvinists and anti-woman elements who make and approve laws to protect and consolidate the gender slavery of women?

We shouldn’t be misled by the tiny number of women candidates to become regime managers. This is only for show. How many women in the regime’s parliament voted against the woman-enslaving so-called family laws for the Shia community?

We call on the country’s youth: Do not take part in the regime’s elections! Taking part in the regime’s election means participating in the effort to consolidate the puppet rule of this regime. If these efforts are successful, that would only prolong your hopelessness for your future. The more consolidated the occupation state, the longer the occupation war and the more youth will be used as cannon fodder…

We call on the country’s oppressed nations: Do not take part in the regime’s elections! This regime is inherently a chauvinist regime and perpetrator of the national oppression of the oppressed nations of this country. This character is formally recorded in its constitution. The non-Pashtun (the dominant nationality in Afghanistan) elements in this regime and candidates for a position in it are not true representatives of your national interests. They are traitors who will sell out the national interests in the service of the dominant chauvinism in order to protect the wealth they have plundered and to obtain more wealth.

We call on the country’s Pashtun masses: Do not take part in the regime’s election! Your share from the present situation is the frequent air bombardment by the regime’s occupier masters. Look at your fellow Pahstuns in Pakistan! The Pakistani army’s campaign against the Pashtun regions in that country have resulted in the homelessness of four million Pakistani Pashtuns and the murder of thousands more. That campaign was launched by direct order of the U.S., the master of the imposed puppet regime in Afghanistan, and it is supported and backed by this regime. In fact, your participation in this election would mean taking part in the effort to consolidate this regime and the extension of the influence and scope of its rule…You should be aware that the Pashtuns included in the regime and the Pashtun candidates for obtaining a position or a seat in this regime, including Karzai, are not your true representatives. They are in fact seeking to serve their own class, clan and personal interests and misusing your national enthusiasm for their own ends.

Not participating in the puppet regime election is part of the resistance against the imperialist occupiers and national traitors. Let’s show the world that the overwhelming majority of our people will take part in this resistance!

The Communist (Maoist) Party of Afghanistan is committed to use all its strength for the broader success of the campaign to boycott the presidential and local council elections of the puppet regime on the path of the struggle for to launch and wage the people’s revolutionary war of national resistance against the imperialist occupiers and national traitors.

At the present time we invite all personalities, nationalists, democrats and revolutionary circles of the country to join us to organize and carry forward a struggle to advance the campaign to boycott this deceptive election show, based on a joint position and slogans.

Prachanda's London Speech in Turkish

Prachanda'nın Londra'da Yaptığı Konuşma, 10 Ağustos 2009 @ Yahoo! Video

The following is a Turkish translation of Prachanda’s remarks (originally made in English) during his August 2009 visit to London. Thanks to OSP for transcribing the English version. The Turkish translation has been done by the daily news site halkingunlugu.net. The video is also available with Turkish subtitles. Thanks to Kasama for publishing this report.
