Bathinda, July 26 Farmers, countering police efforts to foil their plan of agitation, today crossed barricades and entered into the park in front of the District Administrative Complex to launch their three-day protest. The farmers raised slogans against the government.

The police had cordoned off the area on GT Road to stop the farmers from entering into the park where they had earlier staged a protest for more than a month over their long-pending demands.
The farmers started the three-day protest at all district headquarters from today.

However, the police failed to prevent the farmers, who stopped the traffic on the other side of the GT Road.

On July 12, more than 200 farmers in the district were rounded up and later released by the police when they were on their way to enter the city and join the ongoing agitation on the 50th day.
On the 50th day of their agitation, the farmers had proposed to stop their agitation for a while but they could not protest then.

Again, they have started their protest over their demands, including waiver of debt of farmers and compensation to families of suicide victims.

The farmers will sit on round the clock protest till July 28 at the district headquarters.
Shingara Singh Mann, BKU Ugraha Bathinda president said, “Earlier, we announced that we would stage a protest on July 26, 27, and 28 at the district level but the police, in an undemocratic way, stopped us from staging peaceful protest this. However, their attempt was foiled. Our Constitution gives us the right to assemble peacefully and protest.”

“Earlier, we had protested from May 24 to July 11 here at this park in front of the district administrative office over our demands, including compensation of Rs 5 lakh each to suicide victim families; survey of suicides from 1990 onwards; release of motor connections to farmers on government expenses; and full compensation of Rs 40,000 per acre to farmers who faced damage to the cotton crop following the whitefly attack,” he said.

“Our other demands included making laws in favour of farmers instead of corporate houses or arhtiyas; Rs 40,000 as compensation for the damaged wheat crop due to fire caused by short-circuit of wires as a few farmers whose crop was burnt had reportedly committed suicide; round the clock electricity supply ahead of the paddy season; quashing of false cases against the protesting farmers; compensation to those injured or dead during farmers’ agitation; and implementation of the Swaminathan report as farming is becoming a non-profitable profession,” Shingara Singh Mann added. Bathinda, July 27 Farmers continued with their round-the-clock protest on the second day today at a park opposite the District Administrative Complex over their long-pending demands.
They will submit a memorandum to the Deputy Commissioner by tomorrow, the last day of their protest.

The farmer leaders claimed that due to continuing debt rise among the farmers, about 15 to 18 per cent of them had become landless, either doing labour or farming on contract.

“It’s an official data that in the last many years, more than 4 lakh farmers have turned landless. But we had earlier conducted the survey in a few villages of Bathinda, including Poohla and Kotda, where we counted that about 15 to 18 per cent farmers had turned landless. They are either forced to do labour or other work or they do contract-based farming. Due to failure of crops, many committed suicide,” the leaders said.

“The land for farmer is everything, but the increasing debt has taken away the land of farmers. Farming is no longer a profitable occupation, rather farmers have to face losses and debt burden,” the leaders added.
Yesterday, the police cordoned off the area on GT Road to prevent the farmers from entering into the park where they had earlier staged a protest for nearly 49 days.
However, the police failed to prevent the farmers, who crossed the barricades and entered into the park to launch their protest.

The farmers will sit on protest till tomorrow.

Bathinda, July 28 Farmers concluded their three-day protest, held to press for their long-pending demnads, today and handed over a memorandum to the Additional Deputy Commissioner in the absence of Deputy Commissioner.

They claimed that all farmer unions of the state would hold a state-level meeting in the first week of August to plan the next course of action.

The farmers had been holding protest at the park opposite the District Administrative Complex.
Farmers were stopped by the police on July 26 from entering the park and staging protest as the authorities wanted them to gather at Children’s Park for the agitation.
The farmers remained adamnat on their stand and entered the park.

PRESIDENT Rodrigo Duterte lifted the unilateral ceasefire he announced at his first State of the Nation Address last July 25 against the New People’s Army (NPA) at seven o’clock this evening.

The announcement made through a statement by Presidential Peace Adviser Jesus Dureza came an hour before the NPA and the Communist Party of the Philippines (CPP) is supposed to declare its own unilateral ceasefire order.

In lifting his ceasefire order, Duterte also placed all government security forces on high alert.

“I am ordering all security forces to be on high alert and continue to discharge their normal functions and mandate to neutralize all threats to national security, protect the citizenry, enforce the laws and maintain peace in the land,”

Dureza’s statement said.

Duterte also ordered the Armed Forces of the Philippines and the Philippine National Police to withdraw their ceasefire operational guidelines.

Yesterday, Duterte gave the CPP until five o’clock this afternoon to declare its own unilateral ceasefire order.


CPP founder Jose Maria Sison however said Duterte should not rush them into declaring their own ceasefire as they still have to study how the AFP and the PNP would implement them.

Tension between Duterte and the CPP started when NPA guerillas ambushed a composite Philippine Army, Citizen Auxiliary Force Geographical Unit (CAFGU) and Alamara paramilitary group in Kapalong, Davao del Norte last Wednesday that killed one and injured four others.

NPA spokesperson Aris Francisco said that the ambush was in self defense.

Alternative media outfit Kilab Multimedia also reported today that elements of the 8th Infantry Battallion of the Philippine Army and the paramilitary group New Indigenous People’s Army strafed an ongoing wedding celebration in Sitio Alimpulos, Barangay Cawayan, San Fernando, Bukidnon.

The report said that one resident was killed while seven were injured, including five minors.
One hundred fifty families have since fled Alimpulos, Kilab’s report said.

Dureza also reportedly said that there is no other factor that will affect the upcoming formal peace negotiations between the Duterte government and the National Democratic Front of the Philippines in Oslo, Norway on August 20.

The ideologues of TINA (There Is No Alternative) and end of history floated this social forum idea to hoodwink the people who are surging towards the revolutionary democratic struggles world over led by the Revolutionary Forces.

Resisting this today the democratic aspirations are to Save Bastar and uphold the self-reliant and the sovereign rule of people under Janathana Sarkar.

The aspirations for Azadi in Kashmir, and Manipur and Nagaland, and different parts of North East are being ruthlessly crushed under the Special Power Act of Armed Forces.

In recent days more than 50 youth of Kashmir were ruthlessly killed by the Armed Forces and thousands injured and maimed just because they have come out in hundreds and thousands protesting against the false encounter killing of Burhan Wali.

Dalits all over the country particularly in Gujarat and UP are being attacked and killed with the pretext that they are eating beef or doing the leather work with the dead cattle.

Various democratic struggles in the different parts of the country including Telangana and Andhra Pradesh against the displacement of the oppressed castes and classes and the land grabbing of the peasants in the name of development is met with severe repression.

Privatisation of defense, railways and such important sectors and entry of the foreign universities and the closure of public sector is not only causing a huge number of youth being unemployed, but has become a threat to the sovereignty of the people itself.

Hence the RDF calls upon the people and genuine democrats to wage a relentless struggle against this imperialist and Hindutva forces, steadfastly in solidarity with the revolutionary and democratic struggles, boycotting the Social Forum which is nothing but 'Human Face' of imperialist globalisation.

Philippines : NPA to be on active defense as it awaits operational details of Duterte ceasefire declaration prior to reciprocal unilateral ceasefire declaration



Under the direction of the CPP, the National Operational Command of the New People’s Army (NPA-NOC) orders all territorial and unit commands of the NPA, including all units of the people’s militias, to stay on active defense mode as we welcome the unilateral ceasefire declaration yesterday by GRP President Rodrigo Duterte and await its operational details.

By staying on active defense mode, the NPA prepares for a reciprocal unilateral ceasefire declaration by the CPP and the NDFP to be issued soon as a boost for the upcoming NDFP-GRP peace talks. An exchange of unilateral ceasefire declarations will be one of the first items in the resumption of NDFP-GRP peace talks scheduled for August 20-27 with the aim of making these unilateral declarations effective.

The NPA and all revolutionary forces will closely observe how President Duterte’s declaration is carried out by the AFP and whether there will be a clear termination of military operations and offensives being carried out under the US-designed Oplan Bayanihan counter-insurgency war of suppression.

As of this morning, reports from the field indicate that units of the AFP have remained stationed in communities and have yet to withdraw from their offensive operations in Isabela, Cagayan, Bulacan, Quezon and Batangas, Camarines Norte, Camarines Sur, Albay, Sorsogon, Samar, Surigao, Davao del Norte, Davao del Sur and other provinces.

In light of the GRP ceasefire declaration, the people seeks the immediate withdrawal of operating troops which have been conducting psywar and surveillance operations in communities and reconnaissance and search-and-destroy operations inside the guerrilla zones and base areas of the NPA.

The Lumads of Mindanao are especially hopeful that Duterte’s ceasefire declaration will result in the withdrawal of troops from their communities in order for them to resume their normal lives, reopen their schools and carry out economic activity without fear of military reprisals.

Prior to yesterday’s unilateral ceasefire declaration by Duterte, the NPA-NOC has observed how the AFP has extended and intensified military offensives under the Oplan Bayanihan in complete disregard of the avowed policy of engaging the revolutionary forces in peace talks.

Over the past weeks, the AFP has been carrying out intensified combat and patrol operations, reconnaissance and intelligence activities, occupation of civilian communities and attacks against human rights in the vain hope of scoring some points to cover their defeat of the Oplan Bayanihan after six years of failing to achieve their aim of reducing the NPA to inconsequentiality.

Prior to the Duterte unilateral ceasefire declaration, the AFP intensified military offensives in Mindanao. The AFP sought to defeat the NPA nationwide by defeating it here in Mindanao. It has been a distinct feature of Oplan Bayanihan that 60% of the AFP’s battalions, air assets and war equipment are deployed in Mindanao.

In Mindanao and in other parts of the country, the AFP unleashed ruthless and relentless military campaign and operations resulting in rampant violations of human rights. In addition to “peace and development”, the AFP has been using the “anti-drug campaign” as pretext to embed themselves in the communities to carry out counter-insurgency patrols, surveillance, campaigns of suppression and militarization of communities.

In particular, the AFP and its paramilitary forces must stop its campaign of terror against the people of Paquibato District, Davao City. Several people have been killed by fascist soldiers recently including Marjun Baruel, killed on May 19, Paul Saludaga, Mayo 21, Johnny Basilisco, June 6 and Maria Cayad, June 8.

On June 9, following an encounter in Barangay Lumiad, Paquibato District, two Red fighters Joel Biliran (Ka Will) and Elenita Garing (Ka Milo), were arrested, tortured and murdered. Ka Milo was raped prior to being summarily executed.

Also last July 1, in Magpet, North Cotabato, the cadaver of a slain NPA Red fighter, Noel Gulmatico (Ka Jepoy) was desecrated last July 1 by elements of the 39th IB with both eyes gouged out, tongue sliced and neck stabbed.

In Cagayan province, operating troops of the 86th IB abducted 16 members of an Aggay clan, including women and children last June 17. In Malibcong, Abra, four Tingguian minorities hunting wild game were arrested by the 27th IB last July 1.

There is a renewed offensive against the community schools. Last July 15, armed men attacked Lumad datu Danny Diarog and killed Hermie Alegre, PTA president of the Salugpongan school in Tugbok District, Davao City. A few days earlier, parateachers Fahara Kabuntalan La and Sittie Usop Abdullah were killed when they were ambushed by masked armed men while enroute to Cotabato City. Their companion Aisah Karon Malugka and the tricycle driver were wounded.

The AFP continues to train, arm and employ para-military groups to terrorize communities, conduct robberies and kidnapping for ransom, and proliferate gambling and illegal drugs. They continue to block the safe return of the Lumad evacuees displaced by canon and aerial bombardment, military atrocities and the occupation of their community by military troops. Such operations of the AFP are part of efforts to protect the interest of the plunderers and environmentally destructive imperialist mining and plantations.

By staying on active defense, the NPA must remain ever alert to AFP offensive military operations, including reconnaissance, surveillance and intelligence operations, patrols and search-and-destroy operations, as well as psywar operations and suppression campaigns against civilians and communities in the guise of “peace and development” Oplan Bayanihan operations.

Such operations must be vigorously exposed and opposed by the people. Counter-offensives by the NPA as acts of defense can be resorted to as a last option if relentless attacks and violations of human rights are committed with impunity by operating troops of the AFP and PNP especially against communities, women, the elderly, children and such infrastrucure as self-run community schools.

Until otherwise specified in further orders, the NPA will continue with its outstanding work of defending the rural communities and the environment. It will have to be vigilant and defend against the military offensives of the AFP, PNP and their paramilitary vigilante groups. It will continue to arrest and disarm big drug traffickers and police and military protectors and operators. The NPA will continue to conduct educational, political and cultural campaigns to mobilize the people to assert their rights and advance their struggle for genuine land reform.

Red fighters nationwide must not lose the initiative in defending the rights and interests of the masses, oppose and frustrate continuing operations under Oplan Bayanihan and further strengthen and expand its forces and base areas and accumulate bigger revolutionary victories.

Democracy and Class Struggle views this statement from 2014 by the Red Sun Editors has timely and raising important issues in the International Communist Movement particularly over peace processes and we publish this document to further debate and discussion and clarification of our struggle.

CONCERNING THE INTERVIEW WITH COMRADE GANAPATHY:
The editors of the Red Sun magazine

As part of our support for the people's war in India and our struggle for the unity of the communists on world level, we here present the English (DCS) translation of the interview with the General Secretary of the Communist Party of India (Maoist), Comrade Ganapathy, made by the Maoist Information Bulletin (MIB) in 2014 on the occasion of the celebration of the 10th anniversary of the formation of the United Party. We call all communists and revolutionaries around the world to study the interview to be able to better understand the process of the people's war in India and draw lessons from its experiences; no revolution or people's war can be developed in isolation, but must be developed as a part of and serving the world revolution. Every advance or setback in a people's war, every struggle against revisionism, must serve to forge and develop our forces on world level. We emphasize that no Communist Party, and no International Communist Movement (MCI) can unite, advance and win through conciliation - the revisionist thesis of  "two unite into one" - but only in implacable two line struggle against revisionism and opportunism as the main danger, upholding the Marxist principle "one divides into two".

Considering 1) the enormous and decisive importance of the revolution in India for the world proletarian revolution and 2) the experience of the hoax of the "peace accords" in Peru, the betrayal and capitulation in Nepal and the repercussions of Avakian's and Prachanda's revisionism, we think that it is important to discuss the problems pointed out by Comrade Ganapathy in the interview. For this purpose we will give a few examples from our people's war in Peru, of how our Party under the Great Leadership of Chairman Gonzalo has been able to solve problems, develop the people's war and maintain the course of the revolution.

There are also problems concerning the application of Maoism on international level, concerning the general line of the MCI, that are urgent to debate for us to be able to unite, and in this the Parties that lead people's war have a special responsibility. Among these problems we emphasize the question of the universal validity of the protracted people's war as the highest military theory and strategy of the international proletariat to be applied in all countries, imperialist countries as well as oppressed countries, according to the specific conditions of each country.

On the other hand there are those who call themselves "maoists" but spread the thesis that in the imperialist countries, the communists must limit themselves to legal work in order to "accumulate forces" to prepare for a supposed "insurrection" that would follow the road of October; a position that only serves to obstruct the construction or reconstitution of the Marxist-Leninist-Maoist, principally Maoist Parties, forged to fulfill their task of leading the revolution and conquer power with people's war in the imperialist countries; a position that leads to reformism, opportunism and capitulation.

The CPI(M) and its General Secretary, when they refer to the history of the ICM and the world proletarian revolution, analyze the experiences of the Soviet Union and China, but avoid taking position on the whole subsequent experience: of the people's war in Peru, of the Revolutionary Internationalist Movement (RIM) etc. We consider that it is decisive and inevitable to debate precisely these experiences and all the struggles linked to them in order to make the evaluation of the application of Maoism, unite the communists on world level around a general line and make the bold advance that is due. To avoid the debate about these points to maintain a supposed "unity" will not allow us to advance, it will only serve to divide us and to conciliate with revisionism. We also note that the comrades of the CPI(M) do not refer to the world proletarian revolution, but to the term used by Prachanda in Nepal, many Trotskyites and other revisionists, the "world socialist revolution". If the comrades consider that there is any reason for this change, we are willing to debate it along with the other questions mentioned here.

We call all communists, in India and the whole world, to participate in the debate on these points.



On the two line struggle

 Among the significant achievements of the people's war in India, Comrade Ganapathy mentions: "The merger into one party of CPI(Maoist) and CPI(M-L)NAXALBARI as another turning point in the effort to achieve unity of genuine revolutionaries in our country./ PW in India serving as one of the important focal points around which international unity of Maoist forces and an international solidarity and support movement could be built."

While we express our joy over the advances of the people's war in India and recognize the importance of this people's war's advance in uniting the communists and revolutionaries of the world under Maoism, we insist on what Chairman Mao Tsetung pointed out: "If unity is sought through struggle, it will live; if unity is sought through yielding, it will perish" (Current Problems of Tactics in the Anti-Japanese United Front). What does the current "unity" of the Maoist forces consist of, and how has this "unity" been achieved? What revisionist positions or lines have been crushed to reach this "unity"? For communists, it is not enough to talk about struggle or of revisionism in general; we always have to specify. To talk of "unity" in general, not specified, is a characteristic of revisionism and serves to conceal the existing differences and the revisionist positions. We communists bring the two line struggle to the masses, we forge the masses in the ideological and political struggle and mobilize them in the struggles against the revisionist positions inside and outside the Party. Chairman Gonzalo says:

"A communist has the duty to combat revisionism, tirelessly and implacably.
We have combated it. Yes, we have combated it, and from its beginning; we have been lucky to be able to contribute here, in our country, to expel it from the Party in 1964; a fact that people always wanted to hide. It must be very clear that the immense majority of the Communist Party was united by taking up the banners of the struggle against revisionism that Chairman Mao Tsetung had raised; that revisionism was pointed out and beaten in the ranks of the Communist Party of that time, and finally expelling Del Prado and his gang. Ever since then we continue to combat revisionism, and not only here but also abroad." (Interview with Chairman Gonzalo).

When we study the history of the International Communist Movement, in the classics of Marx, Lenin and Chairman Mao, we see that a large part of the documents are detailed reports on the struggles against revisionism, and that each political or military victory has been the result of a successful struggle against the revisionist positions of the moment. Likewise, in the Military Line of the Communist Party of Peru, it is shown how each moment, each advance, each leap in the construction and reconstitution of the Party in order to initiate and develop the people's war, have had its specific struggles against different revisionist positions: Mariategui's struggle rejecting the road of elections, the struggle against Browderism,  the struggle led by Chairman Gonzalo against electoralism and Khrushchev's revisionism, the struggle of the red faction and the expulsion of Jorge Del Prado's, Acosta's and Juan Barrio's revisionism, the struggle against the central leadership in the 60's, against the Patria Roja ["Red Fatherland"] fraction, against the left and right liquidationism, against the right opportunist line that opposed initiating the people's war, only to name a few examples. And thus the Party has continued and continues today to combat revisionism; crushing the rats of the right opportunist line (ROL) and the hoax of the "peace accords", and the militarist positions during the first decade of the new millennium, that later was structured as the "left" opportunist line (LOL) - armed revisionism.

In the interview, Comrade Ganapathy only mentions "bitter inner party struggles against right and ‘left’ opportunism", but we do not know how this opportunism has been expressed, or what ideological and political positions have been crushed. What is the relationship between these opportunisms and the policy of "peace talks", and what is the current position of the CPI(M) on these points, pointed out by the MPP in 2014: "what we ask ourselves today is how to interpret their ambiguous statements concerning peace talks, for example that they are in favor of "talks for establishment of genuine peace", or that there would be "a possibility to at least conduct talks to solve issues that would help in resolving the fundamental issues in order to resolve this civil war." What was the content of the struggles to be able to achieve the fusion of the CPI(M) and CPI(ML) Naxalbari?

The experience of the PCP of the struggle against the rats of the ROL and the hoax of the "peace accords" and the experience of the capitulation in Nepal confirm that without defining these points clearly and openly, without specifying and crushing the revisionist positions, expelling every structured revisionist line from the Party and mobilizing the masses against them, the communists may be able to develop the people's war to a certain point, but they will not be in a condition to make the leap of conquering the power for the proletariat and the people in the whole country.



On Chairman Gonzalo's contributions and the experiences of the people's war in Peru

In the contacts with the organizations and Parties of the ICM, the PCP and its generated organization the MPP for a long time have insisted on debating these problems - the danger of capitulation, the "peace accords", the perspective of the conquest of power etc. - considering the contributions of Chairman Gonzalo and the experiences of the people's war in Peru. One of these is the militarization of the Communist Parties, that we consider has universal validity, another is the unitary people's war, i.e. countryside principal, city as complement. Some people in the ICM, headed by Avakian and his followers, were opposed to debating these points (and others), and initiated a campaign of isolation and slander against the PCP - a campaign that continues today and that uses personal attacks and accusations of "dogmatism" to defend and hide its own revisionist positions behind words about "unity". We think that a Party such as the CPI(M), a Party that leads a people's war, has a great responsibility in giving ideological and political guidance  to the communists and revolutionaries of the world; we hope that the comrades are for taking a firm and clear position on these points and that they are willing to participate in the debate concerning the contributions mentioned here.

On the militarization of the Communist Parties: In the interview, Comrade Ganapathy points out that the revolution in India is in a "very difficult situation", and that one of its main challenges is that of "preserving our subjective forces, particularly the strategic leadership of the party". He mentions that they have "lost a considerable number of party leaders at all levels starting from the central committee…" He refers to a "deceleration" of the guerrilla war and to "serious non-proletarian trends within the party. To overcome the problems, a bolshevisation campaign has been initiated "for raising the ideological and political level of the Party". It is not specified what the bolshevisation implies organizationally, or what measures have been taken as part of this campaign to overcome the problems of losses etc. It is not mentioned how the reaction in India have used precisely the "peace talks" systematically to kill the leaders of the PCI(M), and it is not mentioned how the PCP has combated the policy of "talks" (partly precisely because of its experience of how the Peruvian reaction uses such "talks"). We have not seen, in the interview nor in other documents of the PCI(M), any reference to what the PCP has put forward about the militarization of the Party. We think that the problems mentioned by Comrade Ganapathy are examples that show precisely the need for the militarization of the Party, and we emphasize the following:

"Chairman Gonzalo puts forward the thesis that the Communist Parties of the world are to be militarized (…) Firstly, because we are in the strategic offensive of the world revolution, we are living through the sweeping away of imperialism and reaction off the face of the Earth in the next 50 to 100 years, an epoch marked by violence and in which all kinds of wars are expressed; we see how the reaction is militarizing itself more and more, militarizing the old states, its economy, developing wars of aggression, trafficking with the struggles of the peoples and aiming for a world war. But since revolution is the main tendency in the world, the task of the Communist Parties is to uphold the revolution and realize the main form of struggle: the people's war, to oppose the counterrevolutionary world war with revolutionary world war."

"We firmly apply the militarization of the Communist Parties and the concentric construction of the three instruments. The militarization of the Communist Parties is a political guideline that has strategic content, being the “whole of the transformations, changes and adjustments that are necessary to lead the people’s war as the main form of struggle that creates the new state”; therefore the militarization of the Communist Parties is the key to the democratic, the socialist and the cultural revolutions.

On the ideological-political base, the Party simultaneously builds the organizational, in the midst of the class struggle and the two line struggle, all within and serving the armed struggle for the conquest of power, and we link the whole process of construction to the fluidity of the people’s war, starting from the fact that “fluidity in the war and in our territory produces fluidity in all fields of construction in our base areas” as Chairman Mao says."

On the relationship between countryside and cities in the people's war: The unitary people's war, established by Chairman Gonzalo, is a specification of the people's war to the conditions of Peru, but that needs to be considered in other countries as well:

"…Chairman Gonzalo specifies that in the cities, as complement, one must carry out armed actions, since this is feasible as shown by the international experience and our own. And, draw lessons from for example what happened with the guerrilla in Philippines that was hidden away in the countryside and left the cities alone, especially the Capital, provoking the isolation of the guerrillas. In Brazil, the revolutionaries also applied armed actions in the countryside and the cities, they just did not specify which one was principal. In Vietnam important armed actions have been carried out in the cities as well. Likewise, keeping in mind the peculiarities of the cities in Latin America, where the percentage of proletariat and poor masses in the cities is very high, the masses are ready to develop actions to complement those in the countryside; only that in the cities the New Power, Support bases are not built, but the Front realized as the Revolutionary Movement for the Defense of the People with Centers of Resistance that wage people's war and prepare the future insurrection, that will take place when the forces of the countryside assault the cities in combination with the insurrection from within."

"…the People's Guerrilla Army also operates in the cities and the masses are progressively  drawn together in the different new organizations in and for the people's war; the Revolutionary Movement for the Defense of the People is the realization of the Front in the cities and its goal is to bring the masses to the resistance, to serve the war and for the purpose of the future insurrection."

In this context we must analyze the problem of Nepal, where they capitulated precisely in the face of the problem of taking the cities. Instead of mobilizing and organizing the masses in the city as part of the people's war, preparing the insurrection, the revisionist leaders, riding on the backs of the heroic masses, used the triumphs of the people's war to "put pressure" on the old state and get posts within the old system, selling out the revolution and the blood of the masses of the country. Therefore, once again, we call the communists in India and the world to study the experience in Peru of "countryside principal - cities as complement", seek closer ties between the Parties and participate in the open and honest debate between the Communist Parties, principally the Parties that lead people's war.

What happened on 15th July?

We will not surrender to AKP fascism!

Nor can the people surrender to the AKP declaration of a state of emergency!

On the night of 15th July, the clash between imperialism’s two puppets resulted in a coup attempt and since it was suppressed, a show of strength by the AKP.

The roots of the coup go back to 2012 and are a result of the power struggle between the AKP and Fethullah Gülen, who for a time was ensconced within the AKP. Both are collaborators with imperialism, both exploit the Islamic feelings of the people and both groups collaborated up to 2012 and deepened the exploitation of the peoples of Turkey.

The source of the clash between the two is who will profit more from turning the wheel of exploitation!

For this reason all the talk in the media about democracy is nothing but lies!

The commanders who in Roboski murdered 35 people and are now called “putschists who had betrayed the homeland” supported Recep Tayyip Erdogan to the end, and the commanders who in this period were highly decorated for their services by Recep Tayyip Erdogan are now being called putschists.

Recep Tayyip Erdogan for that matter cannot be anointed as some apostle of democracy since the coup attempt. Since the day he came to power, the blood of every one among our people murdered, tortured in the prisons, shot dead in their homes is on his hands!

And the chief responsibility for the massacres in Kurdistan lies with none other than President Recep Tayyip Erdogan.

The peoples of Turkey know coups well.

They experienced the 1980 coup and know very well that a people that resisted this coup and was massacred and that the AKP which was “elected” and brought to power with the support of imperialism did nothing to investigate the 1980 coup.

And even in the decisions taken after 15th July there are no moves to investigate the 1980 junta.

15th July… 240 people killed...
8,660 people detained...
6,319 soldiers, 1,481 judges and prosecutors and 650 civilians have been detained, 990 people jailed.

In Turkey as a whole proceedings have been started against 2,843 judges and prosecutors.
979 judges and prosecutors have been detained, 632 jailed.

Among members of the State High Court and Court of Appeal, 113 judges and prosecutors have been detained and 112 imprisoned!
48 members of the State High Court have been fired!

In three days 55,403 civil servants have been fired.
21,738 workers in the National Education Ministry have been fired…

In private teaching establishments, 21,000 teachers have had their teaching licences revoked.
In both central and provincial organisations of the Interior Ministry, 8,777 personnel have been dismissed from duty...

The resignation of 1,577 deans has been demanded in YÖK (translator’s note: Higher Education Council, itself a state control body in higher education created after the 1980 coup).
4 university rectors have been detained!

And after a ministerial meeting on July 20, a three-month state of emergency has been declared!
So, in purges throughout Turkey, bans on going out into the street, executions on the street in broad daylight, bans on publication, searches, the closing of associations, and CONTROL and BANS of every kind of film, song, poem and book are being LEGALISED!

All these decisions and practices differ in no way from the 12th September (1980) junta!

We do not recognise the AKP state of emergency declaration!

We will not surrender to fascism!!

Frank Brazil pays tribute to Indian revolutionary Udham Singh - Udham Singh’s execution at London’s Pentonville Prison. It follows the 21 years of Udham Singh's life following the Jallianwallah Bagh (Amritsar) massacre in 1919, leading up to the assassination of Michael O'Dwyer and his execution in Pentonville Prison shortly after.





Udham Singh (26 December 1899 – 31 July 1940) was an Indian revolutionary best known for assassinating Sir Michael O'Dwyer, the former Lieutenant Governor of the Punjab in British India, on 13 March 1940.

The assassination has been described as an avenging of the Jallianwala Bagh massacre in Amritsar in 1919.[1] Singh is a prominent figure of the Indian independence struggle. He is sometimes referred to as Shaheed-i-Azam Sardar Udham Singh (the expression "Shaheed-i-Azam,"  means "the great martyr").

A district (Udham Singh Nagar) of Uttarakhand was named after him in October 1995 by Mayawati government.[2]

Call of Central Committee Communist Party India (Maoist) Celebrate the Fiftieth Anniversaries of the Great Proletarian Cultural Revolution (GPCR)

Celebrate the Fiftieth Anniversaries of the Great Proletarian Cultural Revolution (GPCR) and the Historic Naxalbari Armed Uprising, Centenary of the Earth-shaking Russian Socialist Revolution and the Bicentenary of the Birth of the Great Teacher of International Proletariat Karl Marx with Revolutionary Enthusiasm and Spirit!

Dear comrades, friends of the Indian revolution, workers, peasants, toiling masses,

We are going to celebrate four historically significant world proletarian anniversaries within a short span of time. The Great Proletarian Cultural Revolution (GPCR) – which is completing its fiftieth anniversary this year – was an unprecedented revolutionary mass upsurge in socialist China led by Mao and the Communist Party.

It aimed at bringing each and every sphere of the cultural superstructure in conformity with the country?s socialist economic base by arousing the vast working masses against bourgeois and other forms of reactionary culture. It involved a bitter class struggle against the entrenched capitalist-roaders, it was a continuation of the anti-revisionist struggle of the Great Debate and marked a new stage in the development of the Chinese Revolution.

It reinforced Mao?s teaching that many cultural revolutions will be necessary on the path to communism by building and consolidating socialism. Internationally, it provided the conditions and context for a decisive break with revisionism in the communist movements of many countries, formation of ML parties and a new wave of armed agrarian revolutionary wars.

In India, the great Naxalbari peasant revolutionary armed uprising – which is going to complete its fiftieth anniversary – was influenced and inspired by the GPCR. Naxalbari was a path-breaking event under the leadership of comrade Charu Majumdar – one of the two great leaders, teachers and fore-founders of CPI(Maoist) comrades CM and KC – which marked a new beginning in the history of the country?s democratic revolution.

The centenary of the victory of the great Russian Socialist Revolution is also approaching. It smashed the political power of the Russian capitalist and the feudal classes through armed insurrection and for the first time established a new state of the working class and the toiling masses under the leadership of comrades Lenin and Stalin. It undertook the task of building socialism and laid the foundations of a socialist system, thus paving way for the transition to communism.

Bolshevik Revolution was guided by the correct proletarian ideology of Marxism and a correct proletarian revolutionary party. It adopted correct strategy and tactics and carried out relentless struggle against right and ?left? opportunism within the party and the country. In the course of socialist construction and struggle against domestic and international opportunism, Marxism developed into a new and higher stage – Leninism or Marxism-Leninism.

The bicentenary of the birth of Karl Marx, the founder of the proletarian ideology, politics and scientific socialism and a great revolutionary philosopher who formulated an entirely new and thoroughly scientific theory and method, is also coming near.

Marx showed a new path for humanity that flourished in the process of bitter class struggle and in struggle against bourgeois and petty-bourgeois ideology, economics, politics and culture as well as in struggle against right and ?left? opportunism within the working-class movement. It marked the dawn of a new epoch for humanity that was chained to class exploitation and oppression for thousands of years.

This made the transition to a classless society – and hence to the realm of freedom – a real possibility. These anniversaries are important occasions to reaffirm the irrefutable truth that the only alternative to wage-slavery, exploitation, oppression, domination, destitution,discrimination, disparity, devastation, crises and wars engendered by capitalism in the present world is socialism and communism.

These are occasions to declare once again that in the fight against capital, its grave-diggers will bury the old decadent social relations and build new social ones in their place in the course of building socialism to progress to a classless society, thus bringing the prehistory of humanity to an end so that the real history of humanity can begin.

Those who claim the permanence of capitalism and the out-datedness of communism wantonly forget that humanity has spent most of its past in a classless society, has emerged from a classless society and is destined to once again enter a classless society by passing through successive higher stages under the leadership of the proletariat – the newest, the last and the most revolutionary class in history.

Those who point to the reversal of the Soviet and Chinese socialist societies willfully forget that the bourgeoisie too had to face innumerable defeats over several centuries before it could emerge victorious in its struggle for power against the feudal class. Ever since the Paris Commune, every defeat has brought new lessons to the proletariat.

 Learning from mistakes and drawing lessons from defeats, the proletariat and its party will relentlessly, doggedly and steadfastly pursue its struggle against the bourgeoisie as the vanguard of all oppressed social classes and social sections to build socialism in one country and then in several countries to finally establish socialism on a world-scale by defeating capitalism, imperialism and all reaction.

Then, after all the necessary conditions have matured, the society will finally be able to inscribe on its banner – ?from each according to his/her ability, to each according to his/her want?.

So let us once again assert in the course of celebrating these anniversaries that there is no alternative to Marxism/MLM! There is no alternative to proletarian party/leadership! There is no alternative to revolution and there is no alternative to socialism and communism!

Three of these anniversaries – the fiftieth anniversary of the GPCR, the centenary of the Bolshevik Revolution and the bicentenary of the birth of Karl Marx –are going to be celebrated by the proletariat in all the countries of the world. Our Party, CPI(Maoist), is a committed detachment of the international proletariat.

It is guided by the scientific ideology of Marxism-Leninism-Maoism (MLM) and creatively applies this ideology in concrete revolutionary practice. It staunchly and relentlessly fights against revisionism of all hues, be it right-opportunism or ?left?-sectarianism.

It is engaged in a widespread protracted war to successfully complete the New Democratic Revolution (NDR) in India as an inseparable part of the world socialist revolution.

CPI(Maoist) joins the international proletariat in celebrating these important anniversaries. It is our bounden duty to celebrate these three great world proletarian revolutionary events along with all genuine Maoist parties and organizations and individuals of the world as a way of upholding, defending, following and applying MLM for advancing the NDR in our country.

To celebrate these events is to grasp the revolutionary essence of Marxism, to emulate the spirit of the victorious proletarian revolutions of the past, to learn from the positive and negative experiences of the international proletariat, to draw lessons from our defeats and mistakes and to rely on our strength for boldly advancing towards completing the NDR in our country in new social and revolutionary conditions by fighting imperialism and all reaction.

Therefore, these historic occasions should be celebrated by our Party to the best of our strength and ability in all places where we have our presence. All the party units should make preparations, put maximum efforts and issue calls to the vast masses to actively and energetically participate in these celebrations.

We call upon them to celebrate the fiftieth anniversary of the GPCR from 16 to 22 May 2016, the fiftieth anniversary of Naxalbari from 23 to 29 May 2017, the centenary celebrations of the Bolshevik Revolution from 7 to 13 November 2017 and the birth bicentenary of Karl Marx from 5 to 11 May 2018.

If for any reason it is not feasible to conduct these events on the above-mentioned dates, they can be organised in any other time of the years of these anniversaries (The CC regrets the delay in issuing the call for the fiftieth anniversary of the GPCR due to unavoidable circumstances. It should therefore be celebrated at any time for a week between May 2016 and May 2017 with the aim of taking the great significance of GPCR to the masses).

These occasions should be celebrated in the form of campaigns and as Anniversary Weeks.

Comrades,

The world capitalist system is giving rise to acute economic and political crises, destruction of productive forces, intensified exploitation and oppression and predatory wars across the globe. A great majority of the countries, nations and people are subjected to the growing stranglehold of imperialism, resulting in massive resentment as well as resistance among the people.

The coming social upheavals are making all reactionaries of the world and their institutions shudder. Therefore they are adopting various repressive and deceptive tactics including widespread counter revolutionary propaganda against MLM and socialist revolutions, new democratic revolutions and national liberation movements as well as all kinds of people?s democratic struggles to pacify and divert the boiling social discontent.

In such a situation, our aim should be to confront the enemy on a wider plane encompassing ideological, political, military and all other spheres. The four upcoming revolutionary anniversaries should be utilized for this task.

We should use these occasions to ideologically and politically educate the country?s workers, peasants, students, youths, intellectuals, the oppressed social sections including women, Dalits, Adivasis and oppressed nationalities and religious minorities and all other sections of the toiling masses. We should call upon them to rise to the occasion, unite and get organized strongly enough to resist the ruling-class onslaught by all possible means.

We should appeal to the masses to participate in the new democratic revolution and join the people?s war in large numbers and more militantly. The message that the new democratic revolution is the only way for the liberation of the vast toiling masses should be widely propagated among them.

This is all the more crucial in the present times when Brahmanical Hindu fascism in serving the interests of the Indian ruling classes and imperialism is more viciously and widely attacking communism and all progressive and democratic ideologies, movements, cultures, values, aspirations and practices openly and in the parliamentary guise as a part of its general offensive against the people.

We will have to plan two types of programmes to celebrate these anniversaries. The first type is the programmes in rural areas organised by our Party, PLGA, Revolutionary People?s Committees (RPCs) and the revolutionary mass organisations (MOs).

The second type is the open and legal programmes mainly in the cities to be organised by open organisations either independently or with other revolutionary-democratic forces and individuals. Our MO leadership should take maximum initiative for organizing these events.

They should take the responsibility of chalking out the plan of these programmes with other friendly forces. While the fiftieth anniversary of Naxalbari uprising has international significance, it is basically related to the ongoing protracted people?s war of our country.

 Pro-Maoist and radical democratic parties, organisations and individuals at all-India and state levels may be willing to come together with us for celebrating this anniversary if we make necessary efforts, take initiative and show necessary flexibility.

 While it is important to try to celebrate the occasion jointly with other
forces, we should not allow the dilution of the ideological-political essence and significance of Naxalbari. So it is better to unite with only those who broadly uphold Naxalbari without diluting its essence.

They should generally be supportive of the ongoing revolutionary and democratic movements. Keeping the above in mind, maximum participation should be ensured. Our Central Committee appeals to the genuine proletarian parties, organisations and individuals of different countries as well as the friends, well-wishers and supporters of the Indian revolution to organise programmes celebrating the fiftieth anniversary of Naxalbari in the context of the ongoing protracted people?s war in India.

Genuine Marxists as well as revisionists will uphold and celebrate the fiftieth anniversary of the GPCR, the centenary of the Bolshevik Revolution and Marx?s birth bicentenary.

So there is a possibility of organizing these celebrations on an even wider basis by involving many more forces than the Naxalbari anniversary.

But we should unite with only those Marxist and democratic forces which uphold the core teaching of Marx – the absolute necessity of smashing the old state by applying force to build socialism under the dictatorship of the proletariat so as to proceed towards establishing a classless society, i.e., communism.

This essential teaching of Marxism– which was first put in practice in its true spirit in Russia under the leadership of Lenin and Stalin – is ignored and rejected by the revisionists and neo-revisionists of the world and in this way fight against Marxism in the name of Marxism in the interest of capitalism-imperialism.

These forces are in existence in all countries today and they try to prevent the working class from advancing on the revolutionary road.Opportunists like CPI and CPI(M) in our country too do not adhere to this fundamental teaching of Marx. So it is better to avoid uniting with them on the basis of the Party banner for these celebrations.

We must not forget for a moment that it is impossible to advance in the fight against the enemy with clarity, courage and unity in the ranks of the Party and the people without a relentless and uncompromising struggle against opportunism of all hues. However, those intellectuals who uphold the essence of Marx?s teachings, Bolshevik Revolution and the GPCR even while supporting such parties can be invited to our forums and programmes.

Since the fiftieth anniversary of the GPCR, the centenary of the Bolshevik Revolution and Marx?s birth bicentenary will be celebrated internationally, efforts should be made to organize at least one international program in any of the Indian cities on a date agreeable to all participants. We can utilize the event to talk about all the four anniversaries. Likewise, Indian revolutionaries should participate in international programmes organized by genuine revolutionary forces abroad to celebrate these events.

It is to be expected that the enemy will try to create all kinds of hurdles everywhere to prevent us from organizing these anniversaries, be it in the urban or the rural areas. We should be prepared for this and make realistic and practicable plans to conduct these programmes successfully in spite of such disruptionist efforts.

We should organize public meetings, hall meetings and seminars in urban areas by depending on our mass base and by mobilizing the people. All programmes should aim at taking the ideology of MLM, its relevance in the present conditions and in the future and the Party?s ideological-political line to the vast masses.

 MLM should be presented as the alternative to all bourgeois and petty-bourgeois ideologies such as economism, reformism, parliamentarism and post-modernism, etc. The necessity of the world proletarian revolution, the unprecedented world historic achievements of the Russian and Chinese revolutions and the great advancements they made in the history of humanity in spite of later betrayals by the revisionists, renegades and capitalist-roaders emerging from the Party leadership should be highlighted.

The reasons behind the collapse of the Russian, Chinese and other socialist/new democratic states along with measures to prevent similar reversals in the future should be discussed deeply and comprehensively.

Our views on the scientific theory of the proletariat emerging from the struggle for production, class struggle and scientific experiment, the need for applying proletarian leadership method and style of work as well as the application of class-line and mass-line should be placed before the broad masses of the people.

In addition, the Party, PLGA, organs of people?s power/RPCs and revolutionary MOs should widely propagate the achievements of India?s revolutionary movement among the masses. All party committees from top to bottom along with primary units and Party fractions in MOs/united front forums should conduct theoretical study and political classes on MLM, Bolshevik Revolution, GPCR and the NDR of our country during these occasions.

New recruitment campaigns should be taken up by the Party, militia and MOs to replenish their strength with new forces. Torchlight/armed processions, rallies, pubic meetings and group meetings etc. should be conducted in the Guerrilla Zones by following all methods of defense and secret functioning considering the likelihood of enemy attacks to disrupt our programs. Similarly, rallies, hall meetings, public meetings, seminars, etc. should be organised by the mass organisations in the cities by mobilizing like-minded forces and the people.

Our Party, PLGA, RPCs and revolutionary MOs should prepare propaganda material, give interviews to the media and publish theoretical-political books and special issues of magazines in concerned languages.

Books on revolutionary theory and history should be published/republished. Propaganda material of different kinds and all other publications should in general have a simple and creative style of presentation easily understandable to the masses. Fractions in MOs should pay special attention and take initiative in this regard.

Special attention should be paid to bring out books/booklets/collection of articles written in a lucid style for enhancing the understanding of MLM, Russian Revolution, GPCR and our Party history among the cadres and activists. Given the significance of the four anniversaries, attention should be paid to enhance the ideological-political level of the Party.

Revolution is a festival of the workers and the toiling masses and its victories are the fruits of their heroic sacrifices. The upcoming anniversaries too are the festive occasions of the masses. So their active participation and involvement should be ensured in all our propaganda, mobilization and programmes.

We must strive to involve the people to the widest possible extent so that they embrace these events as their own and enthusiastically enhance their role in the country?s ongoing evolutionary war.

The international proletariat shoulders the historic responsibility of guiding the vast masses in thousands of battles against the enemy through a tortuous path to establish a classless society. Wielding the invincible weapon of MLM – the present-day Marxism – it will continue to advance towards fulfilling this historic mission.

Our Party as one of its detachments has achieved some significant successes in the last fifty years since the outbreak of the great Naxalbari armed agrarian uprising by passing through a thorny path with many ups and downs, twists and turns in the path of protracted people?s war.

These achievements have been won by creatively applying MLM to the concrete conditions of the country, fighting back the continuous fascist repression of the ruling classes in collusion with the imperialists and with the blood of thousands of heroic martyrs.

We should utilize the upcoming anniversaries to uphold and defend these achievements and draw inspiration from them to make further advancements in the people?s war.

We should equip, educate and remould the Party and the masses with MLM on these occasions and place before them the positive and negative experiences and the lessons learnt from the mistakes in our practice.

We should strive to enhance the enthusiasm and fighting spirit of our Party, PLGA, RPCs, MOs, friendly forces and the masses through these anniversaries. We should try to gain the confidence of the friendly forces and the people and to win them over to our side so that they can be united vastly and strongly against the common enemy.

We should make all efforts to propagate new democracy, socialism and communism as the only path of liberation from the chains of exploitation, oppression, bondage and enslavement.

This is the path shown by the great international proletarian teachers Marx, Engels, Lenin, Stalin and Mao. This is the trail blazed by Bolshevik Revolution, Chinese Revolution and Naxalbari.

On the occasion of the four upcoming anniversaries, let us renew our pledge to continue advancing on this path! We call upon all Party units and members to propagate this Call extensively among the people and successfully conduct the anniversary celebrations with their active involvement and participation.
