Andrew Scobell speech at US China Institute in 2011 is a signal that US is targetting Chinese PLA has being the base of opposition to its Asian Pivot Plans


More backgound on US Strategy in Pacific and The Asian Pivot.

This speech by Andrew Scobell seeks for Chinese leadership to prevent the PLA from using even the colourful rhetoric of national defence and to fall into compliance with US interests in Asia Pacific.

The current Korean Conflict has we have pointed out is a US attempt to kill the Korean chicken to frighten the Chinese PLA monkey - a stupid and dangerous policy that does not respect that China is a new rising military power  and the US is a declining power in the Asia Pacific.

Andrew Scobell's  speech's  reflects deep rooted US anxieties that the Chinese military cannot be controlled by United States although he artfully presents this has lack of control by Chinese Government. 

Chinese Military support for North Korea  appears to be  stronger than that of  Chinese Government and this of course is what upsets people like Andrew Scobell and US government.

The US Korean policy is to divide PLA from Chinese Government yet another stupid policy that will backfire, has it underestimates Chinese Intelligence, has does the Asian Pivot strategy in general which will be an Obama monumental failure has people wake up to its potential catastrophic consequences.

Confirmation that China has woken up to the US Game comes from the official People's Liberation Army Daily

"Hostile Western forces have intensified their strategy to westernise and split China, and employed every possible means to contain and control our country's development," it said.


Andrew Scobell is Senior Political Scientist at RAND's Washington, DC office. Prior to this he was Associate Professor of International Affairs at the George H. W. Bush School of Government and Public Service (with tenure) and Director of the China Certificate Program at Texas A&M University located in College Station, Texas.

From 1999 until 2007, he was Associate Research Professor in the Strategic Studies Institute at the U.S. Army War College and Adjunct Professor of Political Science at Dickinson College both located in Carlisle, Pennsylvania. Scobell earned a doctorate in political science from Columbia University.

He is author of China's Use of Military Force: Beyond the Great Wall and the Long March (Cambridge University Press, 2003), China's Search for Security (Columbia University Press, forthcoming, 2011) with Andrew J. Nathan, more than a dozen monographs and reports, as well as several dozen journal articles and book chapters. He has also edited or co-edited twelve volumes on various aspects of security in the Asia-Pacific region.
