MAY IT SOW THE SEEDS TO BUILD A MOVEMENT TO EXTINGUISH THE DICTATES OF FASCISM AND PROTECT HARD WON RIGHTS OF THE PEOPLE.MAY CIVIL LIBERTIES COMMITTEE CONTINUE GLORIOUS LEGACY OF PAST IN RESISTING THE MONSTER OF STATE REPRESSION .
APCLC(Andhra Pradesh Civil Liberties Committee) is a household name for civil liberties movements.
APCLC is known for its historic struggles against state violence i.e. Encounter killings.APCLC started its journey in 1973 along the inspirations of NAXALBARI and SRIKAKULAM peasants movements.
At the brim of Telangana State formation 2014 APCLC splits into two Andhra Pradesh Civil Liberties Committee and Telangana Civil Liberties Committee under a coordination body in 2015.On April 7&8 2018 Telangana Civil Liberties Committee is set to conduct its first state conference in Hyderabad.
Across the nation the assassinations of intellectuals and rationalists like Dabolkar , Pansare , Kalburgi and Gauri Lankesh are appalling .While these acts may at first look like an attempt at instilling fear , on the other hand it is only a result of fear that has filled up the guts of the right wing forces.
Civil Liberties Committee strongly condemns the Indian state and use of encounter killings as an extra judicial instrument to eliminate "undesirable" ranging from criminals and petty offenders to political dissidents , maoists , militant sympathizers of peoples' movements and members of communities like Kashmiris , Muslims and the people of North-Eastern states. Civil Liberties Committee stated that the state use of encounters and other other form of violence like disappearances , extra judicial killings cannot be condoned on the basis that " as many of the groups that the state is fighting believes in armed resistance and rejects the rule of law , the state too can do the same ".
The state cannot be treated at par with armed groups as it is responsible for upholding and guaranteeing rule of law and fundamental rights in the nation.
The atmosphere of intolerance towards right to dissent and freedom of speech and increased exponentially like never before in our country today.
Irony of the current scenario is our dissent against the state requires a permission from the state;the one with official arms in their hands are turning vigilante to threaten unarmed scholars ,intellectuals, journalists , lawyers , social activists in Chattisgarh;the one that are bound to protect turn into rapists and conspirators in the case of many adivasis and minorities" etc.,
All these should be a alarm call to all those who aspire the idea of plural , secular and democratic India. So its essential to develop coordination between all the rights organizations on the war front to bring back and build a strong civil rights movements in order to fight back the emerging and growing fascism.
CIVIL LIBERTIES COMMITTEE - TELANGANA
Hanamkonda: The State governments in Telangana and Andhra Pradesh and NDA government at the Centre have been violating the democratic rights of the people, alleged the leaders of Telangana Civil Liberties Committee (CLC).
They said under the rule of NDA government, led by BJP, attacks on dalits and minority communities were on the raise across the nation. The BJP-RSS combine, and other Hindutva forces have been targeting those promoting secular and progressive ideology, the leaders said.
The CLC state president Prof G Laxman, vice-president V Raghunath, general secretary N Narayan Rao, retired professor and noted writer Katyayani Vidmahe and others told presspersons here on Tuesday that there was an urgent need to fight against the Hindutva variety of communalism.
On the other hand, the BJP government under the leadership of Prime Minister Narendra Modi has misplaced its orientation towards the rural and urban poor. Since he assumed the post, the PM has been nurturing policies that help the interests of super-rich and capitalists alone.
Similarly, the rights of Adivasis were being violated with draconian acts like Unlawful Activities Prevention Act (UAPA) and Chhattisgarh Special Public Security Act. Confining the Delhi University professor Sai Baba behind bars in a jail in Chhattisgarh was height of BJP’s fascism, said Prof Laxman.
The life of middle-class in the country was thrown into doldrums with demonetisation, making digital transactions mandatory, GST regime and others. The much-claimed exercise of unearthing black money with demonetisation turned out to be a failure, Katyayani said.
Meanwhile, the CMs of Andhra Pradesh and Telangana, N Chandrababu Naidu and K Chandrashekar Rao were neglecting the interests of the people in their respective states and have been supporting the Modi government, the CLC leaders complained.
The TRS government in Telangana, instead of implementing Land Acquisition Act 2013, has been forcibly acquiring land from farmers through the GO 123 without conducting gram sabhas and social impact assessment, they said.
In order to discuss the above issues and create awareness among the public on their rights, the CLC was conducting its first state convention at Sundaraiah Bhavan in Hyderabad on April 7 and 8.
Public and rights activists should turn up in large numbers at the convention, appealed Katyayani, the reception committee chairperson. The CLC leaders have released publicity pamphlets of the convention.
