of the Merthyr Rising

The National Democratic Front of the Philippines extends its revolutionary greetings of solidarity to the Great Unrest Group for a Welsh Socialist Republican Party in their celebration of the Merthyr Rising workers commune of 1831.

 

We commend the plan of the Great Unrest Group to lead the raising of the Red flag on Hirwaun Common on the 1st of June, in commemoration of the workers' protests leading to the armed uprising at the end of May 1831, and the first ever raising of the Red flag of revolution.


It is only fitting to recall the revolutionary character of the Merthyr Rising of 1831, when the demands for improved working conditions and higher wages culminated to calls of "Bread or Blood!", the raising of the Red flag, and the armed seizure of power by the working people. The demands of almost two centuries ago echo in the present age of economic crisis caused by imperialist globalization.


The workers of today are constantly denied regular employment and laid off en masse by the capitalists. They suffer from depressed wages and ever decreasing purchasing power. Hard-won victories of social and workers' benefits are constantly being eroded in the guise of austerity measures.

Meanwhile, the monopoly corporations responsible for the current financial and economic crisis are rescued through the working people's tax money. Capitalists and their top managers continue to receive sky-high salaries and bonuses.


Almost two centuries after the Merthyr Rising, it is more than ever relevant for the working people of Wales to fight for their rights to employment, decent wages and social benefits, and to once again raise the Red flag of revolution for the establishment of a workers state.


In the Philippines, we recall the Cry of Balintawak of 1896, when Filipino revolutionaries tore up their cedulas personales (residence certificates) signalling open revolt against Spanish colonialism. After more than three centuries under Spanish rule,the armed revolutionary movement could successfully drive the colonizers into their last bastion in Manila, culminating in the establishment of the first Republic in Asia in 1899.

But victory was snatched away by the armed invasion of US imperialism. The Philippine-American War resulted in the killing of 1.5 million Filipinos from 1899 up to 1913. In 1946, the US granted bogus independence to the Philippines, keeping it under neo-colonial rule through successive puppet governments.


Philippine revolutionaries now being led by the Communist Party of the Philippines are still waging a national democratic revolution, aiming to complete the revolution for national independence and democracy started in 1896. Wielding the New People's Army as its main weapon, they now operate in guerilla fronts covering 70 out of the total 81 provinces in the country.

The mass base of the revolution runs into millions of people. These have been realized by building the mass organizations, the organs of political power from the village level to higher levels, and the local Party branches.

These mass organizations and organs of political power implement programs of land rerform, economic production, health care, disaster relief and rehabilitation, self defense, settlement of local disputes, mass education, and cultural activities.


The revolutionary forces have attained such strength that they are aiming in the next few years to advance from the strategic defensive to the strategic stalemate of the people's war. While we are fighting in the Philippines against US imperialism and its local puppets, we extend our revolutionary solidarity to the working people of Wales in their fight against capitalist exploitation within the belly of the imperialist beast.

We join you in raising the Red flag of revolution in Hirwaun Common on the 1st of June.

We wish you success in arousing, organizing and mobilizing the working people of Wales in our common revolutionary struggle against imperialism and for socialism.

The Galizan People’s Union (UPG) sends its fraternal greetings to the Great Unrest Group for a Welsh Socialist Republican Party on the eve of the commemoration of the raising of the Red Flag in Hirwaun in 1831.

More than ever, international solidarity is essential to withstand the forces of capitalism and imperialism, defending the right of all peoples to self-determination as so clearly marked out by Lenin, and the UPG upholds the need to build a broad-based political movement in Galiza, today led by the Galizan Nationalist Bloc (BNG), in defence of national sovereignty as a first step towards securing the rights of the working people in the face of outside imperialist impositions.

As a Patriotic Communist Party, the UPG believes that guaranteeing the right of the people to freely decide its own future free from outside pressures is the first step along the road to socialism.

From our Occitany, land of a people occupied and peripherized for centuries by the politic-military bourgeois and imperialist entity called ‘France’, we address frankly and red salute to your struggle, and all our wishes of success in your enterprise to build a Welsh Republican Socialist Party.

‘Republican socialist’, this on our side of the Channel would smell like something of paunchy caciques of our 3d Republic;) !

But the dialectical materialists we are perfectly able to understand this, in a British state remaining, in full 21th century monarchy and where this one (even in the worst vulgar tabloids) is a ‘cultural pillar’ of bourgeois hegemony – in Gramsci’s understanding, to assert oneself as ‘republican’ obviously take on a subversive meaning that it doesn’t in our ‘French’ state, which is bourgeois republic, where the word of ‘republic’ is a ‘magic word’ of the dominant class (to respect its laws and values, is being ‘republican’), is associated to the blood of the Communes repression, to the colonial conquests and wars, to the big workers and peasants butchery of 1914-18, to the ‘lay’

Teachers; denying our peoples, preventing our children to ‘speak britton/occitan/basque etc. and spit on the floor’… And ‘socialist’ obviously doesn’t have the same signification than in our blue-white-red state where a party with this name manage – with time slot the imperialist capitalism for more than 80 years, and typically spread this kind of ‘republican’ bourgeois monopolist values.

That’s what explained, some years ago, the comrades of the solidarity group Liberation Ireland in an interview with France’s Communist Maoist Party. Well, to explain quickly, I’ll say that it’s the opposite to be republican in France.

Here, those putting ahead the republic are cops and teachers, that’s the ideology of the bourgeois state. In Ireland, it’s a revolutionary anti-colonial ideology, something coming from the people, seeking face-off with state and institutions.

That’s the same in Cymru and all the ‘British islands’: to be republican, and moreover socialist, remains the revolutionary ideology of James Connolly from Ireland, John MacLean from Alba !

Then, this is and remain an ideological ‘container’ and the more important is, obviously, the ‘contained’: the conception of the world ;(Weltanschauung)as said Marx and Engels, who maybe visit your country while they lived in England) and revolutionary strategy and the conception of socialist transition toward communism has, as everybody knows and the past century’s experience prove it, when the proletarian Party has taken power, nothing is over…

This conception can, as we see it, only be the revolutionary Marxism of our time Maoism. But this is perfectly valid for a Party asserting itself directly as ‘communist’, something that anyone can do, as a certain Prachanda or a certain Bhattarai in Nepal, for example.

By 1831 in Merthyr Tydfil, as it’s told by your lands, was raised for the first time in history the Red Flag of revolution. Every revolutionary working people in the world has its own legend ; and those of ‘true France’ (as said bourgeois historian Jules Michelet by the same time), the northern France, has its one : the red flag would have been raised for the first time on the Champ-de-Mars of Paris, in 1791… by the repressors : it was the flag meaning ‘fire to kill’ on the ‘plebs’, and then, the revolutionary people would have made it one’s own defiantly.

But it doesn’t matter... What is sure, is this red flag flied on Merthyr Tydfil, and it also flied a lot on our Occitany, at the time of 1848’s ‘democrat-socialists’ and ‘radical republicans’ (when these words still had about the same meaning it has at yours) and of the resistance to December 1851’s bonapartist coup and later at the time of the 1871’s Communes movement which, except the worldwide known Paris one, took mainly place in Occitany (Marseille, Toulouse, Narbonne, Limoges etc.) or Arpitany (Lyon, Saint-Etienne)& our Occitan revolutionary anthem, the Liberate, was then sung for the first time.

Our occitan ‘Midi’, which wasn’t ‘true France’ for northern big owners and other reactionaries, it then became the ‘Red Midi’words sounding at the time like later sounded ‘Russia’ in Europe around 1920, or ‘Cuba’ in Americas around 1960…

For example, in the 1870s, a conservative reporter from the ‘North’ (in actual fact from Lyon, the ‘Midi’s gate’), in a practically ‘colonial’ expedition to the ‘Midi’, could write;“About everywhere, those radical municipalities raise the red flag on their town hall’s pediment, and, if the emblem was forbidden by the Prefect, they roll the tricolour flag to let only the red appear”

This is our historical reality, and all of this is perfectly understandable from a dialectical point of view.

‘Cause for a couple of years know, Servir le Peuple and the comrades who then formed Sheisau Sorelh have deeply analyzed the way that, since the 13th century, was built the state called ‘France’, becoming since the 17th century a colonial Empire  and the meanings of this for class struggle.

We did the same, besides, for the state of your oppressors, the ‘United Kingdom’. And we’ve understood that building itself in parallel and at the service of capitalist development these States have built ‘centres';(as typically the Paris region, or the Greater London and southeast England;and peripheries, and that, if  everywhere;exploited people fight similarly their exploiters, this fight deploys itself, in terms of intensity from the ‘peripheries’ toward the ‘centres'  on worldwide level, from the ‘Third world’, the ‘Storm zone’, toward imperialist ‘G8’but also inside ;these imperialist ‘metropolis’, as ‘British islands’ or ‘France’.

That’s why our ‘Midi’ was and widely remains (despite of strengthening reactionary hegemony in the last 25-30 years) ‘red’, after having been, in the 16th century, a bastion of protestant proto-republicanism (‘Provinces of the Union’) ; and that’s why your Cymru is ‘red’, a socialist and anti-royal bastion under the flag of Merthyr Tydfil.

To tell the truth, our two peoples aren’t just peripheries: they’ve been the first, the founding ones.

The Occitan people lived, in the 13th century, for a part under the dukes of Aquitaine’s authority, whose were also… kings of England ; and for another part under those of the earls of Toulouse and their ‘partners’ kings of Aragon-Catalunya.

It had a brilliant civilization, recognized by all the historians of the world, and even by Engels himself, in a text of 1849.

The first part was conquered in the ‘legendary’ feudal struggle between ‘our’ Philippe Auguste and ‘your’ John the Landless ; that’s, besides, when the Plantagenet were expelled from the continent that they turned themselves toward your Celtic peoples of Cymru, Kernow, Erin and Alba, to enslave them.

The other part’s been annexed in a bloody CRUSADE, a genuine ;war of extermination using as pretext the ‘albigeois’ catharist heresy, just like today, ‘Islamic terrorism’ is used as a pretext for many imperialist wars worldwide.

After these conquests ;‘France’ entity was born as the politic-military framework, then monarchic and later ‘republican’;where the young capitalism could and would achieve its primitive accumulation ;: Philippe Auguste became the first king ‘of France’ – and not ‘of the Franks’. Later, primitive accumulation will go to accomplish itself overseas, giving birth to the Empire, now for the main part so-called ‘independent’, but from which remain some pieces, in the Caribbean, the Indian Ocean and the Pacific.

Wales, on their side, began to be submitted – as we said about at the same time ; and afterwards, under an Henry VIII (nevertheless himself from Welsh descent ; as ‘our’ Henri IV and so Louis XIII, Louis XIV where Occitans, Napoleon was Corsican etc.) who deserves full place in the ‘pantheon’ of tyrants, it undergo the first of these ‘Acts of Union’ which will found the ‘United Kingdom’ – itself as well ‘metropolis’ of an Empire which was at one’s time the largest in the world, actually the first imperialist power in the world until the USA take the ‘succession’ between 1918 and 1945.

In both cases, therefore, the modern State and then the Empire are born from the submission of our peoples, and, in consequence, in a world revolutionary war deploying from the peripheries toward the centres, they’ll die from our revolutionary liberation, liberation occurring in brotherly union with all exploited peoples of the Earth, in the World Proletarian Revolution.

The deathblow to a couple of the most important G8 states, ‘permanent members’ of the UN Security Council belongs to us let’s be up to this historical, world-important task!

That’s why the solidarity of our peoples shall and will be tough like steel toward communism, every peoples of the world are united battalions of a same Army!

On behalf of « Breizhistance-Indépendance et Socialisme » I whish to salute our welsh socialist republican comrades of The Great Unrest Group for a Welsh Socialist Republican Party still fighting against capitalist oppression and colonialism. This raising of the red flag on Hirwaun common during Merthyr Tydfil Rising of 1831 was the first act leading to the junction of Social Liberation and National Liberation struggles in so many countries. Since this very day, it has been clear for John Bull that he’ll always have to face men and women fighting for a Welsh Socialist Republic in your valleys and communities.

As Breton freedom fighters and socialists, we consider this raising as part of our common heritage, and it’s still a very important symbol at this time as so many peoples in Europe and all over the world want “caws a bara”.

In May 1831, the red flag was for the first time used by the oppressed to mark their opposition, this happened in Wales. In the days leading up to 7 June they had taken the power and the people organized themselves. Let us remember not only the Paris Commune in 1871, but also the Commune in Wales in 1831.
 
People were fighting at the time for their rights, the fight is very far from over.
 
Capitalism, whether it is in its start or whether it is decrepit and should have been thrown on the scrap pile of history, means that the working class live of the bourgeoisie grace. If one rebels against this will be tried crushed by force.
 
Again we see that the red flag is hoisted over the world, in Wales, in India, the Philippines, in Nepal.
 
We at Serve the People - Communist League is working to raise rebellion and the red flag in Norway.
 
We send our red and warm greetings on this historic day to all rebels in Wales.

On these days we are not able to travel put of Italy, and so we shall not be able to come to Wales for the celebration of 1831 rising. We wish the celebration will be successful and we salute all the participants.

We believe that the best way to celebrate the ones who struggled in the Merthyr Rising so as the ones who struggled in the Paris Commune, 40 years later, is to make the revolution in their countries, and to do it now.

Today we can do it thanks to the most advanced revolutionary theory, which is Maoism. Thanks to Maoism, a Party can be built able to carry out the revolution to success.

We wish that the celebration you will hold will be a step on this direction.

Elimination of fascist Salwa Judum leader Mahendra Karma: Legitimate response to the inhuman atrocities, brutal murders and endless terror perpetrated on the Adivasis of Bastar!

Attack on top Congress leaders:Inevitable reprisal to the fascist Operation Green Hunt being carried on by the UPA government hand in glove with various state governments!

 On May 25, 2013, a detachment of the People’s Liberation Guerilla Army conducted a massive attack on the 20 plus vehicles convoy of Congress party which resulted in wiping out of at least 27 Congress leaders, activists and policemen including Mahendra Karma, the bitter enemy of the oppressed people of Bastar and Nand Kumar Patel, president of the Congress’ state unit. It took place when the Congress party leaders were touring in Bastar region as part of their ‘Parivartan Yatra’ program (i.e. March of Change) keeping their eye on forthcoming assembly elections. At least 30 others also were injured in this attack including ex-central minister and veteran Congress leader Vidya Charan Shukla. The dog’s death of Mahendra Karma, notorious tyrant, murderer, rapist, robber and maligned as corrupt, in this historic attack has created a festive atmosphere in entire Bastar region. Former state home minister Nand Kumar Patel was also had the history of suppressing the people. It was in his tenure, paramilitary force (CRPF) was deployed in Bastar region for the first time. It was also not hidden from anyone that the former central minister VC Shukla who had been in various portfolios including Home ministry, was also a people’s enemy who had acted as a loyal servant of imperialists, comprador bureaucratic bourgeoisie and landlords and had played a key role in formulating and implementing exploitative government policies. The goal of this attack was mainly to eliminate Mahendra Karma and some other reactionary Congress top leaders as well. However, during this massive attack some innocent people and some lower level Congress party activists who were in fact not our enemies, were also killed and injured caught in the two-hour long gun battle that ensued between our guerrilla forces and the armed police forces. Dandakaranya Special Zonal Committee of Communist Party of India (Maoist) regrets for this and expresses condolence and sympathy to the families of the bereaved.
Dandakaranya Special Zonal Committee of Communist Party of India (Maoist) takes absolute responsibility for this attack. We send our revolutionary greetings to the PLGA commanders who led this daring ambush, to the red fighters who contributed in this success, to the people who took part in it by lending active support and to the entire revolutionary masses of Bastar region. This attack has once again proved the historic fact that those fascists who perpetrate violence, atrocities and massacres on the people, will never be forgiven and they would inevitably be punished by the people.
The so-called tribal leader Mahendra Karma was born into a feudal manjhi family. Both his grandfather Masa Karma and father Bodda Manjhi were notorious harassers of the people in their times and were acted as trusted agents of colonial rulers. His family’s entire history is known of inhuman exploitation and oppression of Adivasis. Mahendra Karma’s political life was started in 1975 as a member of AISF while he was studying the law. He was elected as MLA from CPI first in 1978. Later in 1981, when he was denied ticket by CPI, he joined Congress. In 1996, he had gone with a breakaway faction of Madhavrao Scindhia and became member of Indian Parliament as an independent candidate. Later he rejoined the Congress party.
In 1996, a massive movement took place in Bastar demanding the implementation of Sixth Schedule. Though mainly CPI had led that movement, our party – it was CPI (ML) [People’s War] then – also took active part in that movement mobilizing the masses on a large scale. But Mahendra Karma took bitter stand against that movement proving himself as representative of the selfish urban business people, who had come to Bastar as settlers and had accumulated massive wealth. Then only his anti-adivasi and pro-comprador nature was clearly exposed before the people. Since the 1980s, he had strengthened the bonds with big business and capitalist classes in Bastar.
Then in 1999, Karma’s name was exposed in a big scam called ‘Malik Makbuja’. A Lokayukta report revealed that in the period of 1992-96, Mahendra Karma hand in glove with timber black-marketers had made millions of rupees by cheating adivasi people and colluding with revenue and forest officials and the district collector. Though a CBI probe was ordered into this scam, nothing harm was done to the culprits as always happen.
Mahendra Karma was minister of jails in undivided Madhya Pradesh. Later became industries and commerce minister in Ajit Jogi’s government when Chhattisgarh state was carved out of it.  At that time a forceful land acquisition took place in Nagarnar for the proposed steel plant by Romelt/NMDC. While the local people refused to give up their lands, Mahendra Karma took stand against the people and in favor of the capitalists. He played a key role in forcibly taking away the lands by suppressing the people with support of brutal police force. The people who lost their lands in Nagarnar received neither compensation nor the employment as government had promised till now. They were forced to disperse.
From the very beginning, Mahendra Karma stood as an arch enemy of the revolutionary movement. The reason is clear – hailed from a typical feudal family and ‘grown up’ as an agent of big business and bourgeois classes. The first Jan Jagaran (‘awareness’) campaign was launched in 1990-91 against the revolutionary movement. The revisionist CPI had participated in that counter-revolutionary campaign. Karma and many of his relatives belonged to the landlord classes had actively participated in it. The second Jan Jagaran campaign was launched in 1997-98 led by Mahendra Karma himself. This was started in Mahendra Karma’s own village Faraspal and its surrounding villages and spread up to Bhairamgarh and Kutru areas. Hundreds of people were tortured and arrested and sent to jails. Many an incidents of looting and setting fire to houses took place. Womenfolk were raped. However, under the leadership of our party and mass organizations people came together and strongly countered this counter-revolutionary onslaught. Within a short time, this campaign was defeated.
Later the revolutionary movement became more consolidated. Anti-feudal struggles were intensified in many areas. Landlords like Podia Patel, the brother of Mahendra Karma, and some close relatives of him were killed as part of mass resistance actions. In many villages the power of feudal forces and bad gentry was thrown out and the process of establishment of People’s Revolutionary Power organs began. The feudal forces including Mahendra Karma were very furious as their lands were redistributed among the poor and landless peasants and the customs like unjustly forcing the people to pay penalties to the landlords were stopped. They opposed the progressive changes like stopping of forced marriages of women, discouraging polygamy etc. also. And at the same time, the revolutionary movement was seemed as a hurdle by the corporate houses like Tatas and Essars who started their attempts to plunder away the natural resources of Bastar region. So, they naturally colluded with the counter-revolutionary elements like Mahendra Karma. They fed him with millions of coffers in order to create conducive atmosphere for their arbitrary depredations. On the other hand, after the emergence of CPI (Maoist) as a country-wide consolidated party as an outcome of the merger between the genuine revolutionary organizations, exploitative ruling classes intensified their counter-revolutionary onslaught in the guidance of the imperialists so as to crush the revolutionary movement. Thus, a brutal attack in connivance with the Congress and the BJP has started in Bastar region namely ‘Salwa Judum’. So many followers and relatives of Mahendra Karma like Soyam Muka, Rambhuvan Kushwaha, Ajay Singh, Vikram Mandavi, Gannu Patel, Madhukarrao, and Gota Chinna etc. emerged as key leaders of Salwa Judum.
One can hardly find any examples in the history to compare the severity of the devastation and barbarity caused by Salwa Judum to the lives of the Bastar people. It killed more than one thousand people in cold blood; torched 640 villages into ashes, robbed thousands of houses; ate or took away chickens, goats, pigs, etc.; forced more than two million people to be displaced; dragged more than 50 thousand people into state-run ‘relief’ camps. Thus the Salwa Judum became anathema to the people. Hundreds of women were gang raped. Many women were murdered after rape. Massacres took place in many places. The atrocities perpetrated on the people and havoc created by the hooligans of Salwa Judum, the police and paramilitary forces, especially the Naga and Mizo battalions crossed all limits. There were several incidents in which people were brutally cut into pieces before being dumped in rivers. Cherli, Kotrapal, Mankeli, Karremarka, Mosla, Munder, Padeda, Paralnar, Pumbad, Gaganpalli… in many villages people were killed en masse. Hundreds of tribal youth were recruited as SPOs and were turned into hardened criminals. Mahendra Karma himself led the attacks on several villages in the name of conducting meetings and marches. Many women were raped by the goons with the direct instigation of Mahendra Karma. He was directly involved in many incidents of burning the villages, torturing and murdering the people. Thus, in the minds of the people of Bastar, Mahendra Karma remained as an inhuman killer, rapist, dacoit and a loyal broker of the big capitalists. In entire Bastar people have been demanding our party and the PLGA for many years that he must be punished. Many of them came forward voluntarily to give active support in this task. There were also a few attempts, but due to petty mistakes and other reasons he was able to escape.
With this action we have taken revenge of over a thousand adivasis who were brutally murdered in the hands of Salwa Judum goons and government armed forces. We also have taken revenge on behalf of those hundreds of mothers and sisters who were subjected to cruelest forms of violence, humiliation and sexual assault. We have taken revenge on behalf of the thousands of Bastarites who lost their homes, cattle, chickens, goats, bald, pottery, clothing, grain, crops … everything and were forced to live a miserable life in subhuman conditions.
Immediately after this attack, Prime Minister Manmohan Singh, UPA Chairperson Sonia Gandhi, Chhattisgarh Chief Minister Raman Singh etc. dubbed this as an attack on democracy and democratic values. One wonders whether these pet dogs of exploiter classes have any moral qualification even to take the name of democracy! Of late, on May 17, when eight people including three innocent children were killed by police and paramilitary forces in Edsametta village of Bijapur district, then why did none of these leaders bother to think about ‘democracy’? Between January 20 to 23, when villages named Doddi Tumnar and Pidiya of Bijapur district were attacked by your forces who torched 20 houses and a school house run by the people, did your ‘democracy’ flourish there? Exactly 11 months ago, on the night of June 28, 2012 in Sarkinguda village, 17 adivasis were slaughtered and 13 women were gang raped.  Were those incidents a part of your ‘democratic values’? Does your ‘democracy’ only applicable to the mass murderers like Mahendra Karma and ruling class agents like Nand Kumar Patel? Whether the poor adivasis of Bastar, the elderly, children and the women come under the umbrella of your ‘democracy’ or not? Are the massacres of adivasis a part of your ‘democracy’? Do any of those who are shouting loudly against this attack have any answer for these questions?
By the end of 2007, Salwa Judum was defeated by the resistance of the masses. Then in 2009, Congress-led UPA-2 has unleashed a countrywide offensive by name Operation Green Hunt (OGH). The US imperialists are not only giving guidance and help and support, but by deploying their special forces in India they also are actively participating in counter-insurgency operations. They are giving emphasis on killing the Maoist leadership. The Union government has so far sent more than 50 thousand paramilitary forces to Chhattisgarh as part of ongoing OGH, i.e. ‘War on People’. As a result, there has been manifold increase in massacres and destruction. 400 adivasis were killed by central and state armed forces here in Bastar so far since 2009. From mid-2011, Army troops have been creating bases in Bastar region in the name of setting up ‘training schools’. Both Chidambaram and Shinde, the former and present home ministers, including PM Manmohan Singh have been eagerly rendering all support to the Chhattisgarh government and expressing full satisfaction over Raman Singh government’s performance in crushing revolutionary movement. Raman Singh too has been expressing his gratitude on every occasion for Centre’s help. Therefore, in Chhattisgarh, there are no differences between ruling BJP and opposition Congress in terms of policies of suppressing the revolutionary movement. Only due to public pressure, as well as to gain electoral benefits, some of the local leaders of the Congress at times came in condemnation of incidents like Sarkinguda and Edsametta massacres. Their opposition is sham which is nothing more than opportunism. Both Congress and BJP are same in implementing corporate friendly and oppressive policies. The frequent penetration of Greyhounds forces across the Chhattisgarh borders from Andhra Pradesh, and the mass murders it committed first in Kanchal (2008) and recently in Puwwarti (May 16, 2013) are part and parcel of the oppressive policies adopted and implemented by Congress party. That’s why we have targeted top leaders of Congress.
Today, Chhattisgarh Chief Minister Raman Singh, Home Minister Nankiram Kanwar, Ministers Ramvichar Netam, Kedar Kashyap, Vikram Usendi, Governor Shekhar Dutt, Maharashtra Home Minister RR Patil etc.; DGP Ram Niwas, ADG Mukesh Gupta and other senior officials of the police, who are hell-bent on crushing the revolutionary movement of Dandakaranya, are in the big illusion that they are unbeatable. Mahendra Karma also has kept the illusion that Z plus Security and bullet-proof vehicles would save him forever. In the history of the world, Hitler and Mussolini were in the same pride that no one could beat them. In the contemporary history of our country, the fascists like Indira Gandhi and Rajiv Gandhi also were victims of similar misgivings. But the People are invincible. People only are the makers of the history. Ultimately, a handful of exploiters and a few of their pet dogs will only be thrown in the dustbin of the history.

Marian Price Released from Prison



Taoiseach Enda Kenny and Tánaiste Eamon Gilmore have welcomed a decision by the Northern Ireland Parole Commissioners to release Belfast republican Marian Price from prison.

She has been in custody for two years after being arrested following a dissident republican rally in Derry.

Price was moved from Hydebank Prison several months ago to Belfast City Hospital where she was under guard in poor health.

She and her sister Dolours, who died earlier this year, were convicted in connection with the IRA's 1973 London bombing campaign.

During a campaign to be repatriated to an Irish jail, the sisters were force fed while on hunger strike. Their health suffered and they were released early.

Mr Kenny said there had been growing concern about Marian Price's health and that he had raised her continued imprisonment with British Prime Minister Cameron on a number of occasions.

Mr Gilmore said the decision will be widely welcomed on humanitarian grounds.

Sinn Féin president Gerry Adams welcomed the Parole Board's decision.

He said Price, also known by her married name Marian McGlinchey, was being held without due process and has been "very ill for most of this time".
 
A statement from the Northern Ireland Office said: "The Parole Commissioners have decided, given her current circumstances, to release Marian McGlinchey on licence.

"Such a licence is normally subject to conditions."

Sinn Féin MLA Jennifer McCann said the decision to release Price was long overdue.

She said the party had made representations to the parole hearing.

Ms McCann said: "This was a form of internment and was a threat to the peace process".

It is understood Price will remain under medical care for a period due to her continuing poor health.

Philippines: 'Use of command-detonated land mines is not a violation of the Ottawa Treaty" Luis G. Jalandoni of NDF




The team of Special Action Force of the Philippine National Police (PNP) that was ambushed by the New People's Army (NPA) yesterday in Allacapan, Cagayan Valley was a legitimate military target in accordance with international humanitarian law (IHL). It was part of the armed forces of the Government of the Philippines (GPH) which is pursuing a war of suppression against the people in order to protect and preserve the interests of the ruling classes of big landlords and compradors under the unjust semi-colonial and semi-feudal social system.

The use of command-detonated land mines by the NPA is not a violation of the Ottawa Treaty. It is a legitimate weapon of the NPA against the armed forces of the Aquino government in the revolutionary movement's just war of national and social liberation. It deters enemy combatants from encroaching the territory of the people's democratic government and harming the people with impunity.

Therefore, the accusation of the regime's negotiating panel and the Office of the Presidential Adviser on the Peace Process (OPAPP) that the NPA is violating the Ottawa Treaty is without any basis. The reference to the GPH Republic Act 9851, signed by the Gloria Arroyo regime on 11 December 2009, is not relevant. It does not bind the revolutionary movement and cannot supersede any provision of the Ottawa Treaty, which allows the use of command-detonated land mines.

The GPH negotiating panel and the OPAPP should not attempt to cover up the violent and brutal character of the Aquino regime in continuing to perpetuate the backward, agrarian, non-industrial and underdeveloped Philippine society that has bred the poverty, ignorance and disease of the great majority of the Filipino people for the benefit of the few ruling classes of big landlords and compradors.

The Aquino regime has unleashed on the Filipino people the US-designed Oplan Bayanihan that has targeted civilians, including children and communities, resulting in numerous human rights violations and the commission of war crimes that have been amply documented by human rights organizations in the Philippines and abroad.

The GPH negotiating panel and the OPAPP's pretensions to want a peaceful resolution of the armed conflict are contradicted by their recent declarations of terminating the peace talks with the National Democratic Front of the Philippines (NDFP) and by the regime's escalation of military attacks against the people.

The revolutionary forces and people have no choice but to defend themselves. The military, police and paramilitary forces cannot attack the people without serious consequences.

MANILA  - Eight members of the elite Philippine National Police-Special Action Force (SAF) were killed in an ambush by suspected New People's Army (NPA) rebels in Cagayan on Monday morning, police said.

A landmine exploded in Barangay Cataratan in Allacapan town at around 8:30 a.m. while the policemen, on board a truck, were passing, according to Director Rodrigo De Gracia, Cagayan Valley (Region 2) police chief.

About 30 New People's Army (NPA) fighters hiding on the sides of the road then opened fire on the stunned survivors, regional police spokesman Inspector Cesar Orlanes told reporters.

"The wounded were able to return fire and they managed to retreat. Some of our reinforcements picked them up later," he told AFP.

Seven other policemen were injured.

De Gracia said the policemen were on their way to a medical exam in Allapan when the ambush occurred.

He said the rebels belong to the NPA's Danilo Bien Command.

The rebels escaped with 11 rifles and seven handguns from the casualties, Orlanes said.

The victims were all members of the PNP-SAF, an elite police unit trained in counter-insurgency tactics that is typically involved in security operations against communist rebels.

The ambush happened after 7 Marines died in an encounter with some 50 Abu Sayyaf terrorists in Jolo, Sulu on Saturday.

Friends,
 
I would like to start by sending my condolences to the family of Lee Rigby, the British soldier who was victim to a barbaric attack in the streets of Woolwich. The actions of the two individuals involved are not only barbaric but the worst examples of human behaviour.
 
I am never happy to be at these rallies because they are always in the shadow of tragic events. The past week has seen numerous attacks on places on worship, on innocent individuals and an appalling level of racism.
 
I am proud to be here with you today to reaffirm our dedication to building a peaceful society in which all are accepted and multiculturalism is celebrated.
 
But we should never take a state of peace for granted. Dedication, effort and hard work is needed to maintain this peaceful environment. If there is one thing that we have learned from history, it is that appeasement of racism and fascism in all of its many forms heads in one direction – the direction of gross violence, intolerance and murder.
 
For a community that was victim after the September 11th attacks and more recently was victim in the Wisconsin Gurdwara Shootings, to not speak up against hatred would be outrageous. And so today, we say openly say no to all forms of hatred.We hope that this society never sees the horrors of hatred, and it shall not as long as people like you are there to challenge fascism in all its forms at every step.
 
I would like to close by echoing the words of an ordinary member of the Sikh community: “I will not distinguish myself from a Muslim, because I won’t abandon any one person as a target in the face of racist attitudes. We are one.”
 
Once again, I commend you for coming out today. Let there be no illusion, that your presence, and your contribution has been one milestone in defeating the far-right.

Dr Matthew Goodwin of Nottingham University and British atttudes to Muslims following Woolwich attack


A recent You Gov poll provides evidence that Britain does remain a tolerant country and that the far-right support remains at the margins of society.

Nearly two-thirds (63%) believe the vast majority of Muslims are good British citizens, up by 1% from last November.

There has also been an increase from 24% to 33% in the proportion who believe Muslims are compatible with the ‘British way of life’. Around two-thirds (65%) said on the whole most people tend to get along well with each other.

Half of respondents said they felt positively about demonstrations being held against last week’s terror attacks.

However, two-thirds said they felt negatively about such protests led by the BNP or English Defence League (EDL). Asked if they would join the EDL, 84% said they would never do so, although there has been a 9% increase in the proportion of respondents who had heard of the far-right organisation.

Dr Matthew Goodwin of Nottingham university, who commissioned the poll, said: “Compared to last year, when we ran the exact same survey, today people are either just as likely, or more likely, to endorse a series of more positive statements: that Muslims are compatible with the national way of life; are good citizens; make important contributions to society; and share British culture and values.

“In fact, while far right groups were pointing to the murder as evidence that Islam poses a fundamental threat to modern Britain, the percentage of respondents who view Muslims as compatible actually jumped by almost ten points, to 33%.

“Clearly, the numbers remain low, and point to wider challenges facing government, and our local communities. But in the aftermath of events that could well have triggered a more serious backlash, the direction of travel remains positive, and suggests there has not been a sharp spike in prejudice.”

Unite Against Fascism sends its condolences to the family and friends of Lee Rigby, the soldier murdered on Wednesday in Woolwich. There can be no justification for such a terrible attack on an individual.

At the same time we also reject the attempt by fascist organisations such as the English Defence League and British National Party to exploit the murder to whip up racism and direct hatred towards all Muslims.

Last night a mosque in Bletchley was subjected to an arson attack with petrol bomb.

Together with all anti-racists, those of different communities, cultures and faiths, trade unions and others we, now more than ever, must stand up to Islamophobia wherever it raises its head.

 Join us outside Downing Street on Monday to hand in our statement following the Woolwich murder.

We will be co-ordinating a peaceful assembly prior to the EDL mobilisation at 3pm.

Our event will include trade unionists, faith representatives, community groups and others.

Democracy and Class Struggle says the use of Salwa Judum by the government for anti naxal operations was criticized for its violations of human rights, use of child soldiers and poorly trained uneducated youth for counter-insurgency roles.

The militia consisting of local tribal youth receives support and training from the Chhattisgarh state government.

On July 5, 2011, the Supreme Court of India declared the militia as illegal and unconstitutional.

The court directed the Chhattisgarh government to recover all the firearms given along with the ammunition and accessories.

It also ordered the government to investigate all instances of alleged criminal activities of Salwa Judum.[3]
 

Raipur: In one of the deadliest Naxal attacks in Chhattisgarh, at least 21 people including anti-Naxal movement Salwa Judum's founder Mahendra Karma and former Congress MLA Uday Mudliyar were killed on Saturday evening in Darba Ghati Valley of Jagdalpur district.

The attack targeting the Congress party convoy occurred during the Opposition party's Parivartan Yatra and most of those killed were party leaders and workers.

Following the carnage the Naxals also abducted state Congress president Nand Kumar Patel and his son Dinesh Patel. The seriously injured included veteran Congress leader Vidya Charan Shukla, MLA Kwasi Lakhma and prominent party worker Gopi Vadhwani, who were rushed to a hospital in Jagdalapur.

The heavily-armed Naxals, numbering several hundred, reportedly opened fire on the Parivartan Yatra when it reached near forested Darba Ghati area on way to Jagdalpur, the police said. The PCC chief and his son were also abducted by the rebels.

At least 30 people were also injured in the attack Chhattisgarh ADG, Intelligence, Mukesh Gupta confirmed that Karma and Mudliyar had been killed while Patel and his son was missing. Gupta added that Shukla had been grievously injured, sustaining three bullet injuries.

What has baffled experts is that Karma was killed despite having 'Z' category security. Ministry of Home Affairs confirmed that at least 21 people have died in the attack. "Close to 30 people are injured. The casualty figure could go up," MHA sources added.

The MHA sources also said that the Congress convoy was targeted in the landmine blast which was followed by continuous firing. A MHA delegation will be travelling to Chhattisgarh on Sunday morning.

An emergency meeting was called at the residence of Chattissgarh CM Raman Singh immediately after the attack.

Prime Minister Manmohan Singh has offered additional forces to the state for help. The Home Ministry, sources said, was rushing forces to the state to tackle the crisis. Congress President Sonia Gandhi met the PM to discuss the issue while MoS Home RPN Singh said he would visit the state on Sunday.

The Chhattisgarh Congress, on the other hand, has called for a statewide bandh on Sunday in protest.

Chhattisgarh Congress media cell president Shailesh Trivedi, however, said it was matter of investigation whether Naxals were involved in the attack. He alleged that ruling BJP government did not provide adequate security to the Congress' Yatra despite opposition from Naxals.

"Naxals have opposed both BJP's Vikas Yatra and Congress' Parivartan Yatra. However, the state government provided security only to BJP's Yatra and not to the one organised by Congress. Had it been provided security, today's incident would not have happened," he said.

Trivedi said he was trying to contact the party leaders who were part of the Yatra but was unable to do so as the incident occurred in forested area. Congress had launched Parivartan Yatra on April 12 in the state where Assembly elections are due by year end.

Cymdeithas Lewsyn yr Heliwr 1831 Insurrection International Red Commune Commemoration Saturday 1st June 2013

 


On 31 May 1831, Merthyr Chartist Thomas Llywelyn comes to Hirwaun, the previous day he had spoke at an huge Chartist Rally at Twyn y Waun Common.

He was hoping to hold a similar Chartist Reform rally on Hirwaun Common under a White Reform flag, however militant workers more concerned with ''natural justice'' than ''political reform'' had other ideas.

The ''natural justice'' radicals as Lewis Lewis, Dic Penderyn and others however, had their own plans and after seizing the white reform flag, they sacrificed a calf (local tradition speaks of a lamb) and bathed the white Reform flag in it's blood.

This Red Flag became their Flag of Liberty over tyranny and would lead them forward seeking ''natural justice'' from the oppression and exploitation of Iron Masters and their lackeys.

By 1 June, the workers had established ''Armed Positions'' in the ''Barrios'' of Heolygerrig and Cefn Coed, by 2 June marching on Merthyr, the militant workers and their radical leaders soon raised up the populace in revolt - WELSH INSURRECTION 1831.

Concentrating on the document presented by Comrade Kiran , Let’s Forward the Revolution by Waging Ideological Struggle against Neo-Revisionism, the National Convention adopted  Marxism–Leninism and Maoism as party’s guiding principle and  resolved  to accomplish the Nepalese New Democratic Revolution by basing itself on the continuation of the achievements and values of ten-year People’s War. The document has mentioned:
 
There are two major tasks of new democratic revolution of Nepal– establishment of democracy and safeguarding of national sovereignty. These should be completed in same period of the revolution. Theoretically it is clear that we should move ahead towards People’s revolt on the foundation of People’s War to complete New Democratic Revolution in Nepal.
 
The party, exposing neo-revisionism, intensified the campaign country-wide of ideological, political and organizational consolidation. The party gave emphasis on the need and justifiability of new democratic revolution based on Marxism-Leninism-Maoism, and decided on the concrete strategy of forwarding the policy and program of joint front and functional unity on the basis of common agreement and necessity. During the time, the party decided to complete the Seventh Convention of Nepal Communist Party-Maoist, which had remained due to the last twenty-one years.
 
The Seventh Convention that ran from January 9 to 15, 2013, consisted of more than 2000 delegates and observers, representing from inside the country and abroad. The fraternal parties   both in and outside the defunct RIM  and other friendly parties had expressed Internationalist Proletarian Solidarity to the Convention by sending either their representatives or greeting message.

The Convention  continued  for seven days, and it passed several important resolutions concerned to the national and international issues, the form of existing  imperialism, the review of the history, the major contradiction of the Nepalese society,  the ideological and political line of the Nepalese revolution and the formation of the PLA.
 
The Convention decided that the American imperialism, which is terrorizing the world by way of globalization, on the one hand, and of military fascism, on the other, is the main enemy of the world proletariat now, in spite of the fact that it appears to have been weakened economically in the later days. The Convention also decided to study the complexities within the “Revolutionary International Movement (RIM),” which had played an important role to promote the world proletariat movement in the past, and play a role to forward the Movement in a way that suits it to the changed situation.

Representatives of the Congress expressed their opinion also on RCP, USA ‘new synthesis’.  “Going beyond Maoism” was not acceptable, it was denied by the Congress Hall. In fact, we should be firm in standing against the idea that “it was a new dimension in the development of MLM” and trying to impose it as a basis of unity in the ICM.  We must be clear that the efforts to impose different types of ‘synthesis’  has merely bred split in the ICM. New efforts should be done to advance the  ICM in the new way. National Congress stressed that as the leading force of the  Ten Years People’s war, NCP- Maoist should  take initiative to reorganize the  RIM in the new context.

Similarly, the Convention emphasized more on the importance of Marxism-Leninism-Maoism for exposing the revisionism and opportunism in the contemporary world, and also giving a new direction and momentum to the world revolution. The Convention emphasized on the fact that the Nepalese society has been getting transformed from a semi-feudal and semi-colonial stage into a semi-feudal and neo-colonial one, and only the new democratic revolution can resolve its existing internal-conflicts. The document clarified the contradiction related to the Nepalese revolution in this way:

Now the nation has changed from Semi-colonial situation to Neo-colonial situation and as a whole Nepal has become Semi-feudal and Neo-colonial country. In this situation, compradors, operated and directed by Indian expansionism and feudal class have been emerged as class enemies of Nepalese people. It is today’s major contradiction of the Nepalese society.
 
The National Congress passed the ideological and political line of “People’s Revolt in the foundation of People’s War ”. The Convention declared that the question of capturing the state power by people and continuing its revolutionary nature is the major question, and so there is no alternative for liberating the Nepalese people except the one of seizing the state power by way of armed struggle. The Convention emphasized on ‘“three magical weapons” for the revolution, and decided on the necessary policy, plan and program for the same. The document passed by the Convention contains an article entitled “The Party’s Political Line of Action and the Way of Revolution,” which clarifies all this in 12 points. The concluding point says:

Nepal is in a semi-feudal and neo-colonial condition. Therefore, theoretically speaking, the long-term People’s War itself is the path of Nepalese revolution. Moreover, the possibility of popular revolution also cannot be denied at present specific condition, and it is necessary to pay an equal attention to that.
 
When the Seventh Convention concluded successfully after passing the resolution of the party line o “People’s Revolt on the Foundation of the People’s War” in the specific condition of Nepalese society, it was natural that it would make all types of opportunisms and the new and old reactionaries in the country and outside, especially the American Imperialism and Indian expansionism, restless. It was also natural that the reactionaries worldwide would unite to counter the revolutionary force and the desire of Nepalese people for liberation, and their commitment for nationality. The formation of the government under the chairmanship of the Chief Justice Khilaraj Regmi was a result of joint conspiracy of the Indian expansionism, the American Imperialism, and European Union including the “four parties.”  In fact, Now the American imperialism, Indian expansionism and their Nepalese comprador parties, like UCPN (Maoist), Nepali Congress, United (ML) and Madhesi  Morcha -alliance of pro- India parties have come out in one place, to spoil the emerging power CPN-Maoist.
 
Keeping in mind all these conspiracies against national sovereignty and people’s democracy, the party emphasized on the need of forming a joint front and functional unity for forwarding the movement. The party at present has been running a movement against the Khila Raj government, a result of the Imperialism-Expansionism conspiracy, forming a joint front with three parties and a functional unity with 33 parties. Now the number of party and organizations has extended up to 55. Similarly, keeping in mind the spirit of the Seventh Convention, the party has expanded, as per the need, the 51 member central committee into one that consists of 151 members.
 
 After the expansion of the central committee, its first plenary meeting has been completed from April 16 to 18. It reviewed the party’s activities after the Convention, and also discussed broadly on the possible circumstances. Mainly, quite vigorous discussions occurred regarding the election of the Constitutional Assembly and the ideological and political line taken by the party. Passing the short proposal of the Chairman, Comrade Kiran, the plenary meeting decided to prepare the party for forwarding the line of action and intensifying more the struggle of national sovereignty, exposing at the same time the so-called election of the Constitutional Assembly. The meeting concluded passing a commitment and resolution to not let the banner of the Nepalese revolution fall at any cost.
 
It has been almost a year since the party broke its relation with Prachanda-Baburam faction. The neo-revisionist group is still scattering different types of rumors and  illusions and even the imperialists are conspiring to degrade this party ideologically by getting it entangled in compromise, and dissolve it by causing it to undergo the factional strife.

It is true that several weaknesses have occurred in our thought and practice. Many challenges and complexities have appeared especially in the organizational side and  implementation of the party line. We have not been able to accelerate the party’s momentum as it should have been done. In spite of this we are firm  in our goal and we are committed to the ideology.

The reality is that the party has been committed firmly to Marxism-Leninism-Maoism and the New democratic revolution. We are clear about ‘three magical weapons’ of revolution. What is important is the fact that the party is committed to move ahead identifying several problems and weaknesses that have been handed down to the present. As mentioned in the document, it has become necessary today to struggle against not only empiricism, pragmatism and liberalism but also anarchism and other petty-bourgeois tendencies.

The need of today is to move ahead united and with revolutionary spirit, countering every delusion and conspiracy of enemies. We have in the party a mature team of leadership with a long experience of class struggle, and there exists a group of enthusiastic and powerful young leaders and cadres that has evolved from the People’s War. We have a firm belief that we can move ahead united, adopting the correct ideological and political line.

We must keep in mind the importance of  ‘politics in command’ and seizure of power by the armed force.  At this current stage,  ’4 Preparation’ must be our main focal point, the target. As Comrade Mao tse-tung has pointed out that “the united front and armed struggle are the two basic weapons for defeating the enemy”. We all know “Without a People’s army, the people have nothing”. And  at present, this must be the issue of our main concern.
